DECISION
Approving “Scheme for developing Vietnam’s environmental industry by 2025”
PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant tothe Law on Environmental Protection dated June 23, 2014;
Pursuant to Resolution No. 63/NQ-CP dated July 22, 2016 of the Government on the Government’s program of action for the implementation of the National Assembly’s Resolution and 5-year Socio-economic development plan from 2016 to 2020;
At the request of the Minister of Industry and Trade,
HEREBY DECIDES:
Article 1. Approving "Scheme for developing Vietnam’s environmental industry by 2025” (hereinafter referred to as “Scheme”) with following notable contents:
1. Principles
a) Environmental industry development is a significant aspect in the whole that is nation’s socio-economic development;
b) Provisions of technology, equipments, services and products serving as environmental protection must be simultaneously developed to meet the requirements and conditions of the national socio-economic development and the international development trends;
c) State encourages and enables every domestic and foreign organization and individual to invest in the development of Vietnam’s environmental industry.
2. Objectives
a) General objectives
By 2025, the environmental industry will have become a major part of the economy and basically met the requirements of national environmental protection; the evironmental industry will move towards the export of competitive environmental protection technologies, equipments, services and products.
b) Specific objectives
- Develop the technologies to process, recycle wastes, analyze, monitor, supervise and control environmental pollution; the technologies must use resources sustainably while restore the environment in a manner that fits Vietnam’s conditions and international trends; encouraging the application and commercialization of technology research and development results.
- Produce equipments and products meeting the basic requirements of national and international environmental protections, moving towards the export of competitively advantaged products; national manufacturing capacity should meet approximately 70% - 80% of the needs for machinery that processes water supply and wastewater, 60% - 70% of the needs for machinery that processes and recycles solid waste, 70% - 80% of the needs for machinery that processes emissions, approximately 50% - 60% of the needs for machinery that collects, transports and categorizes refuse, 40% - 50% of the needs for environmental monitoring machinery; 60% -70% of the needs for environmental protection products; 40% - 50% of the needs for machinery that produces renewable energy; 60% - 70% of energy-efficient equipments and technology; 20% - 30% of equipments and machinery use renewable energy; 20% - 30% of the environmental industry products are exported.
- Improve basic environmental services that meet the social need for processing wastewater, municipal solid waste, industrial waste, hazardous waste and restoring polluted areas; services meeting the environmental analyzing and monitoring demands; services relating environmental consulting, sustainable use of resources and energy.
3. Primary tasks and solutions
a) Proceed to develop policies, laws and organizations related to environmental industry:
- Examine, amend various regulations, policies and legislative documents on environmental industry; policies on managing environmental industrial enterprise, on constructing waste recycling industrial zones situated in provinces and its subdivisions, on encouraging import, on shifting technology, on attracting investment in producing environmental protection equipments, machinery and products that cannot be produced domestically;
- Develop and set technical standards in environmental industry, unit prices for environmental services, investment unit cost for environmental remediation technology;
- Link the development of environmental industry with fields development strategies, socio-economic development strategies of the nation, regions and provinces;
- Construct and introduce the list of environmental goods and services of the environmental industry to the Vietnam's industry and products classification list.
- Develop the organizational structures of agencies specialized in environmental industry; assign relevant ministries and provinces to supervise and assist the development of environmental industry.
- Expedite the process of equitizing the environmental industrial state enterprises; develop certain enterprises specialized in environmental services capable of handling the nation’s big and pressing environmental issues.
b) Develop the technologies for environmental protection, stably utilize resources and restoring the environment:
- Research the development, application, harnessing and transfer of the wastewater, emission, solid waste and hazardous waste processing technologies which fit the conditions of Vietnam.
- Research the development, application, harnessing and transfer of the manufacturing technologies of materials and preparations for pollution treatment; the technology, processes of analyzing, monitoring, supervising and controlling environmental pollution;
- Research the development, application, harnessing and transfer the technologies relating using water and energy resources sustainably: producing supply water, renewable energy, clean energy and energy gained from processing wastes; the technologies relating using energy efficiently, carbon capture and storage; the technologies relating restoring the polluted area and heavily contaminated;
- Research the development, application, harnessing and transfer the technology and developing waste recycling enterprises;
- Enhance the capability of conducting scientific researches, developing, harnessing and transfering the technologies of science and technology organizations, training facilities and environmental industrial enterprises;
- Encourage international cooperation, utilize sponsorships from countries and international organizations to support the research on development, application, harnessing and transfer of environmental technologies;
- Approve and organize the implementation of National leading sciences and technologies for the development of environmental industry by 2025 program.
c) Develop the produce, manufacture and provision of various machinery, equipments, tools and products to protect the environment:
- Manufacture wastewater processing machinery such as: heavy duty submersible mixers and water pump, membrane filtration, devices for processing domestic water, wastewater by module...;
- Manufacture equipments and machinery for the collection, transportation and classification of soild waste such as: street sweepers, septic trucks, vacuum trucks, sewer cleaning trucks, garbage classfication machines, regular solid waste incinerators, hazardous waste incinerators, biofertilizer manufacturing line, wood pellet manufacturing line, waste processors installed on vehicles...;
- Manufacture emission processors such as: fabric filters, electrostatic precipitator, devices specialized in processing emissions containing chemicals such as: NOx, SOx, COx, VOC8, H2S, organic matters, foul-smelling substances...;
- Manufacture equipments to analyze, monitor and control environmental statistics, tools and equipment to collect samples of the environment...;
- Manufacture materials and preparations for pollution treatment as: catalyst for processing industrial incinerators’ emissions, processing wastes by incineration and the respective processes and equipments, highly active microorganism preparations, materials bearing microorganisms, specilized materials for pollution treatment…;
- Manufacture machinery, equipments, products and materials relating to processing supplied water, development of renewable energy, clean energy, energy efficiency.
d) Develop environmental services:
- Continue to follow the objectives and tasks of the “Environmental services development by 2020 Scheme” specified in Decision No. 249/QD-TTg February 10, 2010 of the Prime Minister; conclude and assess the results of the period 2010 – 2020; develop, request the Prime Minister to approve the objectives and tasks of developing environmental services in the period 2021—2025;
- Invest in the development of urban wastewater collection and treatment systems in cities and urban areas; industrial wastewater collection and treatment systems in industrial parks.
