ON MINIMUM SELLING PRICE OF RON92 GASOLINE FROM NATIONAL RESERVES

Pursuant to the Law on National Reserves No. 22/2012/QH13 dated November 20, 2012;
Pursuant to the Law on Prices No. 11/2012/QH13 dated June 20, 2012;
Pursuant to Government's Decree No. 87/2017/ND-CP dated July 26, 2017 on functions, tasks, powers and organizational structure of the Ministry of Finance;
Pursuant to the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on elaboration of and guidelines for the Law on Prices; Decree No. 149/2016/ND-CP dated November 11, 2016 on amendments to the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on elaboration of and guidelines for the Law on Prices;
Pursuant to the Government’s Decree No. 94/2013/ND-CP dated August 21, 2013 on elaboration of the Law on National Reserves;

Pursuant to the Joint Circular No. 39/2014/TTLT-BCT-BTC dated October 29, 2014 stipulating the method of calculating the base price; the mechanism of formation, management and use of the Price Stabilization Fund and the administration of oil and gas prices according to the Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petrol and oil trading; Joint Circular No. 90/2016/TTLT-BTC-BCT dated June 24, 2016 on amendments to the Joint Circular No. 39/2014/TTLT-BCT-BTC;
Pursuant to the Circular No. 233/2016/TT-BTC dated November 11, 2016 on amendments to Circular No. 56/2014/TT-BTC dated April 28, 2014 of the Ministry of Finance on guidelines for the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on elaboration of and guidelines for the Law on Prices;
Pursuant to Circular No. 25/2014/TT-BTC dated February 17, 2014 of the Ministry of Finance on common pricing methods for goods or services;
Pursuant to the proposal of the Ministry of Industry and Trade in Official Dispatch No. 3994/BCT-KH dated July 6, 2021, No. 4746/BCT-KH dated August 6, 2021 requesting appraisal of the minimum selling price of RON92 gasoline from national reserves;
At the request of the Ministry of Industry and Trade, the Director of the Price Management Department;
HEREBY DECIDE
Article 1. The minimum selling price of RON92 gasoline from national reserves as per the law (at actual temperature at the petrol storage warehouse, excluding the cost of pumping to the buyer’s means of transport, exclusive of value-added tax and environmental protection tax) is: VND 14,058/liter (Fourteen thousand zero fifty-eight dong per liter).
Article 2. The above minimum selling price applies to the RON92 gasoline from national reserves as requested in the Official Dispatch 3994/BCT-KH dated 6/7/2021 of the Ministry of Industry and Trade.
Article 3. The minimum selling price of RON92 gasoline in Article 1 above is calculated on the basis of the world gasoline price announced by Platts Singapore on average 15 days (from August 2, 2021 to August 16, 2021). The Ministry of Industry and Trade shall decide a specific price consistent with the market price at the time and location of selling RON92 gasoline from national reserves but not lower than the minimum price specified in Article 1 above.

Article 4. This Decision comes into force as of the date of signing. The Ministry of Industry and Trade, the Director of the General Department of State Reserves, the Director of the Price Management Department, the Director of the Financial Planning Department, the Director of the State Budget Department shall implement this decision./.
