CIRCULAR

FEES FOR ISSUANCE OF PASSPORTS, LAISSEZ-PASSERS, EXIT PERMIT, AB STAMP, FIREWORK MANAGEMENT PERMIT, WEAPON, EXPLOSIVE ORDNANCE AND COMBAT GEAR MANAGEMENT PERMIT AND SUBMISSION, COLLECTION THEREOF

Pursuant to Law on Fees and Charges dated November 25, 2015;

Pursuant to Decree No. 87/2017/ND-CP dated July 26, 2017 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Finance;

Implementing Directive No. 11/CT-TTg dated March 4, 2020 of Prime Minister on emergency tasks and solutions for dealing with difficulties of business operations and ensuring social security in response to the Covid-19 epidemic;

At the request of the Director General of the Department of Tax Policy;

Minister of Finance promulgates Circular on fees for issuance of passports, laissez-passers, exit permit, ab stamp, firework management permit, weapon, explosive ordnance and combat gear management permit and submission, collection thereof.

Article 1. Fees for issuance of passports, laissez-passers, exit permit and AB stamps

A Vietnamese national when following procedures for issuance of documents related to passports, laissez-passers and exit shall submit fees as follows:

1. From the effective date of this Circular until December 31, 2020 inclusively, submit fees equal to 80% of the fees specified in Section I of Fee and charge schedule attached to Circular No. 219/2016/TT-BTC dated November 10, 2016 of Minister of Finance on fees and charges in entry, exit, transit and residence in Vietnam and submission, collection and management thereof (hereinafter referred to as “Circular 219/2016/TT-BTC”).

During the effective period of this Circular, do not submit fees for issuance of passports, laissez-passers, exit permits and AB stamps following Section I of the Fee and charge schedule attached to Circular No. 219/2016/TT-BTC.

2. From January 1, 2021, submit fees for issuance of passports, laissez-passers, exit permits and AB stamps following Section I of the Fee and charge schedule attached to Circular No. 219/2016/TT-BTC.

Article 2. Fees for issuance of firework management permit, weapon, explosive ordnance and combat gear management permit

Upon being granted with management permit for firework coming in and out of Vietnam; permit for using, transporting, purchasing, carrying and repairing weapons, explosive ordnance and combat gears by competent police authorities, agencies and organizations shall submit fees as follows:

1. From the effective date of this Circular until December 31, 2020 inclusively, submit fees equal to 80% of the fees specified in Section III and Section IV Article 1 Circular No. 23/2019/TT-BTC dated Aril 19, 2019 of Minister of Finance on amendments to Circular No. 218/2016/TT-BTC dated November 10, 2016 on appraisal fees in security sector; fees for security profession examination; fees for issuance of firework management permit; fees for issuance of weapon, explosive ordnance and combat gear management permit and submission, collection, management and use thereof (hereinafter referred to as “Circular No. 23/2019/TT-BTC”).

During the effective period of this Circular, do not submit fees for issuance of firework management permit and fees for issuance of weapon, explosive ordnance and combat gear management permit following Section III and Section IV Article 1 of Circular No. 23/2019/TT-BTC.

2. From January 1, 2021, submit fees for issuance of firework management permit and fees for issuance of weapon, explosive ordnance and combat gear management permit following Section III and Section IV Article 1 of Circular No. 23/2019/TT-BTC.

Article 3. Implementation

1. This Circular is effective from June 12, 2020 until December 31, 2020 inclusively.

2. Scope, regulated entities; fee collectors; eligibility for fee exemption; fee declaration and submission; fee reimbursement; fee management; documents on collection and publicizing fee collection policies and other relevant provisions not specified in this Circular shall comply with Circular No. 218/2016/TT-BTC, Circular No. 23/2019/TT-BTC, Circular No. 219/2016/TT-BTC and Circular No. 41/2020/TT-BTC dated May 18, 2020 of Minister of Finance on amendments to Circular No. 219/2016/TT-BTC.

3. Difficulties that arise during the implementation should be reported to Ministry of Finance for further notice./.
