Decision No. 23/2005/QD-BTS of July 26,2005, regulating mandate and organizational structure of Fisheries Review

DECISION

REGULATING MANDATE AND ORGANIZATIONAL STRUCTURE OF FISHERIES REVIEW

THE MINISTER OF FISHERIES

Pursuant to Press Law dated December 28th 1989 and the amended and supplemented Press Law dated June 12th 1999;
Pursuant to Decree 43/2003/ND-CP dated May 2nd 2003 of the Government regulating the mandate and organizational structure of the Ministry of Fisheries;
Upon request of the Director of Organization and Personnel;

HAS DECIDED

Article 1. Function

The Fisheries Review (hereinafter referred to as “Review”) is the information agency of the fisheries sector, operating in accordance with Press Law and other applicable regulations of the State and MOFI; shall be responsible for provision of information on the science, technology, environment, economics and expertise related to fisheries sector; serving the State management of the MOFI and the development of fisheries sector.

The Review shall be a benefit-making unit under the MOFI and under the State management and press activities of the Ministry of Culture and Information. It shall have its own stamp and account in State Treasury and State bank of Vietnam.

Location is at 10 Nguyen Cong Hoan, Ba Dinh, Hanoi.

Article 2. Duties

It shall have the duties as follows:

1. Formulate and submit the Minister of Fisheries the workplan on long term and annual basis of the Review regarding the information, scientific, technology, environment, economic and fisheries expertise; carry out such workplan once it is approved.

2. Edit, publish and deliver the Review periodically in accordance with the regulations stated in the license and related legislation.

3. Provide information on the scientific, technology, environment, economic and fisheries expertise; proclaim the research, inventory results in fisheries field.

4. Exchange information with local and external organizations related to fisheries field; introduce fisheries achievement.

5. Manage the financial source, asset and labour of the Review in accordance with legislation.

6. Carry out other tasks as assigned by the Minister.

The Review shall has Editor in chief and 2 Deputy Editor in chief.

The organizational structure shall include:

1. Secretariat

2. Readers-Reporter section

3. Administrative section

4. Review representative in southern provinces

The Editor in chief shall be responsible for coordination with the relevant agencies and units to formulate the regulations on the organization and operation of the Review upon approval of the Ministry of Fisheries.

Article 4. Entry into force

This Decision shall come into force 15 days after being posted on the Official Gazette.It shall replace the following documents:

Decision 432/TS-QD dated 17/12/1990 of the Minister of Fisheries regarding the merge of Fisheries Newspaper and Fisheries Review

Decision 68/QD-BTS dated 23/2/2000 of the Minister of Fisheries regarding the merge of Fisheries Import Export Review into Fisheries Review

The regulations that run contrary to this Decision shall be abolished.

Artitcle 5. Executive duties

The head of Ministry’s Cabinet, heads of relevant units and departments, heads of Fisheries Departments and Agriculture and Rural Development Departments in charge of fisheries field and Editor in chief of Fisheries Review shall be responsible for implementation of this Decision.
