DECISION

APPROVAL FOR THE TARGET PROGRAM FOR CLIMATE CHANGE ADAPTION AND GREEN GROWTH FOR THE PERIOD OF 2016 - 2020

PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015;

Pursuant to the Law on Public Investment dated June 18, 2014;

Pursuant to the Law on State Budget dated June 25, 2015;

Pursuant to the Resolution No.26/2016/QH14 dated November 10, 2016 of the National Assembly on the plan for medium-term public investment in the period of 2016 - 2020;

Pursuant to the Resolution No.1023/NQ-UBTVQH13 dated August 28, 2015 of the Standing Committee of 13th National Assembly on promulgating rules, criteria and quota for development investment capital allocation from state budget in the period of 2016 – 2020;

Pursuant to the Resolution No.73/NQ-CP dated August 26, 2016 of the Government on granting approval for the policy on investment in Target Programs in the period of 2016 -2020;

Pursuant to the Resolution No.46/NQ-CP dated June 09, 2017 of the Government’s Regular Meeting held in May 2017;

Pursuant to the Decision No.40/2015/QD-TTg dated September 14, 2015 of the Prime Minister on promulgating rules, criteria and quota of development investment capital allocation from state budget in the period of 2016 - 2020;

Considering the request of the Minister of Planning and Investment and the Minister of Natural Resources and Environment,

HEREBY DECIDES:

Article 1. Approval for the Target Program for climate change adaption and green growth for the period of 2016 - 2020 (hereinafter referred to as the Program) including major contents as follow:

1. 1. Program title: Target Program for climate change adaption and green growth in the period of 2016 -2020.

2. 2. Presiding authority: Ministry of Natural Resources and Environment

3. 3. Cooperating authority: Relevant ministries, sectoral administrations and local authorities

4. 4. Program Objectives

a) General objectives

- Develop the competency of the whole country, adopt simultaneously the solutions to responding to climate change impacts, reducing greenhouse gas emission and protecting human lives and property. Improve the competency in climate change adaption of people and natural systems; make the green growth approach towards a low-carbon economy and enrichment of natural resources become the main trend in sustainable development.

Reorganize and build the complete regulatory and institutional framework on economy with a view to greenify existing industries and encourage economic sectors effectively using high value-added energy and natural resources. Implement the National Strategy for climate change adaptation and green growth, and actively implement commitments of Vietnam to international community on global climate protection. Pave the way to continue to call for investment grants from the international community.

- Reduce the greenhouse gas emission with the aim of implementing commitments on reduction of greenhouse gas emission after 2020 (COP21 and the implementation of Nationally Determined Contributions – NDC)

b) Particular objectives towards 2020

- Complete 30 transition projects specified in the Document No. 1443/TTg-QHQT dated September 19, 2012 of the Prime Minister; 42 projects on planting mangrove and watershed protection forests, priority and urgent projects specified in Document No.78/TTg-QHQT dated January 16, 2015 of the Prime Minister and some reviewed ones.

- Plant and rehabilitate 10.000 hectares of coastal mangrove and watershed protection forests for the purpose of adapting to climate change, absorbing 02 million tonnes of carbon dioxide each year and creating stable livelihood for the people.

- Climate change adaptation objectives:

+ Establish 01 climate change monitoring system and 01 saline intrusion monitoring and forecasting system under the Planning for development of the national natural resources and environment monitoring network for the period of 2016 - 2025 with vision towards 2030 in accordance with the Decision No.90/QD-TTg dated January 12, 2016 of the Prime Minister.

+ Build and improve from 6 to 10 reservoirs and dams with a volume of 100 cubic metres for the purpose of flood adjustment in rainy season and drought resistance in dry season in areas facing increased drought.

+ Build and improve from 6 to 8 salinity control and freshwater storage systems in conformity with the Mekong Delta Plan; and 2 to 3 salinity control and freshwater storage systems in coastal areas.

+ Construct and improve 200 kilometres of major coastal and riverine levees and revetments in areas which have dramatic and direct effects on production and lives of more than 03 million of residents in coastal and riverine areas.

+ Design one national database of climate change that is updated with the Action Plan for national climate change adaption.

- Green growth objectives:

+ It is expected that, by 2020, the greenhouse gas intensity is reduced from 8 to 10% as compared to that in 2010 and the energy consumption per unit of GDP will be declined from 1 to 1.5% each year.

