DECISION
APPROVING NATIONAL ACTION PROGRAM FOR SUSTAINABLE PRODUCTION AND CONSUMPTION FOR 2021 - 2030
PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Prime Minister’s Decision No. 76/QD-TTg dated January 11, 2016 approving national action program for sustainable production and consumption by 2020, with a vision towards 2030;
Pursuant to the Prime Minister’s Decision No. 622/QD-TTg dated May 10, 2017 introducing national action plan for implementation of the 2030 Agenda for sustainable development;
Pursuant to the Prime Minister’s Decision No. 681/QD-TTg dated June 04, 2019 introducing roadmap to accomplishment of Vietnam’s sustainable development objectives by 2030;
At the request of the Minister of Industry and Trade,
HEREBY DECIDES:
Article 1. The national action program for sustainable production and consumption for 2021 – 2030 (hereinafter referred to as “Program”), with the following basic contents, is approved:
1. Viewpoints
a) The aims of sustainable production and consumption are effective economic development; environmental protection, hunger eradication, poverty alleviation and economic restructuring; promotion of the circular economy and sustainable development; synchronized activities of sustainable production and consumption, with a focus on breakthroughs; and connection with existing relevant programs.
b) This Program shall be formulated in a manner that approaches the product life cycle, boost connections from extraction of natural resources, fuels and raw materials to production, distribution, consumption and disposal, with a focus on repair, maintenance, reuse and recycle in the product life cycle; prioritizes innovation, application of ecofriendly technologies and revision of equipment and management procedures to use natural resources, fuels and raw materials efficiently, reduce waste and promote production and consumption of domestic goods.
c) Sustainable production and consumption shall be carried out based on the participation and contribution of all members of the society, with enterprises and consumers taking center stage.
2. Objectives
a) General objectives
Promote efficient and sustainable use, extraction and management of natural resources, fuels and raw materials, encourage development of ecofriendly, renewable, reusable and recyclable natural resources, fuels, raw materials and products; boost sustainable production and consumption based on innovation, practical experience and development of sustainable production and consumption models, promote sustainable domestic production and consumption, create stable jobs and green jobs, encourage sustainable lifestyles and enhance people’s quality of life, and aim for development of the circular economy in Vietnam.
b) Specific objectives:
- 2021 - 2025 phase:
+ Formulate policies for sustainable production and consumption, specifically technical standards and regulations on sustainable production, sustainable design, ecological design, design for recycling and reuse for manufacturing industries; technical standards and regulations on ecolabelling; standards for sustainable tourism; standards for ecofriendly products and raw materials and recycled products; formulate at least 10 technical guidelines for sustainable production and consumption; incentive policies for production, distribution and consumption of ecofriendly packaging instead of non-biodegradable or single-use plastic products; and regulations on green public procurement;
+ Reduce fuel and raw material consumption of manufacturing industries, specifically textile and garment, steel, plastic, chemicals, cement, alcohol and beverages, paper and seafood processing, by 5 - 8%;
+ Raise the awareness of 70% of industrial parks, industry clusters and handicraft villages towards sustainable production and consumption;
+ Formulate and adopt 20 - 30 sustainable production and consumption models; disseminate and expand cleaner production models and sustainable production and consumption models;
+ 80% of provinces and central-affiliated cities raise the awareness towards sustainable lifestyles and consumption;
+ 85% of supermarkets and shopping malls distribute and use ecofriendly packaging products to gradually replace single-use or non-biodegradable plastic packaging; build and promote sustainable supply chains; encourage distribution of ecofriendly and ecolabelled products in supermarkets and shopping malls;
+ 70% of provinces and central-affiliated cities formulate an action plan on implementation of the national action plan on sustainable production and consumption or incorporate this Program into local policies and laws; 50% of provinces and cities establish a unit in charge of implementation of this Program;
+ It is encouraged to incorporate sustainable production and consumption into educational programs at all levels.
- By 2030:
+ Complete and effectively implement policies for sustainable production and consumption;
+ Reduce fuel and raw material consumption of major manufacturing industries such as textile and garment, steel, plastic, chemicals, cement, alcohol and beverages, paper, seafood processing and some other manufacturing industries by 7 - 10%;
+ Raise the awareness of 100% of industrial parks, industry clusters and handicraft villages towards sustainable production and consumption;
+ Disseminate and expand cleaner production models and sustainable production and consumption models;
+ 100% of provinces and central-affiliated cities raise the awareness towards sustainable lifestyles and consumption;
+ 100% of supermarkets and shopping malls use ecofriendly packaging products instead of single-use or non-biodegradable plastic packaging;
+ 90% of provinces and central-affiliated cities formulate an action plan on implementation of the national action plan on sustainable production and consumption or incorporate this Program into local policies and laws; 70% of provinces and cities establish a unit in charge of implementation of this Program.
