CIRCULAR

ON CONSTRUCTION NORMS

Pursuant to Law on Construction dated June 18, 2014;

Pursuant to Law on amendments to Law on Construction dated June 17, 2020;

Pursuant to Decree No.81/2017/ND-CP dated July 17, 2017 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 10/2021/ND-CP dated February 9, 2021 of Government on management of construction expenditure;

At request of Director of Department of Construction Economy and Director of Construction Economy Institute;

Minister of Construction promulgates Circular on construction norm.

Article 1. The following construction norms are attached hereto:

1. Construction survey estimate norms under Annex I;

2. Construction estimate norms under Annex II;

3. Technical installation estimate norms under Annex III;

4. Technology machinery and equipment installation estimate norms under Annex IV;

5. Construction experiment estimate norms under Annex V;

6. Construction repair and maintenance estimate norms under Annex VI;

7. Construction material use norms under Annex VII;

8. Construction project management and consulting cost norms under Annex VIII.

Article 2. This Circular comes into force from October 15, 2021.

Article 3. Construction norms under this Circular replace construction norms under Circular No. 10/2019/TT-BXD dated December 26, 2019 of Minister of Construction; Circular No. 16/2019/TT-BXD dated December 26, 2019 of Minister of Construction, and Annex II under Circular No. 02/2020/TT-BXD dated July 20, 2020 of Minister of Construction.

Article 4. Organizations and individuals related to determination and management of costs of construction investment projects according to Decree No. 10/2021/ND-CP dated February 2, 2021 of the Government are responsible for implementation of this Circular./.
