Circular 47/2017/TT-BYT on the List of active ingredients banned from use and restricted in scope of use in insecticidal and germicidal preparations for household and medical use in Vietnam issued by the Minister of Health promulgated

CIRCULAR

PROMULGATING THE LIST OF PROHIBITED AND RESTRICTED ACTIVE INGREDIENTS IN INSECTICIDAL AND MICROBICIDAL PREPARATIONS IN HOUSEHOLD AND MEDICAL SECTORS IN VIETNAM

Pursuant to the Government’s Decree No. 75/2017/ND-CP dated June 20, 2017 on functions, tasks, powers and organizational structure of the Ministry of Health;  

Pursuant to the Government’s Decree No. 91/2016/ND-CP dated July 01, 2016 on management of insecticidal and germicidal chemicals and preparations for household and medical use;

At the request of the General Director of the Health Environment Management Agency,

The Minister of Health promulgates the Circular promulgating the list of prohibited and restricted active ingredients in insecticidal and microbicidal preparations in household and medical sectors in Vietnam.

Article 1. List of active ingredients

1. Enclosed with this Circular is Appendix No. 01 containing the list of prohibited active ingredients in insecticidal and microbicidal preparations in household and medical sectors in Vietnam.

2. Enclosed with this Circular is Appendix No. 02 containing the list of restricted active ingredients in insecticidal and microbicidal preparations in household and medical sectors in Vietnam.

Article 2. Effect

1. This Circular takes effect from February 15, 2018.

2. The Minister of Health’s Circular No. 25/2011/TT-BYT dated June 23, 2011 is annulled starting from the date this Circular comes into effect.

Article 3. Transitional regulations

For preparations used in household and medical sectors that contain the active ingredients provided for in Appendix No. 02 herein and are issued with marketing authorization prior to the effective date of this Circular, their advertisements shall provide the exact descriptions of the effects written on the marketing authorization. In case an advertisement would like to expand the description of the effects prescribed in Appendix No. 02 herein, additional registration shall be carried out as prescribed in the Government’s Decree No. 91/2016/ND-CP dated July 01, 2016 on management of insecticidal and germicidal chemicals and preparations for household and medical use.

Article 4. Implementing organization

Head of Office of the Ministry of Health, heads of departments and affiliates of the Ministry of Health, heads of province-level Departments of Health, heads of health units of other Ministries and regulatory bodies and relevant units shall be responsible for the implementation of this Circular.  

During the implementation of this Circular, should any problem or difficulty arises, regulatory bodies, organizations and individuals shall promptly report to the Ministry of Health for consideration and/or resolution./.
