Cục Quản lý Chất lượng Nông lâm sản và Thủy sản nhận đã được Công điện số: CĐ188/JKT/2015 ngày 13/7/2015 của Đại sứ quán Việt Nam tại Indonesia kèm theo văn bản 5520/KR.040/L/06/2015 của Bộ Nông nghiệp Indonesia thông báo việc áp dụng quy định mới đối với thực phẩm tươi sống có nguồn gốc từ thực vật nhập khẩu vào Indonesia (Xem văn bản gửi kèm). Theo đó, từ ngày 17/2/2016 các nước trong đó có Việt Nam muốn xuất khẩu thực phẩm tươi sống có nguồn gốc thực vật vào Indonesia phải thực hiện cung cấp thông tin theo yêu cầu của Indonesia để xem xét, công nhận hệ thống quản lý ATTP và phòng kiểm nghiệm ATTP.
Để kịp thời đáp ứng quy định mới của Indonesia, tạo thuận lợi cho các doanh nghiệp Việt Nam xuất khẩu thực phẩm tươi sống có nguồn gốc thực vật sang thị trường này, Cục Quản lý Chất lượng Nông lâm sản và Thủy sản đề nghị Quý cơ quan phối hợp triển khai các hoạt động sau:
1. Nghiên cứu và phổ biến quy định mới của Indonesia:
Trước mắt, đề nghị Quý cơ quan:
- Nghiên cứu quy định mới của Indonesia, xác định những nội dung không phù hợp với quy định và thông lệ quốc tế để có cơ sở phản ánh, thương lượng với phía Bạn.
- Chủ động phổ biến, thông báo quy định mới của Indonesia cho các tổ chức, cá nhân có liên quan qua các phương tiện thông tin, truyền thông, hội nghị, hội thảo... trong đó đặc biệt lưu ý thời điểm Indonesia áp dụng quy định mới để tránh thiệt hại cho các doanh nghiệp.
2. Chuẩn bị hồ sơ đăng ký gửi Indonesia:
- Cục Trồng trọt: Cung cấp thông tin theo yêu cầu tại Phụ lục II, mẫu 5 cụ thể: Mục 1, 2, 3 (Tập trung vào các sản phẩm có tiềm năng xuất khẩu của Việt Nam), mục 7 (c, d) của tài liệu kèm theo.
- Cục Bảo vệ thực vật: Cung cấp thông tin theo yêu cầu tại phụ lục II, mẫu 5 cụ thể: Mục 4, mục 7 (d,f,g,h,i,k,l,m) và Phụ lục III, mẫu 8 của tài liệu kèm theo.
- Cục Chế biến Nông lâm thủy sản và Nghề muối: Cung cấp thông tin theo yêu cầu tại mục 7 (d,e) của Phụ lục II, mẫu 5.
- Sở Nông nghiệp và Phát triển nông thôn: Cung cấp thông tin theo yêu cầu tại mục 7 (d,e,i-kèm theo danh sách các cơ sở trồng trọt được chứng nhận đủ điều kiện bảo đảm ATTP) của Phụ lục II, mẫu 5.
- VCCI và Hiệp hội rau quả Việt Nam: Cung cấp thông tin có liên quan theo yêu cầu tại Phụ lục II, đặc biệt cung cấp danh sách chi tiết các nhà sản xuất, xuất khẩu rau, quả tươi có tiềm năng (Tên, địa chỉ, năng lực xuất khẩu tấn/năm).
Đề nghị Quý cơ quan tổng hợp thông tin theo nội dung yêu cầu của Indonesia gửi về Cục Quản lý Chất lượng Nông lâm sản và Thủy sản trước ngày 20/8/2015 để tổng hợp gửi cho phía Bạn xem xét.

Regulation of Minister of Agriculture Number 04 of 2015
I am writing a letter to you as follow up of our technical consultation which was conducted on April 2nd, 2015. I am pleased to remind you some significant information regarding import requirements for fresh food of plant origin (FFPO) to Indonesia as follows:
1. Regulation of Minister of Agriculture Number 04 of 2015 regarding Food Safety Control for Importation and Exportation of FFPO will be fully implemented and supersedes the Regulation of Minister of Agriculture Number 88 of 2011 on 17 February 2018;
2. Starting from the date of enactment (17 February 2016), the exporting countries that have not been granted for recognition of its food safety control system or registration of its food safety testing laboratory will not be permitted to export their FFPO to Indonesia.;
3. Therefore, in order to avoid any disturbance on food trade, I kindly request the exporting countries to promptly submit their application for recognition of its food satety control system or registration of food safety testing laboratory
4. The complete procedure for recognition of origins country’s food safety control system is described on Annex III Regulation of Minister of Agriculture Number 04 of 2015. The recognition’s application shall be submitted using the Application Form: Format-5 in Annex V (enclosed).
5. The complete procedure for registration of food safety testing laboratory in origin country is described on Annex III Regulation of Minister of Agriculture Number 04 of 2015. The registnation’s application shall be submitted using the Application Form: Format-8 in Annex V (enclosed).
