CIRCULAR
ON THE LIST OF POTENTIALLY UNSAFE COMMODITIES UNDER MANAGEMENT OF THE MINISTRY OF PUBLIC SECURITY
Pursuant to the Law on People’s Public Security 2018;
Pursuant to the Law on Product and Goods Quality 2007;
Pursuant to Decree No.01/2018/ND-CP dated August 06, 2018 on functions, duties, rights and organizational structure of the Ministry of Public Security;
Pursuant to Decree No.132/2008/ND-CP dated December 31, 2008 on elaboration of implementation of a number of Articles of the Law on Product and Goods Quality;
Pursuant to Decree No.74/2018/ND-CP dated May 15, 2018 of the Government on amendments to a number of Articles of Decree No.132/2008/ND-CP;
At the request of the Director of Department of Science, Strategy and History of Public Security;
The Minister of Public Security promulgates a Circular on the list of potentially unsafe commodities under management of the Ministry of Public Security.
Article 1. Scope
This Circular provides for the List of potentially unsafe commodities (hereinafter referred to as “group 2 commodities”) under management of the Ministry of Public Security.
Article 2. List of group 2 commodities
1. The list of group 2 commodities under management of the Ministry of Public Security shall be issued together with this Circular.
2. According to state management requirement in each period, the Department of Science, Strategy and History of Public Security shall cooperate with relevant entities in conducting a study and review of the list of group 2 commodities and reporting to the Ministry of Public Security for considering whether to amend such list.
Article 3. Entry into force
1. This Circular comes into force from May 10, 2019.
2. This Circular will replace Circular No.14/2012/TT-BCA dated March 20, 2012 of the Minister of Public Security on the list of potentially unsafe commodities under management of the Ministry of Public Security.
Article 4. Implementation responsibility
1. The Director of Department of Science, Strategy and History of Public Security shall check, urge and provide guidelines for implementation of this Circular.
2. Directors of entities affiliated to the Ministry of Public Security and Public Security of province and centrally-affiliated cities shall take responsibility to implement this Circular.
Should any question or difficulty arise during implementation, entities concerned shall promptly inform the Ministry of Public Security (through Department of Science, Strategy and History) for further instructions./.
