Decision 2580/QD-BNN-KHCN 2018 amending Clause 1, Article 1 of Decision 3869/QD-BNN-KHCN stipulating the content and norms of budgeting for ministerial-level science and technology tasks using the state budget of the Ministry of Agriculture and Rural Development

DECISION

AMENDING CLAUSE 1 ARTICLE 1 OF DECISION NO.3869/QD-BNN-KHCN DATED SEPTEMBER 28, 2015 PROVIDING FOR ESTIMATES OF FUNDING FOR MINISTERIAL SCIENTIFIC AND TECHNOLOGICAL TASKS FUNDED BY STATE BUGET OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No.15/2017/ND-CP dated February 17, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Circular No.18/2015/TT-BNNPTNT dated April 24, 2015 of the Minister of Agriculture and Rural Development on management of science and technology tasks of the Ministry of Agriculture and Rural Development;

Pursuant to Joint Circular No.55/2015/TTLT-BTC-BKHCN dated April 22, 2015 of the Ministry of Finance and Ministry of Science and Technology providing for guidelines on establishment and allocation of funding estimates and expenditure statement for science and technology tasks funded by state budget;

At the request of Directors of Department of Science Technology and Environment and Department of Finance,

HEREBY DECIDES:

Article 1. Clause 1 Article 1 of Decision No.3869/QD-BNN-KHCN dated September 28, 2015 shall be amended as follows:

1. Estimate of wages

a) Wage of a participant in scientific and technological tasks shall be equal to his/her daily wage multiplied by the number of working days.

- Method for calculating daily wage:

Daily wage (VND) = Statutory pay rate x Daily wage coefficient

Where:

- Hstcn are daily wage coefficients specified in table 1.

- The presiding body and the president of shall provide a detailed explanation for estimate of position-based wages paid to participants in scientific and technological tasks and number of working days under regulations in the Labor Law and current State regulations, in which 8 working hours will be converted into a working day (in the event of incomplete working day, a working period of less than 4 hours will be considered half of a working day and a working period of more than 4 hours will be considered a full working day).

b) The estimated wage of technicians and assistants shall not exceed 20% of total estimated wage of the participants specified in point 1, 2 and 3 in table 1 provided herein.

Article 2. This Decision will replace clause 1 Article 1 of Decision No.3869/QD-BNN-KHCN dated September 28, 2015 of the Ministry of Agriculture and Rural Development.

Article 3. This Decision comes into force from the day on which it is signed.

Article 4. Chief of the Ministry Office, Directors of Department of Science Technology and Environment and Department of Finance and Directors of relevant entities shall take responsibility to implement this Decision./.
