Decision 38/2000/QD-NHNN1 on forecasting period and periodical provision of information for working capital management of working capital issued by the Governor of the State Bank

DECISION

ON THE FORECASTING PERIOD AND PERIODICAL PROVISION OF INFORMATION FOR THE MANAGEMENT OF LIQUIDITY

THE GOVERNOR OF THE STATE BANK

Pursuant to the Law on the State Bank of Vietnam No. 01/1997/QH10 dated 12 December, 1997;
Pursuant to the Decree No. 15/CP dated 2 March 1993 of the Government providing for the assignment, authority and responsibility for State management of the ministries and ministerial-level agencies;
Upon the proposal of the Director of the Monetary Policy Department,

DECIDES

Article 1. The liquidity forecasting period shall be 3 times per month. The first period shall be from the 1st to 10th of the month. The second time shall be from 11th to 20th of the month. The third time shall be from 21th to the end of the month.

In case the 1st, 11th and 21th fall on the non-working days in accordance with applicable provisions, the forecasting period shall start from the next working day.

In case the 10th, 20th and the last day of the month fall on the non-working day, the forecasting period shall end on the previous working day.

Article 2. The periodical provision of information by the units of the State Bank of Vietnam to the Monetary Policy Department in accordance with the Regulation on Management of the liquidity issued in conjunction with Decision 37/2000/QD-NHNN1 dated 24 January 2000 shall be as follows:

1. The Accounting and Finance Department: provision of actual information of previous period and the forecast for the next period within 2 working days following the completion of the forecasting period.

2. The Foreign Exchange Control Department: provision of information within the first 5 working days of each month.

3. The Credit Department: provision of information of previous period and the forecasted statistics for the next period within 2 working days following the completion of the forecasting period.

4. The Issuing and Vault Department: within 2 working days following the completion of the reporting period, provision of information every 5 days on the 5th, 10th, 15th, 20th, 25th and the last day of the month.

5. The Banking Operations Department: provision of information of the previous working day at the end of each working day. The information relating to the performance of the auction market of Bills and Bonds conducted through the State Bank shall be provided in the afternoon of the auction day upon the availability of the auction results.

Article 3. This Decision shall be effective after 15 days from the date of signing.

Article 4. The Director of the Administration Department, the Chief Inspector, the Heads of the State Bank units shall be responsible for the implementation of this Decision.
