Decision No. 1402/QD-BCT dated April 11, 2016 approval of “ Planning for development of wind power in Ca Mau province by 2020 with vision towards 2030"

DECISION

APPROVAL OF “PLANNING FOR DEVELOPMENT OF WIND POWER IN CA MAU PROVINCE BY 2020 WITH VISION TOWARDS 2030”

THE MINISTER OF INDUSTRY AND TRADE

Pursuant to the Law on Electricity No. 28/2004/QH11 and the Law on Amendments and Supplements to certain Articles of the Law on Electricity No. 24/2012/QH13;

Pursuant to the Government's Decree No. 95/2012/ND-CP dated November 12, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Prime Minister’s Decision No. 37/2011/QD-TTg dated June 29, 2011 on the mechanism for encouragement of development of wind power projects in Vietnam;

After considering the request of the People’s Committee of Ca Mau province made in the Statement No. 449/UBND-KT dated January 21, 2016 to apply for the assessment and approval of the Planning for development of wind power in Ca Mau province by 2020 with vision towards 2030 which is drawn up by the Power Engineering Consulting Joint-Stock Company 2;

Upon the request of the Director of the General Directorate of Energy,

HEREBY DECIDES

Article 1.Approve “Planning for development of wind power in Ca Mau province by 2020 with vision towards 2030” (hereinafter referred to as either Planning or Planning Scheme), including the following main contents:

1. Planning viewpoints

- The Planning Scheme must be aligned with wind energy potentials in this local jurisdiction.

- Generate favorable conditions to mobilize capital from economic sectors with a view to making the most of advantages relating to wind and land resources, contributing to the growth of the wind power industry; provide an additional source of electricity to contribute to maintaining national energy security and meeting the objectives of changing the economic restructure at this local jurisdiction.

- The Planning Scheme must match the sectoral and local planning schemes with a view to making best use of wind energy potentials and other advantages available in this jurisdiction. 

- The Planning Scheme must ensure feasibility, effectiveness in the socio-economic development of the entire region and must address environmental protection issues.

2. Planning objectives

By 2020, the accumulative installed capacity will be around 350 MW with the equivalent wind power generation output of about 997.5 million kWh.

3. Planning for development of wind power in by 2020 with vision towards 2030

3.1. Planning for establishment of potential zones intended for development of wind power projects by 2020 with vision towards 2030

Specific planned zones shall be listed below:

3.2. Planning and Portfolio of wind power projects to be developed by 2020 Chart of wind power projects to be developed by 2020:

Project locations and boundary coordinates of wind power projects to be developed by 2020 shall be shown in detail in the Annexure.

4. Orientation towards connection of wind power projects to be developed by 2020 to the national power grid 

Wind power projects will be connected to the transmission line at the transmission-level voltage of 110kV.

When receiving proposals of investors to invest in wind power projects specified in the Chart stated in 3.2 of clause 3 of Article 1, the People’s Committee of Ca Mau province must request these investors to determine the exact project capacity based on wind measurement data updated till the date of formulation of the feasibility study report, and report to the Ministry of Industry and Trade for its review and decision whether or not the project capacity must be adjusted.

Plans for connection of wind power plants to the national electricity system, scale and progress of construction of transmission facilities and transformer stations will be approved and consolidated into the province’s electricity development planning so that investments in wind power projects will be carried out on schedule within the planning period. 

Article 2. Implementation

1. People’s Committee of Ca Mau province

a) Take charge of releasing the Planning Scheme and the Portfolio of wind power projects to be developed within the planning period; monitor, assess, inspect and oversee the implementation of the Planning Scheme for development of wind power in the locality.

b) Preside over the implementation and prioritize operation of wind power projects and maximize efficiency in use of land at zones potential for development of wind power during the planning period in order to ensure that the Planning Scheme is consistent with the land use planning, the planning for development of maritime economic zones and planning schemes in other industries and localities.

c) Encourage involvement of domestic and overseas economic sectors in making investment in wind power projects defined in the Planning Scheme.

d) Cooperate with Vietnam Electricity Corporation, National Power Transmission Corporation and Southern Power Corporation in developing the detailed plan for implementation of the Planning Scheme over periods of time.

e) Manage, monitor, oversee and prepare reports on investments in wind power projects in the province in accordance with regulations in force.

2. Vietnam Electricity Corporation and its affiliates

a) Cooperate with the People’s Committee of Ca Mau province in undertaking the implementation of the Planning Scheme.

b) Approve projects for construction of transmission grid facilities in terms of their investment scale and transmission-level voltages in order to ensure compliance with regulations on electricity transmission and distribution systems, adopted by the Ministry of Industry and Trade.

3. Department of Industry and Trade of Ca Mau province

With respect to certain wind power projects with or without wind speed measurement reports prescribed by regulations in force, the Department of Industry and Trade of Ca Mau province must request investors in these projects to submit reports to the Ministry of Industry and Trade in order to seek its agreement on their capacity before reporting to the provincial People’s Committee for its review and decision to grant approval of the policy for investment in these projects.

Direct the Power Engineering Consulting Joint-Stock Company 2 to prepare the complete planning scheme according to details of the Planning Scheme specified in this Decision and submit it to People's Committee of Ca Mau province, Ministry of Industry and Trade, General Directorate of Energy, Vietnam Electricity Corporation, National Power Transmission Corporation and Southern Power Corporation for their management and implementation of the Planning Scheme.

Article 3.The Chief of the Ministry’s Office, Director of General Directorate of Energy, General Director of Vietnam Electricity Corporation, General Director of National Power Transmission Corporation, General Director of Southern Power Corporation, Chairman of People’s Committee of Ca Mau province, and other entities concerned, shall be responsible for implementing this Decision./.
