To: Departments of Customs of provinces and cities of Vietnam.
On the basis of results of the mid-term online meeting SCAROO on April 21, 2022 related to the new Operational Certification Procedures (OCP) under the ASEAN Trade in Goods Agreement (ATIGA) applied to certificates of origin form D granted from May 01, 2022, the General Department of Vietnam Customs provides guidance to Departments of Customs of provinces and cities as follows:
- For C/O form D granted after the date of export, box 13 “Issued Retroactively” on the C/O must be ticked instead of the box "after 03 days" as before.
- The phrase "Preferential Treatment Given under ASEAN Industrial Cooperation Scheme” in box 4 and guidance on AICO in lines 1 and 2 overleaf of each C/O shall be removed.
- Line 12 overleaf of the C/O shall be replaced from “Original CO (form D)” to “Original Proof(s) of Origin”..
- Box 4 on the C/O shall be replaced from “Signature of Authorised Signatory of the Importing Country” to “Signature of Authorised Signatory of the Customs Authority of the Importing Country”
- A C/O form D shall include an original and two copies and carbon copies shall be ruled out so that the C/O is permitted to be printed on A4 papers.
For your information and implementation. Difficulties arising in the implementation period should be reported to the General Department of Vietnam Customs (via Customs Control and Supervision Department) for handling./.
