POLITBURO’S RESOLUTION
ON DEVELOPMENT OF DA NANG CITY BY 2030 WITH VISION TOWARDS 2045
I- SITUATION REVIEW AND CAUSES
After 15 years of implementing the 9th Politburo’s Resolution No. 33-NQ/TW on development of Da Nang in the era of national industrialization and modernization, Da Nang has taken great leaps forward and became a dynamic and innovative city capable of utilizing its potentials and advantages. Its economy experiences relatively fast growth with the average regional gross domestic product ("RGDP") reaching 9.8%/year and RGDP per capita increasing 6.6 times compared to 2003. The economic structure is shifting towards a more positive and suitable direction where the service sector takes the lead in proportion and growth rate; commercial, information and telecommunications, transportation, logistics, financial, banking, educational - training and healthcare services all achieve great progress; tourism becomes a leading and internationally competitive economic sector. The industry sector maintains a fast growth, and high technology and information technology industries are prioritized. Agriculture aims for sustainability and eco-friendliness with the application of high technology. Potentials and advantages of having an ocean-based economy are more and more utilized.
Socio-economic infrastructure and urban appearance have undergone fast change and modernization. The competitiveness index and human development index have increased; provincial-level competitiveness index and indexes related to administrative reform, public management and administration performance and IT application maintain their leading positions. New rural development achieves many positive results and accomplishes its targets early. Socio-cultural, educational, training, healthcare, poverty eradication and alleviation works deliver good performance; material and spiritual life of the majority of workers are improved. Socio-political situation is stable; national defense and security are consolidated; socio-economic development is closely connected with national defense and security. Da Nang is gradually asserting its status as a metropolis, a trailblazer, a driving force for development and a socio-economic center of the Central - Central Highlands region and the whole country.
Organizational structure of organizations of the Communist Party and the political system is gradually modified; leadership capabilities and strength of Party Committees are improved. The Resolutions No. 04-NQ/TW of the 11th and 12th Central Steering Committees are strictly and properly implemented. Government strengthening and administrative reform achieve many positive results. Performance of the Vietnamese Fatherland Front and socio-political organizations has improved; the block of great national solidarity is consolidated.
However, beside the achievements, implementation of the Resolution in the past years leaves much to be desired. Da Nang has yet to reach its full potential or utilize all advantages. Its economy experiences growth but such growth only accounts for 1.55% of GDP; growth rate appears to have slowed down and productivity is low. The public sector makes sluggish progress while the private sector encounters many difficulties; new foreign investment mostly focuses on tourism and the service sector and projects on high technology and source technologies are limited. Planning and planning management face many problems and are yet to catch up with development requirements, especially urban planning and land management. Environmental pollution is on the rise and its solutions are unreliable. Infrastructure lacks consistency and connection, unable to support Da Nang’s role as the leading metropolis and driving force for socio-economic development of the Central - Central Highlands region. Cooperation between Da Nang and other localities is not regular, proactive or efficient. A number of socio-economic development projects are not connected to national defense and security; there are latent dangers to political security, public order and social safety; poverty eradication and alleviation are not yet sustainable with high risk of relapse into poverty. Strengthening of the Communist Party is unsatisfactory, especially matters related to official planning and implementation of democratic centralism; and the roles of organizations of the Communist Party at grassroots level are still limited.
While these difficulties may be contributed to objective factors, the subjective ones are the major causes. Implementation of the Resolution in a number of Central and Da Nang’s regulatory bodies lacks frequent and intensive attention. Some specific mechanisms and policies for Da Nang are not promptly promulgated; difficulties are not addressed on time; many key construction works and projects are delayed; and budget revenues rely heavily on land. Performance of organizations of the Communist Party and the political system at some levels or in some procedures is unsatisfactory while state management is inadequate. II- VIEWPOINTS AND TARGETS
1. Viewpoints
- Da Nang’s development strategy and policies must be a part of the socio-economic development strategies for the whole country, key economic zone of the Central region, North Central Coast and Central Coast - Central Highlands; closely connected to growth poles, developed centers and major cities of Vietnam, Southeast Asia and Asia-Pacific; and based on utilization of all potentials and advantages, especially those related to natural resources, ocean-based economic potentials and Da Nang’s important geo-economic and geo-strategic position in the region and the country.
