DECISION
ON ISSUING “HEALTH CLASSIFICATION STANDARD FOR RECRUITMENT EXAMINATION AND PERIODIC EXAMINATION” FOR LABORERS
MINISTER OF HEALTH
- Pursuant to Decree No. 68/CP dated October 11, 1993 of the Government defining the functions, tasks, powers and structural organization of Health;
- Pursuant to Article 102 of the Labor Code providing for health care upon recruitment and periodical examination;
- Based on the research results of subject developing Health classification standard for recruitment examination and periodic examination established by the Science and Technology Council at level of Ministry of Health under Decision No. 1177/BYT- Decision dated July 04,1996 of the Minister of Health and acceptance meeting dated July 13,1996;
- At the proposal of the Director: Department of Therapy, Science and Training, Department of Organization and Personnel of Ministry of Health;
DECIDES
Article 1: Issuing the Health classification standard for recruitment examination and periodic examination for laborers (with the accompanying standards).
Article 2: Assigning the Director of Department of Therapy to detail the application of the standard table mentioned above.
Article 3: This Decision takes effect from the signing date for issuance. The previous provisions contrary to the provisions of this Decision are hereby repealed.
Article 4: Chief of Office, Director of Therapy and the functional Departments of the Ministry of Health, Director of Service of Health of provinces and centrally-affiliated cities and the Health sectors are liable to execute this decision.

SECTOR STANDARD
HEALTH STANDARD – CLASSIFICATION FOR RECRUITMENT AND PERIODIC EXAMINATION
Having taken effect since August 15, 1997
I – GENERAL REGULATION:
1. This standard applies to the health classification for recruitment examination, periodic examination and examination to change trade for health reason of Vietnamese citizens to study in Universities, Intermediate technical schools, Vocational schools and work at private and State-owned business and production establishments in the Vietnamese territory.
2. For trades and professions which are heavy, hazardous or dangerous and extremely heavy, hazardous or dangerous, this standard is the pre-qualification. The official examination shall be based on the examination standards of each trade and professions.
3. Vietnamese citizens from 15 years old or older without acute diseases are subject to this standard.
4. The standard specifies 05 types of health:
-Type I : Very strong
-Type II : Strong
-Type III : Average
-Type IV : Weak
-Type V : Very weak

