RESOLUTION

On reduction in land rent and water surface rent in 2022 for entities affected by COVID-19

THE GOVERNMENT OF VIETNAM

Pursuant to the Law on Governmental Organization dated June 19, 2015; Law on amendments to the Law on Governmental Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to Conclusion No. 24-KL/TW dated December 30, 2021 of the Politburo on the Socio-Economic Recovery and Development Program;

Pursuant to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies applied to support the Socio-Economic Recovery and Development Program;

Pursuant to Decree No. 39/2022/ND-CP dated June 18, 2022 of the Government on Working Regulations of the Government of Vietnam;

Pursuant to Official Dispatch No. 1649/TTKQH-TCNS dated October 27, 2022 of the Secretary-General of the National Assembly on the notice of opinions of the Standing Committee of National Assembly;

 On the basis of the result of election of Government’s members.

HEREBY RESOLVES:

Article 1. 30% reduction in the land rent and water surface rent in 2022 is applied to organizations, units, enterprises, households and individuals that are directly leasing land from the State under decisions or contracts or certificates of land use rights and rights to ownership of house and other properties associated with the land issued by competent state authorities via the method of land lease with annual rental payment due to COVID-19.

Article 2. The Ministry of Finance shall appeal to the Prime Minister to promulgate a Decision on reduction in land rent and water surface rent according to Article 1 of this Resolution.

Article 3. This Resolution comes into force from the date of signing and replaces the fourth paragraph Point a Section 3 Part II of Resolution No. 11/NQ-CP dated January 30, 2022 of the Government on the Socio-Economic Development and Recovery Program and implementation of Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetarypolicies applied to support the Program.

Article 4. Ministers, Heads of Ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities, Presidents of the Members' Council, General Directors of State-owned groups and corporations are responsible for implementing this Resolution; Any difficulties arising during the period of implementation of this Resolution should be promptly and fully reported to the competent authorities as prescribed./.
