DECISION
PROMULGATING AN ACTION PLAN TO RUN THE SCHEME FOR ANIMAL HUSBANDRY RESTRUCTURING WITH THE AIM OF VALUDE ADDED IMPROVEMENT AND SUSTAINABLE DEVELOPMENT
MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No.199/2013/ND-CP dated November 26, 2013 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No.899/QD-TTg dated June 10, 2013 of the Prime Minister approving the Scheme for agriculture restructuring with the aim of value added improvement and sustainable development;
Pursuant to Decision No.984/QD-BNN-CN dated May 09, 2013 of the Minister of Agriculture and Rural Development approving the Scheme for animal husbandry restructuring with the aim of value added improvement and sustainable development;
At the request of Director of Department of Livestock Husbandry,
HEREBY DECIDES:
Article 1. This Decision is promulgated together with an Action plan for running the Scheme for animal husbandry restructuring with the aim of value added improvement and sustainable development;
Article 2. This Decision comes into force form the day on which it is signed.
Article 3. Chief of the Ministry Office, Director of Department of Livestock Husbandry and Planning Department; Directors of ministerial agencies, Departments of Agriculture and Rural Development of provinces and centrally-affiliated cities and relevant agencies shall take responsibility to implements this Decision./.

ACTION PLAN
FOR RUNNING THE SCHEME FOR ANIMAL HUSBANDRY RESTRUCTURING WITH THE AIM OF VALUE ADDED IMPROVEMENT
AND SUSTAINABLE DEVELOPMENT
(Issued together with Decision No.985/QD-BNN-CN dated May 09, 2014 of the Ministry of Agriculture and Rural Development)
I. OBJECTIVES
1. Operate the Scheme for animal husbandry restructuring with the aim of value added improvement and sustainable development (hereinafter referred to as “the Scheme”) in an efficient manner to carry out the Scheme for agriculture restructuring with the aim of value added improvement and sustainable development.
2. Determine time for fulfillment of particular tasks included in the Scheme.
II. MAIN TASKS
1. Developing and reviewing planning projects for animal husbandry development
- Review and re-assess provincial animal husbandry planning projects based upon provincial animal husbandry restructuring schemes.
- Promulgate animal husbandry planning projects for provinces without planning projects based upon the restructuring scheme in the coming time.
- Carry out planning projects for animal husbandry development in conjunction with the slaughter planning projects and consumption market.
- Establish disease-resistant zones for animal breeding and models of linkages in production together with animal products' origin tracing.
2. Formulating policies, legislative documents and improving regulatory and institutional framework
- Issue the assistance policy on enhancing the quality of family farm in the period of 2015-2020.
- Propose the issuance of the Law on Animal Husbandry and guiding documents thereof.
- Adjust and issue documents on state management in livestock breeds, animal feed, breeding environment together with climate change.
- Issue regulations and standards for livestock breeds, animal feed, breeding environment; disease prevention and veterinary hygiene.
- Issue procedures for animal breeding, slaughter and processing to ensure disease resistance and biosecurity.
- Strictly carry out inspection and supervision of management of livestock breeds, animal feed; breeding environment; disease prevention and control and animal slaughter.
3. Improving productivity and quality of cattle and poultry breeds
- Review, select and eliminate unqualified male breeds.
- Set up a national male breed management system.
- Improve facilities producing livestock breeds under local and central management.
- Import new cattle and poultry breeds; cattle sperms (cow, pig) with high quality to serve the selection and crossbreeding process for the purpose of improving productivity of domestic herds of cattle and poultry.
4. Studying and applying science technology and technical advances in livestock production
- Invest in resources for scientific research on animal husbandry;
- Conduct a study on bio-technology and genetics for the purpose of selecting and multiplying breeds of pig and poultry with high productivity and quality for domestic consumption and export purposes.
- Conduct research on selection and cross-breeding of cross-bred combinations (pigs and chickens plumage) suitable for the ecological zone in order to improve the value added and regional advantages.
- Conduct research on nutrition, formulas and production of animal feed for industrial animal husbandry by using available and new ingredients in the local authority such as paddy, rice, agricultural by-products, etc.
- Disseminate breeds produced by applying technical advances in breeding of pigs, poultry and cows.
- Conduct research on application and development of technology for new materials and microorganism used for treatment of breeding environment.
- Apply science, information technology and informatics in management of livestock breeds, animal feed and livestock production.
5. Providing dissemination, training and practice courses
- Disseminate contents of the Scheme.
- Hold national conferences on management of livestock breeds, cooperative groups of animal breeding and use of biological padding.
- Provide training for breed managers and collectors of feed samples.
- Provide training for inseminators (for pigs and cows) and practice courses in breeding techniques for livestock farms and family farms.
6. Caring of animal health
- Vaccinate and sanitize the livestock in a full and efficient manner to prevent animal diseases.
- Carry out animal quarantine and control import and export and prevent and fight against smuggling of cattle, poultry and animal products.
- Carry out strict inspection of disease prevention and control and veterinary hygiene in local authorities.
- Manage slaughter, transport and processing of cattle and poultry products.
III. IMPLEMENTATION
1. The Department of Livestock Husbandry shall take charge and cooperate with entities in implementing and urging these entities to implement the program and make periodic reports on such implementation.
2. Directors of relevant ministerial agencies, Departments of Agriculture and Rural Development of provinces and centrally-affiliated cities and relevant entities shall prepare their particular action plans to proceed the Scheme in a timely and efficient manner according to the reality.
3. Conduct annul assessment and send annual reports on implementation results which specify fulfilled and unfulfilled tasks, causes and proposed solutions to the Department of Livestock Husbandry.
