Decision No. 1110/QD-TTg dated August 17, 2012, giving approval to master plan for the network of fire and rescue forces up to 2020 and vision up to 2030

DECISION

GIVING APPROVAL TO MASTER PLAN FOR THE NETWORK OF FIRE AND RESCUE FORCES UP TO 2020 AND VISION UP TO 2030

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Public Security at the Statement No. 21/TTr-BCA dated January 16, 2012 and at the Statement No. 255/TTr-BCA dated July 23, 2012; opinions of the Ministry of Planning and Investment at the letter No. 1059/BKHDT-QPAN dated December 29, 2012; opinions of the Ministry of Finance at the letter No. 3096/BTC-VI dated March 09, 2012; opinions of the Ministry of Home Affairs at the letter No. 645/BNV-TCBC dated February 27, 2012; and opinions of the Ministry of Defense at the letter No. 578/BQP-TM dated March 02, 2012;

DECIDES:

Article 1. To approve the “Master Plan for the network of fire and rescue forces up to 2020 and vision up to 2030” Project with the following principal contents:

1. Planning subjects

Concentrate on building up the planning on organization and regular members of the complement; equipment of means and conditions for ensuring operations of the fire and rescue forces.

2.  Viewpoints

-  Effectuate planning on organizational structure and arrangement of a suitable and effective network in conformity with the national socio-economic planning and strategies and those at each different region or area; In addition, the international co-operation in the firefighting and rescue shall be carried out step by step.

-  Enhance professional capacity and build up regular, élite and step-by-step modern fire and rescue forces from the Central Government to local authorities for effectuating duties of protection of order and security; minimize loss of life and property caused by fire, explosion, accidents and problems to the minimum.

- Ensure scientism, synchronism, comprehensiveness and modernity; inherit and promote existing resources on the best way for displaying collective strength of entire political system, displaying strength of the whole country, stepping up private sector involvement in firefighting and rescue; execute investments with clear focus and main point and in conformity with actual conditions of our country and the world.

3. Project’s objectives

a) General objectives:

Build up and develop the fire and rescue forces in the whole country and those at each locality for the purpose of strengthening the effect of fire and rescue affairs, protecting the people’s life and property, protecting the national wealth, holding fast to political security and social security and public order and protecting the national career in industrialization and modernization.

b) Specific objectives:

- Stage 1 (from 2013 to 2015): Basically fulfill the establishment, consolidation and strengthening of the apparatus and personnel and the investment in means and material facilities at the minimum rate for the fire and rescue forces from the Central Government to local authorities, especially in big provinces and cities, main socio-economic areas and main economic regions of the North, Central and South.

- Stage 2 (from 2016 to 2020): By summarizing and learning from Stage 1, investment in building up the fire and rescue forces competent to fulfill requirements of firefighting and rescue and contribute to the national career in industrialization and modernization shall be continued.

- Stage 3 (from 2021 to 2030): Build up regular, élite and modern fire and rescue forces for meeting national requirements of socio-economic development. A network of the fire and rescue forces in accordance with the Law on fire prevention and fighting is developed.

4. Governing agency for project performance: Ministry of Public Security

5. Contents of planning:

a) Stage 1 from 2013 to 2015:

- Organization, apparatus and personnel:

+ Establish 12 fire departments at the following provinces and cities: Quang Ninh, Thai Nguyen, Bac Ninh, Thanh hoa, Nghe An, Thua Thien Hue, Quang Ngai, Binh Dinh, Khanh Hoa, Lam Dong, Dak Lak và Ba Ria – Vung Tau;

+ Perfect organizational model and personnel of Vietnam Fire and Rescue Department.

+ Concentrate on building up 03 following centers: the National response center for fire and rescue emergency (Northern region); the National center for accreditation of fire and rescue equipments; and the National Command Center for fire and rescue affairs.

+ Perfect organizational models and personnel of the fire departments of Hochiminh City, Ha Noi, Hai Phong, Da Nang, Can Tho, Binh Duong, Dong Nai and Vinh Phuc;

+ Establish 90 professional firefighting teams and 108 professional rescue teams at the main regions where the fire and explosion are frequently happened and at least 01 team in each locality.

+ Increase the complement to 8,575 persons during the period from 2013 to 2015 including 6,657 regular staff members and 1,918 soldiers.

- Equipment: Concentrate on investment in fire and rescue equipment as follows:

+ Motorized fire and rescue vehicles:

+ Equip with means of communication and command in firefighting and a number of other fire and rescue facilities.

+ Systemize the command centers for fire and rescue affairs.