+ Establish the 50-hectare research and training Centre for application and transfer of green build technology in Vietnam.

+Replace 1,000 inland waterway buoys with battery lights by those with solar lights.

+Build complete intra-field engineering infrastructure of 100-ha irrigation area; design in the model for management and operation of water resource systems for rice production with orientation towards green growth; construct a 25- hectare area intended for research and experimentation on dryland farming crops, experimentation on rice and breeding.

+ Provide 25 pieces of equipment used for energy inspection and audit for the mining industry; 29 pieces of equipment used for energy inspection and audit for production and processing industries.

+ Develop the departmental, regional and local action plan for green growth.

5. 5. Scope and component projects of the Program

a) Climate change component project:

The activities funded by non-business capital source shall be carried out by Ministry of Natural Resources and Environment, Agriculture and Rural Development, Transport, Construction, Industry and Trade and other relevant authorities such as Vietnamese Fatherland Front, Ho Chi Minh Communist Youth Union, Vietnam Television, Voice of Vietnam, centrally-affiliated cities and provinces and entities within the scope of the program.

Some priority and urgent projects serving the purpose of promptly responding to impacts of natural disasters in the climate change context and have great effects on production and living activities in residential areas shall be implemented at local subdivisions suffering severe damage caused by natural disasters occurring due to climate change with particular attention paid to Mekong Delta, Central Highlands, coastal and Northern mountainous provinces.

b) Green growth component project:

This shall be mainly executed by, Ministry of Planning and Investment, Natural Resources and Environment, Industry and Trade, Agriculture and Rural Development, Transport, Construction, Science and Technology; People's Committees of provinces and cities, Vietnam Chamber of Commerce and Industry, Vietnam Academy of Science and Technology and entities within the scope of the program.

6. 6. Component projects:

a) Component project No.1: Implement some missions specified in the Decision No.2053/QD-TTg dated October 28, 2016 of the Prime Minister promulgating the Plan for fulfilling the Paris agreement on climate change; update and build a complete national scenario and plan for climate change; prepare materials on, and spread knowledge for raising community responsibility for, climate change adaption, reduction of greenhouse gas emission, climate change opportunities, Paris Agreement, opportunities and challenges of Vietnam as well as efforts to protect the global climate system with the international community, paving the way to attract investment resources from international communities in the period of 2016 -2020 and later on; monitor, supervise and evaluate the Climate change component project and the Program.

7. 7. The list of projects: According to the list of projects approved by the Prime Minister in the Document No.730/TTg-NN dated May 26, 2017 and the Decision on transfer of the plan for medium-term public investment in the period of 2016 -2020 of the Prime Minister after considering opinions of the Standing Committee of National Assembly in accordance with the regulations laid down in the Document No.102/UBTVQH14-TCNS dated April 26, 2017 of the Standing Committee of National Assembly.

8. 8. The capital for Program implementation

a) Central budget capital: VND 15,866 billion, including:

- Development investment capital: VND 15,470 billion composed of:

+ Foreign capital (ODA capital): VND 15,000 billion of which VND 11,000 is intended for the climate change component (Component project No.2), and VND 4,000 billion is intended for Green growth component (Component project No.4).

+ Domestic capital: intended for the green growth component (Component project No.4): VND 470 billion.

- + Capital from state budget expenditures: VND 396 billion, including: VND 300 billion intended for the climate change component (Component project No.2) and VND 96 billion intended for the green growth component (Component project no.4)

b) Local budget capital and other capital sources: Ministries, departments and local authorities shall balance their local budget and call for other capital sources to implement the Program.

9. 9. Principles and criteria for capital allocation for implementation of the program

Comply with regulations of the Law on Public Investment, the Law on State Budget, the Resolution No.26/2016/QH14 of the National Assembly on the plan for medium-term public investment in the period of 2016 - 2020, the Resolution No.1023/NQ-UBTVQH13 dated August 28, 2015 of the Standing Committee of National Assembly and the Decision No.40/2015/QD-TTg dated September 14, 2015 of the Prime Minister on promulgating principles, criteria and quota of development investment capital allocation from state budget in the period of 2016 – 2020, and other relevant guiding documents.