3. Main tasks:
a) Completion of incentive policies for sustainable production and consumption
- Formulate and complete technical guidance tools and policies for sustainable production and consumption, criteria for assessment of accomplishment of the 12th sustainable development goal concerning sustainable production and consumption of the 2030 Agenda for Sustainable Development;
- Complete regulatory instruments for sustainable production and consumption; regulations on public procurement and increase of social responsibilities of enterprises; formulate and implement regulations, standards and guidelines for ecolabelling, including green labelling, energy labelling, carbon labelling, recycling labelling and other types of ecolabelling; regulations and guidelines on sustainable design, ecological design and design for recycling and reuse; standardize product and service connection standards to save natural resources, fuels and raw materials and reduce waste in production and consumption;
- Formulate and adopt incentive policies for development of green industries, environmental industry and recycling industry; policies encouraging investment in and production, distribution, import and export of ecofriendly products and technologies; and policies for development of international commerce and sustainable development suitable for roadmaps to international integration and commitment and performance of bilateral and multilateral trade agreements.
b) Sustainable management, extraction and use of natural resources, and development of renewable fuels and raw materials
- Provide technical guidance and adopt best technologies and methods available and best environmental practices to extract natural resources reasonably and reduce loss of natural resources in industries;
- Build, adopt and disseminate waste collection, reuse and recycling models, models of general management of sustainable extraction, processing, production and use of natural resources, fuels, raw materials and renewable energy for industries.
c) Sustainable design, ecological design and design for recycling and reuse
- Introduce models and good practices of sustainable design, ecological design and design for recycling and reuse applicable to textile and garment, handicraft, packaging and household products and other potential products, and provide guidelines for training in and dissemination and expansion of such models and practices;
- Organize competitions and grant rewards for good ideas, and introduction of innovative and sustainable products that meet domestic and international regulations and standards.
d) Promotion of cleaner production, production of ecofriendly products and adoption of sustainable connections and models based on product life cycle
- Introduce economic - technical regulations, provide guidance on audits of efficiency of fuel and raw material use; apply, disseminate and expand good practices for efficient use of natural resources and cleaner production for establishments in the textile and garment, steel, paper, plastic, chemicals, cement, alcohol and beverages, electronics and food processing sectors and other economic sectors;
- Assist enterprises with formulation of sustainable business strategies; development of sustainable connection networks based on product life cycle; building, dissemination and expansion of ecological reform models in the food processing, beverages, leather and footwear, and packaging sectors and other economic sectors; formulate technical guidelines for good management of product life cycle and chemical products per international practices and commitments;
- Build, apply, disseminate and expand industrial symbiosis models; and ecological and sustainable industrial park, industrial cluster and handicraft village models; develop a network of sustainable connections between cottage industries and mass production;
- Assist enterprises with capacity enhancement to fulfill technical regulations and requirements concerning the environment and sustainable development of relevant parties in the chain; provide guidelines, training and assistance for adoption and expansion of models of sustainable supply chains, supply chains connected with product tracing; organic agriculture models and sustainable agriculture models;
- Assist with formulation, application, dissemination and expansion of good practices for cleaner production, efficient water management and use models; waste reduction, collection, reuse and recycling models; and models of natural resource, fuel and raw material circulation in production and consumption.
dd) Development of sustainable export and import, and sustainable distribution systems
- Form and develop sustainable and green distribution and logistics services, including green logistics centers, green delivery, warehousing and transportation systems, promote use of clean and ecofriendly biofuels in goods distribution and transportation;
- Encourage production and use of ecofriendly transport vehicles that emit little greenhouse gases; devise and adopt solutions for increase of urban public transport market share and market shares of water freight transport, coastal transport and rail transport; apply exhaust gas treatment technologies and new technologies, use alternatives to traditional fuels and switch to ecofriendly fuels in transportation, especially for public transport;
- Support establishment of centers for used product repair, warranty, restoration and recall; pilot models of product and equipment leasing based on sharing economy models with the producers being in charge of production, distribution, leasing, maintenance, repair, replacement, restoration and recall;
- Establish networks of sustainable connections between distributors/retailers and providers of ecofriendly raw materials, goods and products; design and build green areas and booths displaying ecofriendly products; promote sustainable consumption and distribution of ecofriendly products domestically produced; limit single-use and non-biodegradable plastic products in markets, supermarkets, shopping malls, and product distribution centers of enterprises;
- Provide criteria and guidelines for sustainable distributing establishment/enterprise certification; certification and labelling of green commercial structures; supply information on identities of green and sustainable distribution channels and systems;
- Provide guidelines for and adopt models using ecofriendly raw materials and products; reducing, collecting and reusing waste; adopt ecofriendly and efficient and economical energy use solutions in shopping malls, supermarkets and product distributing establishments and centers of enterprises;
- Assist enterprises with sustainable export and import, formulate guidelines on international commitments, regulations and requirements concerning environmental protection and sustainable development for enterprises, support provision of information on ecolabelled and ecofriendly products and markets.
