Decision No. 228/1999/QD-TTg of December 15, 1999, adding the objective of ensuring foodstuff quality, hygiene and safety to the national target program for elimination of a number of social diseases and dangerous epidemics

DECISION

ADDING THE OBJECTIVE OF ENSURING FOODSTUFF QUALITY, HYGIENE AND SAFETY TO THE NATIONAL TARGET PROGRAM FOR ELIMINATION OF A NUMBER OF SOCIAL DISEASES AND DANGEROUS EPIDEMICS

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Prime Minister’s Decision No. 531/TTg of August 8, 1996 on the management of the national programs;
Pursuant to the Prime Minister’s Decision No. 05/1998/QD-TTg of January 14, 1998 on the management of the national target programs;
At the proposals of the Minister of Health (Report No. 8644/TTr-BYT of November 26, 1999) and the Minister of Planning and Investment (Official Dispatch No. 7680-BKH/LDVX of November 24, 1999),

DECIDES:

Article 1.- To add the objective of ensuring foodstuff quality, hygiene and safety to the National Target Program for elimination of a number of certain social diseases and dangerous epidemics from the year 2000 with the following major contents:

1. Objective’s name: To ensure foodstuff quality, hygiene and safety under the National Target Program for elimination of a number of social diseases and dangerous epidemics from the year 2000.

2. Objective’s contents:

To take initiative in management and supervision of foodstuff contamination and quality, hygiene and safety of foodstuff currently circulated on the market; prevent and combat poisoning and illnesses caused by foodstuff and protect people’s health, thus contributing to the development of foodstuff production.

3. Funding shall be specified in each component project and incorporated in annual plans.

Investment capital sources:

- State budget;

- ODA capital source;

- Capital mobilized from other sources.

4. Management mechanism shall comply with the management mechanism of the National Target Program for elimination of a number of social diseases and dangerous epidemics.

Article 2.- The Ministry of Health shall direct the Steering Committee of the National Target Program for elimination of a number of social diseases and dangerous epidemics to base itself on the approved priority targets to select key projects and establishments for implementation, which meet urgent requirements and suit the capital mobilizing capability in order to prepare and realize the targets in compliance with the State’s regulations.

Article 3.- This Decision takes effect after its signing.

Article 4.- The Ministers of Finance, Planning and Investment, and Health; the presidents of the People’s Committees of the provinces and centrally-run cities and the heads of the concerned agencies shall, according to their assigned functions and tasks, have to implement this Decision.