- Da Nang’s development must be based on fundamental renovation of the economic development model with a focus on reasonable intensive and extensive development; boost the roles of economic sectors; regard domestic resources as the decisive foundation and foreign resources as important factors. New drivers for growth must be identified and utilized, especially urban government strengthening and private sector development, while promoting and employing interregional connection, high-tech application, innovation and entrepreneurship.
- Developing Da Nang in the direction of an ecological, modern and smart metropolis of international standards and distinctive color; striving for fast and sustainable economic development and regarding improvement of citizen's quality of life as the main duty; focusing on development of the 3 major pillars: Tourism, high-tech industries and ocean-based economy; ensuring national defense, sea and island security and sovereignty, public order and social safety.
- Improving leadership capabilities and strength of Party Committees to a level appropriate for their assigned duties; increasing management efficiency of competent authorities at all levels; promoting the culture, the revolutionary tradition and the pioneering, dynamic and innovative spirits of Da Nang citizens. Aiming towards faster, stronger and more sustainable development.
2. Targets
2.1. By 2030
- General targets
Da Nang will have become a major socio-economic center of the country and Southeast Asia, holding the role of a center for entrepreneurship, innovation, tourism, commerce, finance, logistics, high-tech, IT and ancillary industries; a leading cultural - sports, education - training, high-quality medical and scientific - technological center of the country; a host of regional and international events; an international port city and coastal metropolis that is the nucleus and growth pole of the key economic zone of the Central - Central Highlands region; an ecological, modern and smart urban zone and a worth-living, friendly, happy and innovative city with strong organizations of the Communist Party and political system, its government taking the lead in innovation and development, unparalleled living standards and quality of life, consolidated national defense and sea and island security and sovereignty.
- Specific targets:
+ 2021 - 2030 period: Average growth rate is expected to reach more than 12%/year for RGDP; 12.5 – 13.5%/year for the service sector; 11.5 - 12.5%/year for the industry sector and 4 - 5%/year for the agriculture sector. High-tech fields will contribute more than 10% to RGDP. Export turnover will account for over 2% that of the whole country. State budget revenues will increase over 15%/year. Total capital for investment in social development will increase over 10%/year on average. Provincial-level competitiveness index and administrative reform index rank among the country’s top 3.
+ By 2030: Da Nang will have become a smart city that is a part of the national and ASEAN smart city networks; RGDP per capita according to current price is expected to be 8,700 USD; proportion of RGDP to NGDP will reach over 2%; regarding the economic structure, the service sector accounts for 62 - 65%, industry and construction 28 - 30% and agriculture 1 - 2%; population will stand at about 1.5 million; 35,000 new jobs will be created; more than 70% of workers will have undergone training; income of the highest-earning will be less than 5,0 times that of the lowest-earning; citizens will have full and equal access to water safe for drinking and daily life, natural disaster safety is guaranteed; 100% of toxic wastewater will undergo treatment; and forest cover is expected to reach 45%.
2.2. Vision towards 2045
Da Nang will have become an ecological and smart metropolis, a center of innovation and entrepreneurship and a coastal city worth living in Asia.
III- DUTIES AND SOLUTIONS
1. Economic development
- Effectively renovating the growth model and improving the growth quality, productivity and ability to compete of the economy; bringing about further change to the economic structure towards the service - industry - agriculture direction. Prioritizing investment in ocean-based economy sectors together with protection of sea and island security and sovereignty; modernizing services, especially ocean-based, tourism, commercial, financial - banking, education - training, medical and healthcare services of high quality, capable of competing and connecting with international service centers in ASEAN and around the globe. Hosting more international and regional events to highlight Da Nang’s status as a host to international events and conferences.
- Implementing resource prioritization policies, focusing on development of the 5 leading fields: (1) Tourism and high quality services together with vacation real estate; (2) Harbors and airports together with logistics services; (3) High-tech industries together with development of a metropolis of innovation and entrepreneurship; (4) IT, electronics and telecommunications together with the digital economy; and (5) High-tech agricultural and aquaculture products.
- Implementing policies on developing Da Nang into an ocean-based economic center, and forming a logistics supply chain in the Central region with Da Nang at the heart.
- Developing Da Nang’s high-tech zone into an innovative - scientific - technological urban zone of international standards and high ability to compete. Establishing a national entrepreneurship and innovation center in Da Nang that will become the nucleus of the Central - Central Highlands region.