e) Promotion of ecolabel awarding and certification
- Establish and apply certification and awarding systems for green labels, energy labels, carbon labels, recycling labels and other types of ecolabels;
- Create and apply methodologies and tools for assessment and calculation of product life cycle emissions, and tools for calculation of fuel and raw material consumption;
- Formulate guidelines on, provide training in and raise the awareness towards ecolabelling; provide ecolabelling regulations and requirements from Vietnam’s export markets; provide information on and build capacity for ecolabelling for enterprises, organizations and consumers;
- Establish and apply certification and awarding systems for sustainable tourism labels and green labels for tourist accommodation establishments and food and beverage establishments qualified to serve tourists; green labels for construction works, commercial establishments and shopping malls.
g) Development of sustainable markets and provision of information to consumers
- Formulate guidelines for application of and disseminate good practices for sustainable market approaching and development; provide guidelines and information on sustainable consumption for organic products and ecolabelled, ecofriendly products;
- Develop and carry out activities of trade promotion, supply - demand connection and promotion of ecofriendly products, organic products and ecolabelled products in specialized and mixed fairs;
- Provide guidelines on how to prepare sustainable development reports in accordance with international practices and Vietnamese regulations, and provide information on sustainable production for consumers.
h) Promotion of sustainable procurement
- Provide guidelines and information on sustainable procurement of ecolabelled and ecofriendly products in compliance with Vietnamese and international regulations;
- Provide guidelines on and disseminate good practices for green public procurement.
i) Sustainable lifestyle adoption, education enhancement, capacity enhancement
- Build and adopt sustainable lifestyle models, provide guidelines on good practices for sustainable lifestyles; encourage sustainable and ecofriendly lifestyles;
- Build and launch sustainable tourism models and good practices for sustainable tourism in connection with promotion of traditional and ecofriendly products;
- Develop short-term training programs; domestic and international online training programs for sustainable production and consumption; incorporate sustainable production and consumption tasks into educational programs at all levels;
- Provide training to enhance sustainable production and consumption capacity of relevant organizations, units and enterprises;
- Organize enhancement of capacity for establishment and introduction of instruments and policies for sustainable production and consumption; incorporate these contents into existing training and refresher courses of ministries, central authorities and local governments.
k) Promotion of the circular economy for waste
- Further adopt and disseminate waste and scrap classification, collection, reuse and recycling models; provide guidelines on and training in and disseminate circular economy models for waste, specifically waste from agriculture, aquaculture, electronics, chemicals, thermal power, plastic, paper, construction materials sectors and other economic sectors;
- Boost supply - demand connection, development of markets for environmental products and technologies, recycled products, recycling technologies and low-carbon technologies;
- Gradually build and adopt circular economy models in consumption, encourage switching from goods possession and consumption to service use and consumption in daily life.
l) Promotion of communications about sustainable production and consumption
- Create guidebooks and disseminate policies, laws, knowledge and information about sustainable production and consumption;
- Raise the awareness towards sustainable production and consumption for regulatory bodies, organizations, enterprises and consumers at central and local levels.
m) Development of sustainable production and consumption information systems
- Develop sustainable production and consumption information systems and data centers, build online platforms connecting Vietnam’s sustainable production and consumption networks with regional and global networks;
- Build platforms, promote e-commerce, digital technology and modern technology application to introduce, connect ecolabelled and ecofriendly technology and product supply and demand; develop sustainable supply chains; make and launch product tracing system applications;
- Promote application of information technology and artificial intelligence in waste source management and application of biotechnology in waste treatment; develop robots and employ artificial intelligence and modern design technology to save raw materials, fuels and natural resources; implement electronic product tracing systems using barcodes to provide transparent information for consumers;
- Establish databases to adopt circular economy models for energy, raw materials and waste in industrial parks, industrial clusters and economic zones.
n) Development of science and technology for promotion of sustainable production and consumption
- Develop and launch the 2021 - 2030 program for key science and technology for promotion of sustainable production and consumption and the circular economy; support modern science and technology research and application and innovation in sustainable production and consumption;
- Establish connections, participate in domestic and international conferences and seminars on modern technology research, development and application in sustainable production and consumption, and circular economy promotion.
