VỀ VIỆC ĐIỀU ƯỚC QUỐC TẾ CÓ HIỆU LỰC
Thực hiện quy định tại Điều 56 của Luật Điều ước quốc tế năm 2016, Bộ Ngoại giao trân trọng thông báo:
Công hàm sửa đổi Hiệp định giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ Hung-ga-ri về việc thiết lập chương trình khung cho hợp tác tài chính ký ngày 12 tháng 01 năm 2017, ký tại Hà Nội ngày 25 tháng 6 năm 2020 có hiệu lực từ ngày 05 tháng 11 năm 2020.
Bộ Ngoại giao trân trọng gửi bản sao Công hàm theo quy định tại Điều 59 của Luật nêu trên./.

Note Verbale
The Ministry of Foreign Affairs end Trade of Hungary (hereinafter “the Ministry”) presents its compliments to the Ministry of Finance of the Socialist Republic of Vietnam, and has the honour to communicate the following with reference to the latter’s Note no. 38/BTC-QLN, dated 19 June 2020 on the amendment of the 12 January 2017 Framework Agreement between the Government of Hungary and the Government of Vietnam on the Establishment of Framework Programme for Financial Co-operation (hereinafter: “the Agreement”).
The Hungarian Side kindly accepts the amendment proposal of the Vietnamese Side, according to which the Agreement will be amended as follows.
The third paragraph of Article 3 of the Agreement shall be amended as follows:
"Tenor of the credit disbursed under the tied aid credit line shall not exceed twenty-eight (28) years, which includes three (3) years grace period and twenty-five (25) years repayment period. The first repayments is due forty-two (42) months from the starting point of credit as defined in the OECD Arrangement. The interest rate is zero (0) % per annum.”
Point b) of Article 10 of the Agreement shall be amended as follows:
“This Agreement shall be valid for a period of five (05) years from the date of its coming into force, and shall be automatically renewed for a period of one (01) year, unless one Party informs the other of its decision to terminate it, by means of a written notification at least three (3) months prior to expiry.”
The Note Verbal from the Ministry of Finance of the Socialist Republic of Vietnam and the present Note Verbal in reply of the Ministry of Foreign Affairs and Trade of Hungary shall constitute an Agreement between the Government of the Republic of Vietnam and the Government of Hungary on the amendment of the Agreement and shall be an integral part of the Agreement, which shall come into force according to point a) of Article 10 of the Agreement.
The Ministry of Foreign Affaire and Trade of Hungary avails itself of this opportunity to renew to the Ministry of Finance of the Socialist Repucblic of Vietnam the assurances of its highest consideration.

The Embassy of Hungary in Hanoi presents its compliments to the Ministry of Finance of the Socialist Republic of Vietnam and with reference to Note No. 38/BTC/QLN dated 19th June 2020 of the latter has the honour to herewith forward Note No. KKM/7627-12/2020/Adm dated 25 June 2020 of the Ministry of Foreign Affairs and Trade of Hungary regarding the amendment of the Framework Agreement between the Government of Hungary and the Government of the Socialist Republic of Vietnam on the Establishment of a Framework Programme for Financial Co-operation (hereinafter: "the Agreement").
The Embassy kindly informs the esteemed Ministry that the Hungarian Side accepted the amendment proposal and completed the internal legal procedures necessary for the amendment and its promulgation. The Vietnamese Side is kindly requested to acknowledge receipt of present Note and notify the Hungarian side regarding the amendment entering into force in line With Article 10 Point a) of the Agreement.

VERBAL NOTE
The Ministry of Finance of the Socialist Republic of Viet Nam presents its compliments to the Ministry of Foreign Affairs and Trade of Hungary. With reference to the letter's Note Verbale Ref. KKM/7627-12/2020/Adm dated June 25th, 2020 on the amendment of the Framework Agreement between the Government of the Socialist Republic of Viet Nam and the Government of Hungary about the Establishment of a Framework Programme for Financial Cooperation signed on 12th January 2017 (hereafter called “the Framework Agreement”), the Ministry of Finance of the Socialist Republic of Viet Nam has the honour to commucicate with your esteemed Ministry as follows:
1. The Ministry of Finance of the Socialist Republic of Viet Nam agrees with the Ministry of Foreign Affairs and Trade of Hungary on the extension of temporal scope and amendment of financial terms of the Framework Agreement as mentioned in the Note Verbale Ref. KKM/7627-12/2020/Adm dated June 25th 2020, details as follows:
Paragraph 3 of Article 3 shall be amended as follows:
