DECISION
PROMULGATING STANDARDS FOR GRADES OF CONSTRUCTION ENGINEERS
THE MINISTER OF CONSTRUCTION
Pursuant to Decree No.15/CP dated March 04, 1994 of the Government on functions, duties, rights and organizational structure of the Ministry of Construction;
Pursuant to the record of acceptance of the result of the topic called Standards on grades of construction engineers provided by the standing council of ministerial science and technique in the meeting on October 05, 1996;
At the request of Directors of Department of Science and Technology and Department of Employment,
HEREBY DECIDES:
Article 1. This Decision is issued together with the Standards for grades of construction engineers – Construction Industry.
Article 2. Such standards shall be used as a basis for writing course book for training in professional skills of construction engineers and inspection of grades of construction engineers - Construction Industry. Standards issued before such standards that are against the aforesaid standards will be annulled.
Article 3. Chief of the Ministry Office, Directors of Department of Employment, Department of Science and Technology, Department of Construction Policies and relevant entities shall take responsibility to disseminate and provide guidelines for implementation of these standards throughout the construction industry.
These standards come into force from the day on which they are signed.

STANDARDS FOR GRADES OF CONSTRUCTION ENGINEERS
CONSTRUCTION INDUSTRY
INTRODUCTION
- Standards for grades of construction engineers – Construction industry are recommended by the Department of Employment and Department of Science and Technology then approved and issued by the Ministry of Construction.
- These standards are considered a basis for writing the course book for training in professional skills and testing for raising the grade of construction engineers classified in relevant construction trades specified hereinafter.
- The standards are issued together Decision No.163/BXD-KHCN dated April 08, 1997 of the Ministry of Construction.

General requirements:
* Workers of all groups must acquire knowledge about occupational safety and health and grasp technical measures and perform all tasks satisfying specified technical requirements.
I. GROUP OF CONSTRUCTION WORKERS
1. BRICKLAYER (Grade 2 to 7)
Grade 2/7
Knowledge and capability:
Knowledge:
- Methods for concrete proportioning and technical requirements for mixing and plastering
- Types of common bricks used in construction, difference between low and high-quality bricks for reasonable use
- Methods for performing the following basic activities: house foundation excavation, placing of cracked brick mortar or slaked lime, etc
Capability:
- Building brick wall of which thickness is at least 11 cm on available brick courses.
- Plastering walls on available brick courses.
- Tiling the pathway with ordinary bricks, roof tiling by machinery under instructions, putting up scaffolding for one-storey houses and white-washing temporary houses.
Grade 3/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Different types and grades of mortar;
- Methods for building, plastering, tiling and decorating surface of all parts of the construction work;
- Erection and dismantlement of scaffolds
- Methods for working and placing a number of simply concrete building products such as simply-supported beam, lintel or canopy
- How to perform concrete work for simply building components.
- Standards for evaluation of quality of cementing operations
- How to use and maintain materials meeting technical requirements.
- Technical regulations on occupational safety applied to masonry and general construction safety standards.
- How to read simple drawings and anticipation of workload.
- Capability:
- Establishing common structure shape rolling with bricks, making seam of lintels and building simple edges.
- Laying out brick courses for wall building, building foundation with freestone whose width is over 60 cm and installing firewood cookstove or coal-burning cookstove with chimney.
- Screeding the floor, plastering the wall, ceiling and simple moulding under ordinary technical and artistic requirements.
- Tiling roof and cementing decorative ridge.
- Installing ordinary doors.
- Putting up scaffolding for plastering in one to two-storey houses.
- Laying cement tiles on available brick courses for ordinary rooms and houses without any sophisticated technique and art requirements.
- Blending paints.
Grade 4/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read drawings of ordinary houses and estimation of workload and workforce.
- Corner staking of one to two-storey houses and putting the spirit level in the accurate position for measuring purpose to laying the structure or building the house.
- How to manage and arrange a group of workers to build ordinary one to three-storey houses.
Capability:
- Plastering circular or square piers with bricks and stones
- Covering walls and ceiling with cement-sand grout, scratch coating and plastering ordinary moulding.
- Laying granito over the stairs, pillars, walls or yards.
- Blending types of paints.
- Laying cement tiles with decorative patterns, enameled tiles coating with simple stone (not requiring complicated patterns).
- Tiling types of roofs.
- Installing ordinary bathroom equipment.
- Processing and joining building components of steel and joining formwork, pillars, floor of works not requiring high accuracy and sophisticated techniques.