- Brigades of the fire and rescue forces:

+ Newly invest and improve or upgrade fire departments of provinces and districts in 2013 – 2015;

+ Invest in new construction of 51 fire brigades affiliated to fire department of districts.

- Total investment: VND 7,542.91 billion (Seven thousand, five hundred forty two billion, nine hundred and ten million dongs), including:

+ Investment in equipment of fire and rescue means: VND 4,610,779 billion

+ Investment in infrastructural construction (new construction and improvement of brigades for fire and rescue units; construction of National response center for fire and rescue emergency and National center for accreditation of fire and rescue equipments): VND 2,874.02 billion.

+ Investment in training and improving professional capacity in firefighting and rescue and salvage search for the fire and rescue forces: VND 58.12 billion.

b) Stage 2 and Stage 3 from 2016 to 2030:

Basing on actual situation, the Ministry of Public Security shall submit a summation report of Stage 2012-2015 to the Prime Minister for decision.

6. Planning solutions

a) Resources

- Increase annual training target of the Fire Prevention and Fighting University (including civil system); build up a number of campuses of the Fire Prevention and Fighting University in the South.

- Increase training target for citizens who have been working with definite term in the People's Police Force and have expectation of long-term service to become professional officials in the fire and rescue affairs.

- Carry out domestic and overseas training and retraining programs for improving qualification and professional capacity of commanders and senior executives.

- Expand mode of training: Short-term training, regular long-term training, in-service training, domestic and overseas training, supervised training and self-training.

b) Source of capital:

The investment in firefighting and rescue activities is raised from the state budget, official development assistance (ODA), collection from fire insurance and support contributed by ministries, agencies and economic units (industrial parks, export processing zones, economic zones, etc.)

7. The invested capital originated from the central budget for Stage 1 (2013 – 2015) is VND 2,488.46 billion.

Article 2. Planning organization and execution

1. Ministry of Public Security is responsible for:

- Governing and coordinating with ministries, agencies and local authorities for effectively implementing this Project and other approved projects and conducting periodical and preliminary summing-up, making summation for leaning experience and carrying out report policies in accordance with regulations.

- Governing and coordinating with the National Committee for Search and Rescue and following Ministries: Ministry of Planning and Investment, Ministry of Finance, Ministry of Home Affairs, Ministry of Labour, Ward Invalids and Social Affairs and relevant ministries and agencies for setting up and submitting the 05 following subprojects of this Project to the Prime Minister:

+ Project 1: Project on perfecting organization and enhancing regular members for the fire and rescue forces up to 2020 and the vision to 2030.

+ Project 2: Project on investment and provision of fire and rescue equipments and facilities for the fire and rescue forces from 2013 to 2015.

+ Project 3: Project on investment and construction of brigades for the fire and rescue forces.

+ Project 4: Project on establishment of National response center for fire and rescue emergency.

+ Project 5: Project on establishment of National center for accreditation of firefighting and rescue equipments.

2. Ministries, agencies and People’s Committees of provinces and cities directly under the Central Government shall organize and implement this fire and rescue forces planning project. Conditions served for the firefighting and rescue must be considered and ensured at the same time when any development planning is set up and executed by Ministries, agencies and local authorities.

3. The People’s Committees of provinces and cities directly under the Central Government shall be responsible for:

- Arranging location for building brigades for local newly established fire teams according to instructions of the Ministry of Public Security; giving the local fire and rescue forces financial support for building, improving and innovating their brigades, equipping, repairing and maintaining fire and rescue equipments; providing investment cost and building up reserve forces in accordance with the Law on fire prevention and fighting.

- Directing the management authorities of industrial parks, economic zones and main economic units to build up local fire teams who work under specialized regime in accordance with regulations. Making 70% and 100% of the main economic units, industrial parks, export processing zones, high-tech parks and economic zones, in 2015 and 2020 respectively, maintain fire and rescue teams working under specialized regime.

- Directing the establishment and maintaining operation of local fire prevention and fighting forces and reserve forces. Making 80% and 100% of facilities, in 2015 and 2020 respectively, maintain local firefighting teams; making 70% and 100% of communal agencies, in 2015 and 2020 respectively, maintain reserve forces.

4. Ministry of Planning and Investment and Ministry of Finance, basing on the planning Project and other approved projects, make annual plan on providing investment cost for the fire and rescue forces having good progress of this Project and that of its subprojects.

5. Ministry of Construction, Ministry of Transport and the local People’s Committees are responsible for ensuring traffic network and executing projects on provision of firewater for urban areas to ensure the firefighting demands.

Article 3. This Decision shall take effect from the signing date.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of the People’s Committees of provinces and cities directly under the Central Government and heads of relevant agencies and units shall implement this Decision.