10. 10. Program implementation period: 2016 - 2020

11. 11. Implementation

a) Ministry of Natural Resources and Environment

Preside over and cooperate with relevant Ministries and sectoral administrations, People's Committees of centrally-affiliated cities and provinces to implement the Program in accordance with regulations in force.

Consolidate and prepare medium-term and annual plans with respect to missions and objectives of the Program and lodge to the Ministry of Planning and Investment and Finance for consolidation in accordance with regulations of the Law on Public Investment, State Budget and relevant documents of law.

Preside over and cooperate with relevant Ministries and sectoral administrations to check and supervise the progress of program implementation; periodically organize preliminary and final reviews in order to evaluate the result of program implementation.

Preside over and cooperate with relevant ministries and sectoral administrations to amend and formulate policies in pursuit of ensuring accomplishment of the specified objectives of the Program.

Cooperate with the Ministry of Planning and Investment and the Ministry of Finance, central and local ministries and departments in allocation of resources, inspection of capital sources and capacity for distribute budget used for projects in the Program.

b) Ministry of Planning and Investment

Preside over and cooperate with the Ministry of Finance and the presiding authority to distribute and allocate development investment capital according to medium-term and annual plans in pursuit of implementing this Program in compliance with regulations of the Law on Public Investment, State Budget and other relevant regulations of law.

Preside over and cooperate with the Ministry of Finance to inspect the capital source and capacity for distributing capital used in projects run by central budget, treasury bonds, government bonds, ODA grants and preferential loan capital from foreign sponsors in the Program.

Preside over and implement the green growth component project, inform the presiding authority of medium-term public investment plans and implementation of the green growth component.

Cooperate with the presiding authority to check and supervise the result of the Program implementation.

c) Ministry of Finance

Preside over and cooperate with the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment to formulate financial mechanisms applied to state budget capital used for the Program (e.g. allocation and re-loaning mechanism) and lodge it to the Prime Minister for being promulgated, balance and allocate the non-business capital in pursuit of implementing the Program.

Cooperate with the Ministry of Planning and Investment to inspect the sources of capital and central budget capital supporting new starting projects.

d) Ministry of Agriculture and Rural Development

Cooperate with the Ministry of Planning and Investment and the Ministry of Planning and Investment to review the list of new projects promptly dealing with urgent issues of the Program.

Contribute its opinions about agreements on engineering, unit price and investment layout aspects with respect to new projects under their management based on which the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment prepare a consolidated list for submission to the Prime Minister to seek his decision on budget allocation.

Cooperate with the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment to check and supervise program implementation results.

dd) Ministry of Construction, Industry and Trade and Transport

Cooperate, propose and inspect the list of projects on reduction of greenhouse gas emission, economical and effective use of energy, development of new and renewable energy used in industries, civil engineering, construction and transport sectors.

e) Ministries and sectoral administrations and People’s Committees of centrally-affiliated cities and provinces shall be entitled to budget allocations to run the Program.

Implement the Program under their delegated authority in accordance with regulations of law and instructions of the presiding authority. Take responsibility to call for, combine and allocate capital sources from the local budget and other legal capital sources in order to ensure effectiveness and completion of projects on schedule and in line with capacity of capital mobilization prior to approval for the policy and decision on investment in projects in the Program.

Define objectives, missions and suggest the list of preferential projects specified in the medium-term plan for the period of 2016 – 2020 and annual plans of ministries, sectoral administrations and local authorities in compliance with principles and criteria for plan transfer stated at Point 9 of this Article and send them to the presiding authority , the Ministry of Planning and the Ministry of Investment and Finance as regulated by the Law on Public Investment, the Law on State Budget and relevant legislative documents.

Monitor, check and evaluate implementation of objectives and missions as well as take responsibility for efficiency of investment projects in the Program. Organize an assessment of results of implementation of projects in the Program within their relevant jurisdiction; periodically report the progress of the Program implementation to the Chairpersons; organize a preliminary and final review of the Program implemented at each local jurisdiction in accordance with regulations in force.

Article 2.This Decision comes into force from the signature date.

Article 3.Ministers, Directors of Ministry-level agencies, Governmental agencies and other central agencies, Chairpersons of People's Committees of centrally-affiliated cities and provinces shall take responsibility to implement this Decision./.