Grade 5/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read building drawings and how to well manage and arrange a group of workers for construction of houses requiring advanced technique for masonry meeting technical quality standards and reasonable and safe use of supplies.
- Corner staking according to the drawing for ordinary houses (not using theodolites)
- Bituminous waterproofing and other materials as technically required.
- Methods for handling and repairing common masonry-related damage (not relating to bearing structure)
Capability:
- Building walls, circular and square pillers with bricks not requiring ceiling plastering.
- Building chimney which height is not excess 25 m according to the construction drawing and laying (even processing) fire-resistant bricks on complicated building components.
- Installing sanitary equipment.
- Blending paints and laying granito with checked pattern or other decorations and granite in an accuracy manner.
- Building curved balcony and canopy and plastering complicated moulding.
- Completing house construction by putty technology, grind technology and rolling walls under models.
- Leveling, arranging patterns, forming a brick course for laying cement tiles and coating works requiring high techniques with stones or enamelled tiles.
- Working and covering pillars and wall surface with types of decorative bricks or stones and laying concave letters meeting technical and artistic requirements.
- Waterproofing the roof and bathroom areas and performing waterproofing meeting technical requirements.
Grade 6/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read drawings in terms of construction component and other relevant components such as water and electricity systems, discovery of common mistakes in the drawing and instruction given to lower-level construction workers to perform tasks specified in such drawing.
- How to modeling complicated masonry work.
Capability:
- Laying types of high-class bricks or stones, plastering complicated moulding of special or art works.
- Preparing models, reliefs, decorations or prefabricating decorations to be placed on the construction work.
- Checking sizes and central points of complicated works for construction under designed drawings.
- Measuring and building chimneys of which height is above 25 m, building helical staircase, setting up piers and edges of specially and sophisticatedly-shaped works.
Grade 7/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge and capability:
- All tasks, technological procedures, quality assessment standards and technical regulations on occupational safety applied for masonry.
- How to read design drawings then working out methods for construction, management of a group of construction workers, construction of buildings (performance of masonry-related tasks and other tasks relating to carpentry, iron-making, concrete-finishing not requiring advanced techniques).
- How to restore decorations, reliefs, patterns of human and animals or nature placed on cultural art works (under the guidance of professional craftsmen)
2. CARPENTER (manual workers and machine operators, from grade 2 to 7)
Grade 2/7
Knowledge and capability:
Knowledge:
- Names and useful purposes of a number of hand tools such as cross-cut saws, longitudinal-cut saws, planers, wood chisels, measurement tools and carpenter’s level. How to open and repair of saws for reasonable use.
- Names of a number of common woods and difference between good and rotten woods.
Capability:
- Cutting wood of which thickness is 10 cm, cross cutting wood biscuits in such a way that the wood pieces is flat and square as measured by the carpenter's level, chiseling certain simple wood biscuits and planning woods.
- Working a number of simple wooden furniture, joining formwork under the guidance of the leading carpenter.
Grade 3/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read simple wood drawings.
- Functions, useful purpose and maintenance of hand tools.
- Rules and processes for operation of machinery such as circular saws, spindle moulders and hand drilling machine.
- Methods for maintenance of woodworking tools and machines.
- Basic structure of wood biscuit.
- How to produce and form of timber framing, roofing frame, common formwork and falsework.
- Regulations on carpentry safety, general rules on construction safety, quality assessment standards applied for products manufactured.
Capability:
Cross cutting, longitudinal cutting, shaving woods by hand tools and machines, equipment and materials meeting technical requirements.
- Making panel doors, simple glass doors without moulding.
- Manufacturing a number of household wooden furniture such as tables, chairs and simple filling cabinet for common use.
- Measuring the surface and setting up simple trusses (including purlins, rafters and tile batons).
- Working and setting up formwork and falsework by wood and using shaped formwork.
- Estimating workload assigned.
Grade 4/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read common drawing of woodworking and relevant trades such as masonry and concrete-work.
- How to classify woods based upon their species, mechanical-physical-chemical characteristics for reasonable use. Methods for drying and maintaining woods.
- Function of each wood bar in the load-bearing timber framing.
- How to maintain and repair mechanical components of the machine in case of breakdown.
Capability:
- Manufacturing panel doors with moulding, shutters, door frame, and arched door frame, revolving doors, hopper windows.
- Making artistic civil wooden furniture not requiring complicated carving.
- Working and setting up circular and square column form, beam system, canopy, seno, fountain requiring high accuracy.
- Selecting and using metal formwork for joining purpose suitable for each structure type.
- Manufacturing wooden tools such as hand grip and types of planers in an accuracy manner.
Grade 5/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read construction drawings and understanding tasks related to carpentry performed at construction site.
- Regulations on carpentry safety and occupational safety at construction site.
- Quality assessment standards applied for household wooden appliances and wooden formwork.
- Differences between quality, type and group of wood and impairments thereof for repair and reasonable use purpose.
- How to manage and arrange a group of carpenters for good performance of woodworking in medium-scale construction works.
Capability:
- Manufacturing doors requiring sophisticated techniques such as doors with arched frame
- Manufacturing wooden, leather and laminate ceiling for decoration purpose and covering walls and floors with wood under construction work requirements.
- Working and assembling wooden straight staircase and sophisticated helical staircase.
- Performing tasks relating to masonry, concrete-work and ironmaking corresponding to tasks of grade-3 carpenters (working in the line of bricklayer group)
- Making aluminium doors and cabinets and cutting and placing glass on the products manufactured.
Grade 6/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to discover mistakes in drawings or during construction and rectification of such mistakes.
- Ideas for job innovation.
- Capacity of training lower-grade carpenters.
Capability:
- Working and setting up formwork for works with sophisticated structure such as fountains, boilers or pedestal.
- Making sophisticated roofs with multiple grades, intersection lines or decorative patterns.
- Carving common patterns, animal and human shapes under the guidance of professional craftsmen.
Grade 7/7
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to read drawings of sophisticated works and estimation of woodworking workload in a quick and accuracy manner
- Methods for good construction and assurance of safety of woodworking for formwork, scaffold and installation of doors, ceiling or floors.
- Art for interior decoration of new works.
- Instructions to lower-grade carpenters and capacity of manufacturing all wooded products.
Capability:
- Making wooded products for display purpose.
- Carving flower and leaf shapes and restoring wooden components of cultural architecture works meeting technical and artistic requirements.
- Producing modern wooden models satisfying popular taste.
3. CONCRETE FINISHER (From grade 2 to 5)
Grade 2/5
Knowledge and capability:
Knowledge:
- How to use materials meeting specifications and procedures applied to each concrete type.
- How to discover materials against specifications for elimination purpose.
- How to maintain concrete during and after processing.
Capability:
- Mixing, pouring and vibrating concrete by hand (or by machine under the guidance) Laying concrete on foundation, base, floors, columns under measured dimension and technical specifications to satisfy safety requirements.
- Putting up and dismounting prefabricated concrete formwork.
Grade 3/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Functions and working principles of a number of common concrete mixers, table vibrators and rod vibrators.
- When to timely stop pouring concrete and pouring concrete meeting technical requirements.
- How to read common drawings. Sizes (low, high, wide, narrow) and connection among components (iron formwork) to assure quality of concrete products meets the designed quality.
- Quality assessment standards applied for concrete work.
- Technical regulations on concrete work safety and general construction safety regulations.
- Some technical requirements applied for relevant trades such as masonry, woodworking and ironmaking.
Capability:
- Pouring concrete on foundation and pedestal except for bolts, concrete gutters and fountains.
- Acquiring proficiency in use of concrete table vibrators and rod vibrators meeting quality requirements.
- Performing certain simple tasks of the following relevant trades:
+ For masonry: Wall building and plastering that are tasks of bricklayers.
+ For woodworking: Joining and dismounting formwork of a number of simple components.
_ + For steelmaking: Cutting, rolling, moulding and binding of reinforced steel
Grade 4/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to use types of materials such as sand, stone, pebbles suitable for types of concrete under technical requirements.
- Grades of concrete, concrete content when mixing and concrete slump.
- How to read simple masonry and steelmaking drawings.
- Concrete drawings and tasks required.
Capability:
- Making concrete models as regulated.
- Discovering mistakes about concrete content in concrete mixing, grades of concrete, concrete pouring and vibrating.
- Discovering mistakes about formwork and reinforced steel.
Grade 5/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to operate a closed–loop concrete pouring according to concrete plant technology, transport and pouring concrete by dedicated vehicles meeting technique, quality and safety requirements.
Capability:
- Pouring concrete under the technology for smoothing non-plastered surface meeting technical and artistic requirements.
Performing certain tasks of relevant trades as follows:
+ For masonry: building and plastering common components not requiring advanced techniques.
+ For woodworking: Putting up and dismounting metal and wooded formwork (for construction works not requiring advanced techniques with simple structure).
+ For steelmaking: Understanding and performing tasks assigned to grade-3 workers (except for tasks relating to shape steel).