o) Promotion of green finance access and assistance
- Develop and complete green financial instruments and policies to facilitate adoption of sustainable production and consumption models; assist investment in production of ecofriendly products and recycled products;
- Formulate guidelines on and enhance capacity for green finance to promote sustainable production and consumption; assist relevant enterprises and organizations with green finance access;
- Develop networks of domestic and international cooperation in green finance to promote sustainable production and consumption and the circular economy.
p) Promotion of international cooperation in sustainable production and consumption
- Build platforms connecting domestic and international sustainable production and consumption; promote the circular economy, organize and participate in regional and international sustainable production and consumption networks, forums and conferences;
- Develop programs for sustainable cooperation between domestic enterprises and organizations and foreign enterprises and organizations in sustainable production and consumption in accordance with international integration regulations and commitments.
4. Solutions:
a) Program implementation
Consistently and effectively carry out activities of priority of this Program; incorporate this Program's tasks into the national green growth strategy, the national action plan for implementation of the 2030 Agenda for sustainable development and relevant national, sectoral, central and local programs and plans.
b) Ministries, ministerial-level agencies and Governmental agencies shall review and incorporate sustainable production and consumption tasks into their strategies, planning and development plans and, concurrently, continue to accelerate performance of sustainable production and consumption tasks of existing programs intra vires.
c) Program funding
- This Program shall be funded by state budget, ODA loans, non-refundable aid from other countries and other legal funding sources as prescribed by law.
- Ministries, central authorities and local governments shall mobilize funding and manage funding mobilized from the abovementioned funding sources in accordance with existing regulations for performance of this Program’s tasks intra vires;
- Annually, funding shall be allocated from state budget to fulfill this Program’s tasks.
Article 2. Implementation
1. Ministry of Industry and Trade shall take charge and cooperate with relevant ministries, central authorities and local governments in the following tasks:
- Organize performance of this Program’s tasks and activities of priority; formulate annual plans for implementation of this Program;
- Formulate and complete policies, regulations and standards on ecolabelling, sustainable design, ecological design and design for recycling and reuse; policies promoting production and consumption of ecolabelled and ecofriendly products; policies for sustainable distribution, trade promotion and sustainable import and export; policies for development of green industries, environmental industry and recycling industry in the direction of the circular economy; and other regulations of laws related to sustainable production and consumption under state management of the Ministry of Industry and Trade;
- Build, provide guidelines for, implement and disseminate models of efficient use of natural resources and cleaner production, models of sustainable design, ecological design and design for recycling and reuse, models of sustainable distribution and consumption, enhancement of competitiveness and promotion of export in the direction of sustainability and the circular economy, and other production and consumption models under state management of the Ministry of Industry and Trade;
- Develop and launch international cooperation programs, develop information databases, enhance capacity for and communications about sustainable production and consumption within the competence of the Ministry of Industry and Trade;
- Expedite, inspect and supervise implementation of this Program; submit annual consolidated reports on such implementation to the Prime Minister; prepare preliminary and summary reports on results and efficiency of such implementation and propose any necessary amendment to this Program’s contents and tasks to the Prime Minister.
2. Ministry of Natural Resources and Environment; Ministry of Planning and Investment; Ministry of Education and Training; Ministry of Agriculture and Rural Development; Ministry of Construction; Ministry of Information and Communications; Ministry of Labor - War Invalids and Social Affairs; Ministry of Transport; Ministry of Science and Technology; Ministry of Culture, Sports and Tourism; Ministry of Foreign Affairs and State Bank of Vietnam shall formulate plans for and organize performance of sustainable production and consumption tasks assigned in this Program.
3. Ministry of Finance shall balance and allocate annual funding for this Program according to regulations of laws on state budget.
4. People’s Committees of provinces and central-affiliated cities shall:
- Proactively launch this Program; formulate action plans and elaborate this Program’s tasks to incorporate into their 5-year and annual socio-economic development plans;
- Allocate funding from local government budget and legal funding sources for performance of this Program’s tasks in their respective provinces and cities as prescribed by law;
- Monitor, expedite and inspect performance of assigned tasks; submit annual reports on such performance to the Ministry of Industry and Trade, which shall submit a consolidated report to the Prime Minister.
5. Relevant regulatory bodies, socio-professional organizations, associations, enterprises, communities and individuals shall proactively propose programs raising awareness towards sustainable production and consumption, cooperate with ministries and central authorities in launching such programs, and support and participate in sustainable production and consumption intra vires.
Article 3. This Decision takes effect from the date on which it is signed.
Article 4. Ministers, heads of ministerial-level agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals shall implement this Decision./.
