PROMULGATING PROGRAM ON NATIONAL PRODUCT DEVELOPMENT BY 2030
PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015 and Law on Amendments to Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Science and Technology dated June 18, 2013,
Pursuant to the Law on Technology Transfer dated June 19, 2017;
At the request of the Minister of Science and Technology,

1. Research and apply advanced technology and achievements of the fourth industrial revolution to manufacturing and development of national products to improve productivity, quality and competitiveness of national products in domestic and international markets. By 2030, develop at least 10 new national products.
2. Continue to support enterprises in researching, expanding production scale and improving quality and competitiveness of national products approved in the program on national product development by 2020.
1. Select national products from key and prioritized products of sectors and fields.
a) Requirements for national products selected for development:
- The products are manufactured using advanced technology and eligible for intellectual property rights protection;
- The products may be manufactured on a large scale, have high value added and competitiveness, are capable of replacing imports or have export value, and have a positive impact on socio - economic development or national defense and security;
- The products utilize advantages in terms of workforce, natural resources and natural conditions of Vietnam and support sustainable development strategies of sectors and fields.

- Processing, manufacturing; energy; information, telecommunications, electronics and ancillary industries;
- Agriculture, which is Vietnam’s key industry;
- National defense and security;
- Pharmaceuticals, healthcare and environmental protection;
- Products with competitive advantages, which effectively support Vietnam’s economic restructuring;
- Other prioritized products requested by the Government and the Prime Minister.
2. Promote research in and application of new technology and advanced technology to facilitate creation and development of national products.
a) Perform research tasks to master advanced technology, increase application of technology of the fourth industrial revolution to facilitate creation and development of national products.
b) Search and select new technology and advanced technology for import; research and test technology, master and renovate technology as appropriate to Vietnam’s actual conditions.

d) Prioritize funding for scientific research, technology development, information search, purchase of ownership, usage rights and technology know-how and hiring of foreign consultants and experts for assistance in national product development.
3. Provide consultancy and support for development of exemplary national product producers
a) Perform tasks in researching and completing technology and technological lines to improve productivity, quality of national products and competitiveness of national product producers in domestic and foreign markets.
b) Develop and fulfill science and technology tasks based on value chains for national products; apply achievements of the fourth industrial revolution to management and business operations to support sustainable development and participation in the global supply chains of national product producers.
c) Organizations and enterprises developing technologies that create and complete national products are entitled to the incentives mentioned in Article 27 of the Government’s Decree No. 76/2018/ND-CP dated May 15, 2018 on guidelines for certain Articles of the Law on Technology Transfer and other incentives as per the law.
d) Organizations and enterprises participating in production of national products are entitled to incentives concerning credit, tax and land use as prescribed by law.
dd) Prioritize participation of producers of national products in national science and technology tasks directly managed by the Ministry of Science and Technology or other authorized ministries.
4. Assist enterprises with branding, trade promotion and development of the national product market
a) Develop services of consultancy for geographical indication development, goods origin and registration for protection of Vietnamese brands and intellectual property; adopt advanced quality control systems as well as technical regulations and standards harmonized with international standards.

5. Support enterprises in improving capacity for application and mastering of high technology and advanced technology as well as managerial skills of research workforce, technical workforce and enterprise managers via training and refresher courses during performance of the Program’s tasks
6. Support enterprises and organizations participating in national product development and production in upgrading and investing in some technical equipment for production testing and measurement as per the law.
1. This Program shall be funded by state budget; participating organizations and enterprises; sponsorship from domestic and foreign organizations and individuals; and other legal funding sources as prescribed by law.
2. On an annual basis, according to the Program’s objectives and contents, ministries, ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities shall prioritize funding for the Program’s tasks.
3. Organizations and enterprises proposing projects on investment in national product manufacturing shall prepare plans to mobilize other legal funding sources to ensure feasibility as per the law.
4. Management and use of state funding and other legal funding sources for the tasks mentioned in this Decision shall be carried out according to regulations of law on state budget and other relevant regulations of law.

The Program directing board shall be established by the Minister of Science and Technology and give advice on activities of the Program.
2. The Ministry of Science and Technology shall:
a) Take charge and cooperate with ministries, central authorities and local governments in providing guidance on performance of the Program’s tasks and submitting consolidated reports on results thereof to the Prime Minister on an annual basis.
b) Organize preliminary summary of the Program in 2025 and comprehensive summary of the Program in 2030.
c) Take charge and cooperate with relevant ministries, central authorities and local governments in considering and deciding tasks of the program on national product development by 2020 requesting to be extended to 2021 - 2030 intra vires and according to relevant regulations of law.
d) Take charge and cooperate with ministries and local governments in proposing and reporting additions to list of national products to the Prime Minister for consideration and approval.
dd) Take charge and cooperate with relevant ministries in appraising the Program’s tasks and approving tasks under its management.
e) Submit consolidated estimate of state funding for performance of the Program’s tasks in ministries, central authorities and local governments to the Ministry of Planning and Investment and Ministry of Finance for balancing and adding to annual plans.
g) Take charge and cooperate with ministries, central authorities and local governments in increasing communication about the contents, results and products of the Program; and attracting the interest of Vietnamese enterprises in the Program’s activities.

3. The Ministry of Finance shall:
a) Ensure funding from state budget for the Program’s tasks and extended tasks of the program on national product development by 2020 as per the law.
b) Take charge and cooperate with the Ministry of Science and Technology in reviewing and amending regulations on management of the Program’s funding if necessary.
4. The Ministry of Planning and Investment shall:
Take charge and cooperate with the Ministry of Science and Technology and Ministry of Finance in consolidating and balancing resources to ensure accomplishment of the Program’s tasks.
5. Ministries, ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities shall:
a) Assist producers of national products approved by the Prime Minister with improvement of production capacity and product quality, branding, trade promotion and development of domestic and international markets.
b) Take charge of appraising projects on investment in national product manufacturing, and approving and launching the Program’s tasks intra vires; cooperate with the Ministry of Science and Technology in proposing additions to list of national products and tasks of the Program.
c) Consider and decide tasks requesting to be extended to 2021 - 2030 intra vires or consolidate and propose these tasks to the Ministry of Science and Technology for consideration and decision.

Article 2.This Decision takes effect from the date on which it is signed.
Article 3.Ministers, heads of ministerial-level agencies, heads of Governmental agencies, chairpersons of People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals shall implement this Decision./.