4. IRONWORKER (From grade 2 to 5)
Grade 2/5
Knowledge and capability:
Knowledge:
- Names and functions of steelmaking tools.
- How to use steel cutting machines.
- How to use a winch to flat steel.
- How to distinguish types of round steel.
Capability:
- Using hammer of which weight is from 3 to 6 kg in an accuracy manner.
- Marking for poling to bend square stirrup, bent-up-bar and bulb flat steel with a diameter of 15 mm as measured in the construction drawing.
- Creating space for laying lintel steel, canopy steel, steel poles and common steel beam, binding and placing steel in positions specified in the design drawing under guidance.
- Washing and grinding a number of common tools such as chisels and making bender for bending steel rolls of diameter of less than 15 mm.
- Cutting round steel, shape steel and drilling holes in steel plates with available marks.
Grade 3/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to distinguish between mild steel and hardened steel.
- Functions and useful effects of round steel and shape steel for reasonable use and maintenance purpose.
- Capacity of using machines such as bending machines, cutting machines and piercing tools for cutting round steel and shape steel and maintenance methods.
- Common drawings of work assigned.
- Technical regulations on safety of steel processing and placing steel and general regulations on construction safety.
- Basic notion of use of welding machines and arc welding machines.
- Quality assessment standards applied for acceptance of steel products.
- How to distinguish compressed and drawn steel for the purpose of proper placement.
Capability:
- Self-making tools serving tasks assigned and working butt hinges and …..
- Laying and putting up reinforced steel poles and axis for common beam.
- Marking and drilling round holes and square holes by hands.
- Making steel doors with flower decoration by round steel and flat bars as designed in the drawing.
- Doing common welding such as tack welding and welding - joining.
Grade 4/5
Acquire knowledge and perform tasks of lower-level workers and the following:
Knowledge:
- How to use boiler and electric drilling, cutting and bending machines.
- Measurement methods to bend and join steel as designed.
- Detailed drawings of tasks assigned.
Capability:
- Laying and biding common iron poles, beam, floor, staircase, gutter, and pedestal as designed.
- Measuring for putting up common trusses, producing shaped formwork of iron, types of steel cang and bolts serving installation of iron formwork.
- Making iron gates, doors with flower decoration by shape steel or by pipes with sophisticated patterns.
Grade 5/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Complicated drawings of reinforced steel work and discovering mistakes therein and mistakes in construction drawings for solutions.
- Tasks of grade-2 carpenters and bricklayers.
Capability:
- Measuring the surface and instructing lower-grade ironworkers to manufacture trusses of round iron and sophisticated shape (curved truss structure).
- Making iron used in staircase building and reinforced iron used in production of sophisticated underground storage tanks, filters and pedestals.
- Manufacturing aluminium products such as doors or cabinets.
- Making steel scaffold as required in the design drawing.
- Performing tasks of grade-2 carpenters and bricklayers.
5. HOUSE PAINTER (From grade 2 to 5)
Grade 2/5
Knowledge and capability:
Knowledge:
- How to distinguish common paints used in construction.
- Methods for closing gaps, plastering, polishing, smoothing surface, whitewashing and primer coat painting.
Capability:
- Blending paints for primer coating and putty following specified formula under guidance and blending common paints for painting.
- Painting pipelines, types of wooden doors, whitewashing walls of construction works requiring ordinary techniques.
Grade 3/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- How to use paints suitable for each kind of task.
- Paint blending methods.
- Technical regulations on painting safety and general regulations on construction safety.
- Quality assessment standards applied for painting.
Capability:
- Blending paints as required, regulating level of light and dark colors and frosting glass.
- Painting metal building components and multiple types of wooden doors.
- Lettering and painting such letters by samples under technical requirements.
- Whitewashing the ceiling and painting moulding.
- Pointing brick joints of thickness of 5 mm and more.
- Dying woods and varnishing.
- Forming certain types of slaked lime and applying faux painting to bricks
- Blending putty by formula.
- Finishing house decoration by putty, grinding technology and painting.
Grade 4/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Glossing and putty blending methods.
- How to manage and arrange a group of painting workers for independent small and medium-scale works.
- Characteristics of paint types and use thereof under technical requirements.
Capability:
- Pointing brick joints of thickness of less than 5 mm and drawing curved lines.
- Painting numbers and flowery patterns.
- Blending paints and certain types of slake lime as required.
- Performing faux painting and spray painting.
- Fixing painting mistakes to make sure old and new painted walls have the same color.
- Performing tasks of bricklayers of grade 2/7.