- Further restructuring the agriculture sector in connection with new rural development by incorporating high technology into agriculture; increasing centralized and large-scale manufacturing; focusing on products with high competitive advantages and economic value of service to Da Nang and tourism. Improving forest and forest land management and protection, nature and biodiversity conservation, active response to climate change and sea level rise, and environmental and ecological protection.
- Concentrating on resolving difficulties and actions against land management violations concluded by competent authorities, ensuring the interests of organizations and individuals and state budget revenues. Facilitating investment and business; actively selecting and attracting foreign-funded projects; promoting privatization, encouraging PPP, BOT and BT investment; implementing mechanisms for mobilization and utilization of domestic and foreign investment.
- Focusing on investment in and development of uniform and modern infrastructure that connects the Central - Central Highlands region and contributes to the development of the East-West and Greater Mekong Subregion Economic corridors. Connecting Da Nang’s road, waterway, railway and airway systems with those of adjacent provinces, regions and foreign countries. Shortening investment schedule for key construction works and projects such as Lien Chieu harbor’s construction, expansion and transformation of Tien Sa harbor and Da Nang’s university metropolis, railway station relocation and urban development, joint project with Quang Nam, upgrading Dac Oc border checkpoint into an international one, increasing capacity of Da Nang International Airport and East-West 2 Economic corridor (National Highway 14D), expansion of National Highways 14B and 14G, unclogging Co Co river and expanding waterway infrastructure systems, and construction of Son Tra national tourism area. Encouraging enterprises of all types of ownership to invest in and develop telecommunications infrastructure, incorporating modern and high-quality technologies into public services.
- Effectively carrying out planning and planning management, especially overall planning for Da Nang's development by 2030 with vision towards 2045 in a manner that ensures regional connection where Da Nang is the nucleus of the chain consisting of Hue - Da Nang - Chu Lai Ky Ha - Dung Quat (Van Tuong) - Quy Nhon; forming an urban area surrounding Da Nang, including Chan May (Lang Co) - Da Nang - Dien Ban - Hoi An - Nam Hoi An; and planning for Son Tra peninsula. Reviewing planning for urban space development and for the key economic zone of the Central region with Da Nang as the center.
- Focusing on urban management, organizing urban space in a modern manner that also harmonizes with nature, preserves and enhances the characteristics of a metropolis encompassing seas, rivers and mountains, and meets modern urban standards. Efficiently implementing the scheme for building a smart city, the scheme for building Da Nang into an eco-friendly city and the response to climate change and sea level rise program. Conducting researches on expansion and development of new ecological and green urban zones in the West and North West directions; urbanization coupling with new rural development. Developing Da Nang’s central area following the compact city model.
- Promoting interregional cooperation on the basis of utilization of Da Nang’s potentials and strengths and regional advantages; creating consistency in socio-economic development of and connection between localities of the Central - Central Highlands region, especially in development, implementation, promotion and mobilization of resources for the plans and contents of such connection, which increases the ability to compete for the purpose of co-development.
2. Cultural and social development
- Building a lifestyle that is rich in culture based on a system of cultural institutions appropriate to socio-economic development. Increasing implementation and efficiency of local social policies, especially humanitarian social policies such as the “5 No’s”, “3 Have’s” and “4 S’s” programs; nurturing distinctive values and culture that capture the traditions and way of life of Da Nang citizens.
- Consistently implementing social protection and security policies, ensuring 100% of the vulnerable segments have access to basic social services; ensuring that residential and population size and structure remain appropriate; re-planning the network of social support facilities. Strengthening and improving quality of local healthcare systems.
- Providing mechanisms and policies for attraction, training and employment of human resources. Formulating and implementing a program of development of a high-quality workforce that meets requirements of the 4th industrial revolution with a focus on Da Nang’s key sectors. Reviewing and completing immigration policies in a harmonious, compassionate manner and in support of socio-economic development; improving training quality of internationally accredited universities; carrying out bridge programs and ensuring transparency in the labor market.
- Prioritizing resources for regional mid-level scientific-technological development; focusing on development of an innovative entrepreneurship ecosystem and investment in a number of high-tech industries such as IT, biological technology, new materials and automation; and applying high technology to agriculture. Developing the scientific-technological market towards integration.
