CIRCULAR
PROMULGATION OF NATIONAL TECHNICAL REGULATION ON ENVIRONMENTAL TREATING PRODUCTS IN AQUACULTURE
Pursuant to the Government’s Decree No. 15/2017/ND-CP dated February 17, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Technical Standards and Regulations dated June 29, 2006;
Pursuant to the Law on Fishery dated November 21, 2017;
At the request of the Director of the Department of Science, Technology and Environment and General Director of the Directorate of Fisheries;
The Minister of the Ministry of Agriculture and Rural Development hereby promulgates a National technical regulation on environmental treating products in aquaculture.
Article 1. The National technical regulation on environmental treating products in aquaculture is promulgated together with this Circular. Part 1:Chemical, biological products. Code: QCVN 02-32 - 1: 2019/BNNPTNT.
Article 2. This Circular comes into force from January 01, 2020.
Article 3. Chief of the Ministry Office; Director of Department of Science, Technology and Environment; Director General of Directorate of Fisheries; heads of relevant units affiliated to the Ministry; Directors of Departments of Agriculture and Rural Development of provinces and central-affiliated cities and relevant organizations and individuals are responsible for the implementation of this Circular.
Difficulties that arise during the implementation of this document should be reported to the Ministry of Agriculture and Rural Development for consideration./.

Foreword
QCVN 02 – 32 -1: 2019/BNNPTNT is developed by the Directorate of Fisheries, submitted to the Ministry of Agriculture and Rural Development and promulgated together with the Circular No. 08/2019/TT-BNNPTNT dated August 08, 2019.
NATIONAL TECHNICAL REGULATION ON ENVIRONMENTAL TREATING PRODUCTS IN AQUACULTUREPART 1: CHEMICAL, BIOLOGICAL PRODUCTS
1. GENERAL
Scope: This document provides for permissible levels in chemicals and biological products intended for environmental treatment in aquaculture (HS codes are provided in the Appendix hereof).
1.2. Regulated entities: This document applies to organizations and individuals related to manufacturing and import of chemicals and biological products intended for environmental treatment in aquaculture.

1.4. Definitions
For the purposes of this document, the terms below shall be construed as follows:
1.4.1. “enzyme preparation” means a biological product containing one or more enzymes with or without a carrier.
1.4.2. “microbiological preparation” means a biological product containing one or more microorganisms that are beneficial and harmless to aquatic animals, with or without a carrier.
1.4.3. “preparation extracted from organisms” means a biological product containing beneficial ingredients and active ingredients extracted from organisms (mainly oligosaccharides, chitosan, saponins, β-Glucan, organic acids, etc.) that are beneficial and harmless to aquatic animals, with or without carrier.
1.4.4. “premixed preparation” means a biological product that contains a mixture of different preparations (enzyme preparations, microbiological preparations, ingredients and active ingredients extracted from organisms) that are harmless to aquatic animals, with or without carrier.
2. TECHNICAL REQUIREMENTS
2.1. Chemicals intended for environmental treatment in aquaculture

Other chemicals on the List of chemicals, biological products, microorganisms and ingredients contained ingredients in aquaculture feed permitted for use in aquaculture in Vietnam must comply with the maximum levels set out in Table 1.
2.2. Natural mineral products intended for environmental treatment in aquaculture

Other natural mineral products on the List of chemicals, biological products, microorganisms and ingredients in aquaculture feed permitted for use in aquaculture in Vietnam must comply with the maximum levels set out in Table 2.
2.3. Biological products intended for environmental treatment in aquaculture

* Regarding microbiological preparations that contain multiple species that share the same genus name, the average number of beneficial organisms must be ≥ 106CFU/g (or ml).
Enzyme preparations, preparations extracted from microorganisms and mixed preparations must comply with the maximum levels set out in Table 3.
3. TEST METHODS
Determine CCE according to ASTM C25 – 11.
Determine arsenic in chemicals according to TCVN 8900-9:2012.
Determine arsenic in chemicals according to TCVN 8467:2010 (ISO 20280:2007).
Determine lead in chemicals according to TCVN 8900-7:2012. Determine lead in minerals according to TCVN 6496:2009.Determine active chlorine according to AMTS D2022 − 89 (Reapproved 2016).
Determine formaldehyde in chemicals according to TCVN 7764-3 : 2007 (ISO 6353-3 : 1987).
Determine glutaraldehyde according to Food Chemicals Codex - Monograph Title: Glutaraldehyde.
Determine Benzalkonium chloride according to Vietnamese Pharmacopoeia 4th (published in 2009), page 84.
Determine iodide according to Vietnamese Pharmacopoeia 4th (published in 2009), page 505.
Determine Potassium permanganate according to Vietnamese Pharmacopoeia 4th, page 333.
Determine SiO2 according to TCVN 7131 : 2002.
Determine Salmonella according to TCVN 4829:2005 (ISO 6579:2002).
Determine Escherichia coli according to TCVN 7924 - 2:2008.
4. REGULATORY REQUIREMENTS
4.1. Declaration of conformity
Organizations and individuals shall submit declarations of conformity of chemicals and biological products intended for environmental treatment in aquaculture as follows:
4.1.1. Regarding domestically manufactured products, the certification result given by the certification body registered or accredited as prescribed by law shall be sent.
4.1.2. Regarding imported products, the certification or assessment result given by the certification body or the conformity assessment body registered or accredited as prescribed by law shall be sent.
4.2. Conformity assessment
Organizations and individuals shall assess conformity of chemicals and biological products intended for environmental treatment in aquaculture as follows:
4.2.1. Regarding domestically manufactured products, Method 1 (Representative sample testing) shall be adopted.
4.2.2. Regarding imported products, Method 7 (Testing and evaluation of batches of goods) shall be adopted.
4.3. Procedures and documentation requirements for declaration of conformity are specified in Clauses 3 and 4 Article 1 of the Circular No. 02/2017/TT-BKHCN dated March 31, 2017 of the Ministry of Science and Technology on amendments to the Circular No. 28/2012/TT-BKHCN dated December 12, 2012.
Departments of Agriculture and Rural Development of provinces and central-affiliated cities shall receive documents submitted for declaration of conformity by organizations and individuals registering their manufacturing and trading within provinces and cities.
4.4. Contents, sequence and principles of using conformity assessment methods are specified in the Appendix II of the Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology.
5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Organizations and individuals mentioned in Section 1.2 shall comply with regulations of this document.
6. IMPLEMENTATION
6.1. The Directorate of Fisheries and Departments of Agriculture and Rural Development of provinces and cities shall inspect the implementation of this document as assigned by the Ministry of Agriculture and Rural Development.
6.2. The Directorate of Fisheries shall disseminate, provide guidance and cooperate with relevant authorities in organizing the implementation of this document.
6.3. In the cases where any of the regulations referred to in this document is amended or replaced, the newest one shall apply.