Grade 5/5
Acquire knowledge and perform all tasks of lower-level workers and the following:
- How to draw advertising banners meeting technical and artistic requirements.
- Finishing the work surface by putty technology, polishing and painting works requiring special techniques and artistic skills.
- Instructions to lower-grade workers to perform hard painting-related tasks.
- Performance of tasks of bricklayers of grade 3/7.
II. GROUP OF CONSTRUCTION MACHINE OPERATORS
1. COMBINED CONSTRUCTION MACHINE OPERATOR (Dynamical equipment: Electric motor, petrol engine and diesel engine) Construction equipment: compressors, crushing screening plants and concrete mixers of from grade 3 to 6)
Grade 3/6
Knowledge and capability:
Knowledge:
1. In terms of engine:
- Working principles of internal combustion engine including the fuel supply system, lubrication system, cooling system and ignition system (for petrol engine)
- Structure and working principles of electric motor, technical parameters, and requirements applied for breakaway torque, method for wiring up to electric engine and safety of use of electric engine.
- Working principles and general structure of construction equipment such as compressor, pump, mixer and electric generator
- How to read simple drawings.
2. In terms of construction equipment:
- Understanding structure and working principles of friction clutches of cardan joints.
- Understanding structure and working principles of safety valves, intake valves and exhaust valves.
- Understanding working principles and general structure of initial pressure gauge, vapor pressure gauge and voltage meter.
- Mastering types, quantity and grease lubrication points of equipment.
Capability:
- Operating proficiently aforementioned equipment following procedures, regulation and safety requirements.
- Knowing how to take care and maintain dynamical equipment and construction equipment before and after an operating session.
- Numbering and specifying condition of the equipment in charge when handing it over to the next team.
Grade 4/6
Acquire knowledge and perform all tasks of lower-level workers and the following:
1. In terms of dynamic equipment:
- How to adjust safety valves, intake valves and exhaust valves.
- Structure of each component and the whole system as well as working principles of diesel engine, petrol engine and electric engine of poppet valves.
- Working principles of cruise control system of the machine.
- Working principles and structure of water temperature gauge.
2. In terms of construction equipment:
- How to read machine drawings for the purpose of studying and using such machine.
Capability:
Powering electric motor by using electrical grid under technical and safety requirements.
- Operating combined compressing-pumping machine or combined compressing-mixing machine.
- Discovering and handling common machinery incidents in an effective manner.
- Fitting, dismantling, checking and maintaining each machinery component.
- Performing maintenance work in a proper and sufficient manner under level 2 and 3 technical requirements.
- Adjusting types of winch brakes meeting technical and safety requirements.
- Checking and classifying steel cable quality for replacement purpose.
Grade 5/6
Knowledge:
Acquire knowledge and perform all tasks of lower-level workers and the following:
- How to adjust the governor to ensure maximum and minimum working capacity of the engine.
- Working principles and structure of internal systems such as lubrication system, cooling system and ignition system for electrical motor.
- How to test the machine to determine condition thereof and defining machine errors.
- Technical parameters.
Capability:
- Assembling, dismantling and maintaining the grade-4 machine in a fluent manner.
- Repairing common trivial machine damage and errors.
- Assembling and dismantling the machine in a fluent manner for movement purpose.
Grade 6/6
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Causes for breakdown of machine systems or elements.
- How to compare strengths and weaknesses of structure and operation of different model machine.
Capability:
- Operating all types of construction machine in a fluent manner following technical procedures.
2. TOWER CRANE OPERATOR (From grade 3 to 6)
Grade 3/6
Knowledge and capability:
Knowledge:
- Safety regulations relating to crane operation.
- Functions of parts of the tower crane such as cables, hoist, motors, hoist transmission, tower body.
- How to distinguish types of oils used for the tower crane.
Meanings of parameters and criteria of maximum load, lifting height, reaching capacity and stability of the crane.
- Functions of the crane, supporting equipment and accessories of the machine in use.
Capability:
- Laying cables and hooking materials in a proper manner.
- Keeping a logbook of machine operation under guidance.
- Giving signal for 2-comined lifting during operation in an accurate manner.
- Arranging movement of vehicles to the crane within safety scope.
- Lifting materials of which weight is one third of that of the crane.
Grade 4/6
Acquire knowledge and perform all tasks of lower-level workers and the following:
Knowledge:
- Structure and working principles of each machine part.
- Functional parameters of the crane.
- How to select diameter and type of cables depending on material weight.
- How to join and replace cables under safety conditions.