3. National defense and security
Consolidating national defense and security power; formulating all-people national defense posture and the people's security posture in close connection with construction of local defense zones in an interconnected, firm, comprehensive and all-inclusive pattern; rigorously protecting sovereignty over territory, seas and islands with a focus on Da Nang’s position in the South China Sea; actively preventing and defeating all plots and anti-demolition activities of hostile forces and reactionaries, preparing for any unanticipated event, maintaining political stability, national security, public order and social safety; promoting education on patriotism, calling forth the united force of the entire political system to prevent and fight against crime and social evils, and building secure defense zones; fulfilling Da Nang’s duties of national defense and security to the Central region and the whole country.
4. Strengthening of the Communist Party and political system
- Effectively forming a transparent and reliable Communist Party and political system. Fiercely fulfilling the duties of consolidating the Communist Party, improving leadership and strength of organizations of the Communist Party and qualifications of officials and members of the Communist Party in Party Committees. Consolidating political qualifications, moral standards and competence of officials at all levels. Fostering solidarity and democracy and practicing democratic centralism. Increasing inspection, supervision and penalties in the Communist Party according to the Resolution No. 04-NQ/TW of the 12th Central Steering Committee.
- Utilizing social approval. Devising effective solutions for difficulties; promptly preventing and controlling hostile entities and reactionaries; actively detecting abnormality and preparing for any unanticipated event.
- Urgently simplifying and downsizing the apparatus of the Communist Party and improve the performance of bodies of the political system. Improving state management; increasing administrative reform; forming an e-government, implementing the interlinked single-window system for administrative procedures.
5. Specific mechanisms and policies
- The Politburo concurred with the need for specific mechanisms and policies for Da Nang's development and generation of the driving force for development of the Central - Central Highlands region and the whole country. These specific mechanisms and policies need to be formulated in a manner that ensures compatibility and consistency with other metropolises; verified solutions shall be carried out with urgency, while new and complicated issues that require immediate attention shall be studied and undergo pilot implementation.
- Implementing decentralization coupling with responsibilities of localities and persons with competence in management of planning, land, urban matters, investment, finance - budget, organizational structure, human resources and renumeration, etc.; formulating appropriate regulatory mechanisms between central and local budgets and specific mechanisms to attract strategic investors.
- The Politburo approved the pilot implementation of the model of unified harbor management in Da Nang that aims for progressiveness, efficiency and conformity with international practice; and the formulation and implementation of the pilot scheme for the urban management model that meets Da Nang’s development requirements and regulations of the law.
IV- IMPLEMENTATION
1. The supervisory communist organization of the National Assembly shall direct the formulation of legislative documents related to state management, and grant of permission for pilot implementation of a number of specific mechanisms and policies in Da Nang to ensure consistency, constituting legal grounds for the implementation of this Resolution and supervision of such implementation.
2. The Government’s Party Civil Affairs Committee shall direct relevant ministries and regulatory bodies to consider and process Da Nang’s propositions; and to promulgate mechanisms and policies peculiar to Da Nang within its competence. Additionally, it shall promptly resolve any difficulty that arises during the action against a violation concluded by a competent authority, especially for matters concerning land.
3. Da Nang’s Party Committee and citizens shall proactively implement this Resolution; utilize social approval, leadership of organizations of the Communist Party and participation of the whole political system to incorporate this Resolution into daily life. Da Nang’s Party Executive Committee shall direct the preparation of propositions for pilot implementation of specific mechanisms and policies and propose such propositions to the Government and the National Assembly as prescribed by law.
4. The Party Central Committee’s Commission, Party Civil Affairs Committees, supervisory communist organizations and Party Executive Committees under Party Central Committee shall regularly review and facilitate Da Nang’s development towards the targets of this Resolution.
5. Party Executive Committees of provinces and cities, especially those of the Central - Central Highlands region, shall actively nurture and strengthen their provinces and cities’ connection and cooperation with Da Nang to form a unified economic space for the development of the key economic zone of the Central - Central Highlands region.
6. The Central Economic Commission shall take charge and cooperate with relevant authorities in regularly supervising, inspecting and expediting the implementation of this Resolution; and periodically submit preliminary and summary reports to the Politburo and Secretariat of the Communist Party.