3.2. After examination, doctor shall classify these indexes from type I –V (See appendix 2).
3.3. Health classification: Based on the classification of indexes, doctor shall classify health:
Type I: All 13 indexes satisfy type I
Type II: Only 01 lowest index as type II, classified as type II
Type III: Only 01 lowest index as type II, classified as type III
Type IV: Only 01 lowest index as type IV, classified as type IV
Type V: Only 01 lowest index as type V, classified as type V
IV- EXAMINATION FOR ADMISSION TO SCHOOLS, TRADES AND PROFESSIONS
1. Examination for admission to Universities, intermediate technical schools and vocational schools
The Vietnam citizen eligible for health of disciplines, trades and professions prescribed by the Ministry of Health are subject to be admitted in school subjects.
- For learning trades and professions to directly operate means of transportation and mechanical construction of road, railway, waterway, seaway, airway, trades and professions heavy, hazardous or dangerous and extremely heavy, hazardous or dangerous must be eligible for health from type II or more (pre-qualification) and examined for recruitment according to the health standards of those trades and professions under the regulations of Ministry of Health.
- Vietnam citizens with disabilities and health of type IV and V are also subject to be examined for admission to vocational school but the learning at any school or any trade shall be decided by the examination and recruitment Board based on disability and disease of these persons to determine what trades and professions shall be learnt by them;
2- Examination for recruitment, labor contract:
2.1- Health standard is one of the conditions for recruiting and signing labor contracts signed dong. When recruiting and implementing contracts, it is required to comply with the health standard of each trade and profession under the regulations of the Ministry of Health;
For trades and professions directly operating means of transportation and mechanical construction of road, railway, waterway, seaway, airway, trades and professions heavy, hazardous or dangerous and extremely heavy, hazardous or dangerous, these persons must be eligible for health of type I and II.
For mainly physical labor, it is required to ensure the health from type III or more.
2.2- People with disabilities and health of type IV and V are also subject to examination for recruitment and implementation of labor contracts, but the recruitment and implementation of labor contracts with any trade and profession must be decided by the examination and recruitment Board based on disability and disease of those people for decision.
V- APPENDIX
Appendix 1- NOTE IN CLINICAL EXAMINATION
1. Rounded figures:
When the measurement of indicator of physical strength is from 0.5 or more, it will be rounded up to one unit and rounded down to the ten digit if less than 0.5;
Eg: Height: 165.50 cm, write 166cm
159.49cm write 159cm
Weight: 44.5kg write 45kg
48.47cm write 48cm
Chest circle: 77.5cm write 78cm
80.48cm write 80cm
2. Average chest circle:
It is likely to be calculated by one of two ways:
- Measuring around the chest when breathing in and breathing out strenuously, then adding up together and divided by 2.
- Divided by 2 by the person’s vertical height;
3. Eyesight:
- If one eye has the eyesight higher than 10/10, still only 10/10.
Eg. Right eye has the eyesight of 11/10, left eye has the eyesight of 6/10, the total eyesight of both eyes is 16/10.
When calculating the total eye sight of both eyes, the eye on the side of dominant hand must follow the specified index as classified.
4. Pterygium (indicator 2):
- Pterygium degree I: Pterygium budding at the edge of the cornea
- Pterygium degree II: Pterygium invading the cornea from 2-3mm.
- Pterygium degree II: Pterygium reaching the edge of the pupil
- Adhesive Pterygium: Pterygium adhering to the socket or edge of eyelid and usually limiting the eyeball movement.
5. Corneal scarring (indicator 3):
- Corneal scarring is a thin opaque film on the cornea (smoky film).
- Adhesive scar is the scar with adhesion of iris distorting pupil;
6. Measurement of whisper (indicator 16.1)
- The examiner breathes out and whispers for testing;
- It is required to test each ear (ear not tested must be sealed by pressing finger on the ear flap by the testee)
- Voice emitted perpendicularly to the tested ear.
- The testee whose eye must be cover so as not to see the tester
7. Facial sinus (indicator 22):
Chronic inflammation of the maxillary sinus, chronic multiple sinus inflammation must be identified on radiographs (taken with Blondeau and Hirtz).
8. Tooth loss (indicator 24):
- Loss of one tooth is regarded as loss of facing tooth. The chewing ability is evaluated according to Appendix 3.
- Tooth becoming loose to the extent that it can not be treated and need extracting or losing tooth root or only remaining tooth root is regarded as tooth loss.
9. Epilepsy (indicator 35):
- Epilepsy must be diagnosed at hospital and the diagnosis is based on electroencephalogram (EEG);
10. Sweaty hands and feet (indicator 37):
- Mild: Touching hands just feeling slightly warm with spray-like wetess of sweat, not long streak upon looking at the life lines. Wiping hand dry, then sweat reappears after 10 minutes;
- Mild: Heavier than the mild type and even seeing foot sweat;
- Heavy: Summer as well as winter, hands are always sweaty, feeling cold when touching finger tip, sheen of sweat in the life line rolling into streak and drips. After wiping sweat for 5-6 minutes, sweat secretes as previously. This type is often accompanied by a full body sweat, especially when affected by emotion
11. Neuromuscular disease (indicator 44)
- Atrophy of muscle at limb root, patients squatting cannot stand up or with difficulty;
- Myasthenia gravis usually has sign of drooping eyelids which can open in the morning but clearly droop in the evening. The other muscles can move relatively well initially, after a time of early mobilization, after a time of movement and in the evening muscles become weaker and weaker.
12. Arterial blood pressure ( indicator 45):
If the blood pressure is unusually high, it is necessary to let that person take a rest in 10-15 minutes, then re-measure at least 3 times at different times. It is require to control that person in 2-3 hours before re-measurement.
13. Pulse (indicator 46):
- Taking pulse for 2 minutes and then dividing in two.
- If the pulse is simply fast without accompanied blood pressure and cardiovascular disease, let that person sit down or lying down to take a rest (with the supervision of examiner). Taking pulse after 2-4 hours;
- Slow pulse: Note that for athletes, sportman, professional players, their heart can beat 50 times / minute.
14. Severe anemia due to the causes (indicator 50.5):
Upon clinical examination, if thinking about severe and regular anemia, it is required to identify it by blood formula, less than 3 million red blood cells, less than 10g/100ml of hemoglobin.
15. Bronchial asthma (indicator 52.4):
- Mild: Mild dyspnea occasionally appears at night in the cold season, not affecting body condition, normal working without being hospitalized.
- Moderate: Suffering for 10-15 years, asthma attacks occur at night and in the morning and recur depending on the weather although health is still quite good.
- Heavy: Sufffering for 10-15 years, asthma attacks occur both day and night with emphysema, chronic cor pulmonale, chronic bronchitis, continuously hospitalized;
16. Cronic dsfunction of large intestine (indicator 56.2):
- Mild: 1-2 short times each year, little and mild pain, mild bowel dysfunction, little affecting the living activities and health in general;
- Moderate: 3-4 short times each year, significant pain intensity, prolonged gastrointestinal disorder affecting daily life and health.
- Heavy: More than 04 times each year or prolonged pain lasting month, significant pain intensity affecting daily life, health and spirit.
17. Stiffness and adhesion of joints (indicator 66.4):

18. Cutaneous fungus (indicator m79.2):
Simple form is slightly red skin, clear edge bordering, non-bulging base, no complications of dermatitis.
19. Leprosy (indicator 90.2):
- Disability of degree I: Loss of sensation, change of skin color.
- Disability of degree II: Ulcer, and amputation of phalanxes, fingers…
20. Obesity disease (indicator 10):