- Invest in the development of systems that collect, classify and process municipal solid waste in cities; industrial solid waste and concentrated hazardous waste;
- Invest, support the development of services providing advice on environment, clean energy, renewable energy, energy efficiency, restoration of polluted area...
dd) Developing the market and attracting investment in the development of environmental industry:
- Research, support the commercialization of research and market development results relating technology, equipments, machinery, materials and preparations of the environmental industry via media such as technology or equipment market, national and local trade promotion programs;
- Expedite the export of goods and Vietnam’s environmental services that are competitively advantaged; encourage the import of goods and environmental services that cannot be produced domestically;
- Effectively utilize the free trade agreements and international trade cooperation framework to develop the environmental industry;
- Enhance the attraction of investment from society and diversify investment methods and resources to ensure stable development of the environmental industry; attract foreign organizations and individuals to participate in the development of environmental industry of Vietnam;
e) Training human resources, raising awareness and competence in developing environmental industry:
- Examine, assess the practical situation and the needs for developing human resources for environmental industry; bring the contents and training programs relating environmental industry to the universities of technology and vocational college;
- Enhance the cooperation between education institutes with scientific and techonology organizations, domestice and overseas environmental industrial enterprises in training human resources for environmental industry;
- Train and educate officials at all levels, enterprises, associations and relevant parties in the development of environmental industry;
- Construct and organize media programs, competitions and awards relating to outstanding environmental industrial enterprises; publicize, spread the results and work of research relating to the technologies, equipments and products of environmental industry;
- Enhance the role of Vietnam environmental industry association in publicizing, raising awareness and connecting, cooperating in the development of environmental industry.
4. The Scheme implementation expenses
a) The expenses for the Scheme implementation are funded from State budget and capital mobilized from other sources (enterprises’ capital, loan from credit institutions, international aid and other legal sources of funding).
b) The expenses for conducting various state management contents such as: examining, developing systems of organization, policy and legislative documents; establishing technical standards; developing the market; publicizing, raising awareness; deploying the National leading sciences and technologies for the development of environmental industry by 2025 program funded by the State budget via annual plans and programs of the ministries and according to the Law on State budget.
c) The expenses for the investment in the development of environmental industry shall be mobilized from enterprises’ capital, loan from credit institutions, international aid and other legal source of funding.
5. IMPLEMENTATION
a) The Ministry of Industry and Trade shall have the responsibilities to:
- take charge and cooperate with relevant ministries, provinces to provide guidelines, direct the implementation and examine, inspect the implementation of the Scheme; annually report to the Prime Minister on the results of the implementation;
- host the implementation of National leading sciences and technologies for the development of environmental industry by 2025 program.
b) The Ministry of Natural Resources and Environment shall have the responsibilities to:
- take charge and cooperate with relevant ministries and provinces to carry out the tasks in developing environmental services; annually report the implementaion results to the Ministry of Industry and Trade for compilation and passing to the Prime Minister.
- conclude and assess the implementation resulst of the period 2010 – 2020 of the “Environmental services development by 2020 scheme” specified in Decision No. 249/QD-TTg February 10, 2010 of the Prime Minister; conclude and assess the results of the period 2010 – 2020; develop, request the Prime Minister to approve the objectives and tasks of developing environmental services until 2025 to be suitable with the objectives and tasks of this Scheme.
c) The Ministry of Finance, the Ministry of Science and Technology must balance, allocate and provide guidelines on using the budget to implement the Scheme.
d) The Ministry of Science and Technology must provide guidelines and collaborate with the Ministry of Industry and Trade on the implementation the National leading sciences and technologies for the development of environmental industry by 2025 program.
dd) The Ministry of Construction must collaborate with the Ministry of Industry and Trade to effectively implement the contents and tasks mentioned in the Scheme; devise and issue unit prices for environmental services, investment unit cost for environmental remediation technology, mobilize resources to construct the water drainage systems and solid waste treatment system within their functions, tasks and state management; annually report the implementation results to the Ministry of Industry and Trade for compilation and passing to the Prime Minister.
e) The Ministry of Planning and Investment must direct the construction and introduction of the list of environmental goods and services of the environmental industry to the Vietnam's industry and products classification list.
g) Other ministries and Province-level People’s Committees by their functions, tasks and state management must collaborate with the Ministry of Industry and Trade to effectively carry out the contents and tasks mentioned in the Scheme; annually report the implementation results to the Ministry of Industry and Trade for compilationd and passing to the Prime Minister.
h) The Vietnam environmental industry association must publicize, cooperate and collaborate with environmental industrial organizations and other relevant organizations, and participate in the development of the environmental industry.
Article 2. This Decision comes into effect from the day of signing.
Article 3. Related ministers, heads of ministerial agencies, heads of Governmental agencies, Chairman of the Provincial People’s Committee, organizations and individuals are responsible for the implementation of this Decision./.
