DECISION
APPROVING THE SCHEME ON PILOT INNOVATION OF OPERATIONAL MECHANISM OF THE NATIONAL ECONOMICS UNIVERSITY DURING 2015 - 2017
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Education dated June 14, 2005 and the Law on amendments to the Law on Education dated November 25, 2009;
Pursuant to the Law on Higher Education dated June 18, 2012;
Pursuant to the Government’s Decree No. 49/2010/ND-CP dated May 14, 2010; the Government’s Decree No. 74/2013/ND-CP dated July 15, 2013 amending certain articles of the Government’s Decree No. 49/2010/ND-CP dated May 14, 2010 on reduction and exemption of tuition fees, support for learning cost, collection and use of tuition fees applicable to educational institutions belonging to the national education system from the 2010 – 2011 academic year to the 2014 – 2015 academic year;
Pursuant to the Government’s Resolution No. 77/NQ-CP dated October 24, 2014 on pilot renovation of the operational mechanism of public tertiary education institutions during 2014-2017;
Pursuant to the University Charter promulgated under the Decision No. 70/2014/QD-TTg dated December 10, 2015 by the Prime Minister;
Considering the request of the President of the National Economics University,
DECIDES:
Article 1. To approve the Scheme on pilot innovation of the operational mechanism of the National Economics University during 2015 – 2017 (referred to as the Scheme) with the following principal contents:
I. OBJECTIVES
1. General objectives
The National Economics University (referred to as “NEU”) shall actively, reasonably and effectively utilize its resources to innovate and improve its operational quality, and strive for a tertiary education institution with academic research orientations in conformity with regional and international standards; and provide opportunity to approach NEU’s training programs for students with difficult circumstances and social policy beneficiaries.
2. Specific objectives
a) Establish and develop the NEU’s organizational structure and personnel under the model of a tertiary education institution with modern academic research orientations; apply standards on quality management system and information technology applications to manage NEU in a comprehensive manner, ensure the managerial and leading capacity, and effective management.
b) Continue to improve the scientific research and training quality in the way of adapting to international integration; ensure that learners shall be equipped and provided with professional knowledge, skill training and improvement of professional ethics and characters as committed by the NEU for meeting social needs.
c) Develop and perfect training disciplines and specialties, and training programs at all training levels on the basis of training programs of reputable tertiary education institutions in the world; establish textbooks system in terms of basic properties, modernity and conformity with Vietnam’s conditions.
d) Develop training scale in a reasonable way; carry out changes of training structure by attaching special importance to high-quality programs, advanced programs and training programs using foreign languages.
dd) Fulfill the social responsibility of a key public tertiary education institution with scholarship policies, facilitating students with difficult circumstance and policy beneficiaries in getting opportunity to study at NEU.
e) Use state funding in effective way and mobilize sources from the society, ensuring strong financial capacity, spacious and modern facilities according to NEU's development plans.
II. INNOVATION CONTENTS
1. Performance of scientific research and training duties
a) Make decisions on opening training disciplines and specialties in undergraduate level, master’s level and doctoral level to meet social needs in conformity with the NEU’s development orientations when fully satisfying conditions prescribed by law.
b) Determine enrollment quotas and organize the enrollment under NEU's enrollment plan in a transparent manner, and implement the enrollment priority policy as regulated.
c) Make decisions on training activities (training programs, teaching methods; languages; methods of examination and testing to assess learning results; textbooks, learning materials and management of training; printing, issuance and management of diplomas and certificates); ensure the graduate quality as committed by NEU.
d) Carry out the educational quality accreditation as regulated; conduct quality accreditation by international organizations step by step.
dd) Make decisions on educational programs in association with domestic and foreign educational facilities which are reputable educational organizations in the world.
e) Make decisions on scientific research activities; encourage the application and transfer of scientific research results while taking into account the market demands and social needs; make decisions on participation in scientific and technological tasks, scientific and technological services, and organization of seminars in coordination with domestic and foreign entities.
g) Provide public non-business services in the fields of education and training, and science and technology, including those under orders placed by the State.
2. Organizational apparatus
a) Decide and assume responsibility for the establishment, re-structuring, merger, division, separation and dissolution of its affiliated units; define functions, tasks and operational regulations of its affiliated units for ensuring the apparatus’s operational effectiveness.
b) Make decisions on the structure and number of its employees, job positions; recruit, manage, use and develop public employees and contract employees on the basis of regulations and policies approved by the university council in conformity with NEU’s development requirements; sign employment contracts and labor contracts, manage, use and terminate such contracts in accordance with law.
c) Sign labor contracts with domestic and foreign lecturers, scientists and managers to perform NEU’s teaching activities and scientific research, and satisfy requirements on training quality assurance.
3. Finance
a) Tuition
- NEU shall stably collect tuition in accordance with the plan stated in the following scheme:

- NEU must calculate and publicly announce specific tuition fee rates for groups of training disciplines and specialties, and training programs before the enrollment, ensuring that the average tuition rate (of general programs) shall not exceed NEU’s maximum tuition rate as prescribed in this Decision.
- The ceiling tuition rate of doctoral programs and master’s programs shall be, respectively, 2.5 times and 1.5 times the maximum tuition rate stated above; the tuition rate of continuing education programs shall not exceed 1.5 times the tuition rate of full-time programs of the same level and group of training disciplines.
- NEU shall make decision on the tuition rate of special programs under the project on opening special programs approved by state competent authorities.
- As for students who enrolled before the effective date of this Decision, NEU shall increase the tuition rate as of the effective date of this Decision provided that the maximum increase rate of the following academic year shall not exceed 30% of the tuition rate of the previous academic year.
b) Non-business revenues
NEU shall perform training support activities and services to improve training quality and serve learners. Revenues from these activities are determined on the principle of covering expenses and making reasonable accumulations.
c) Salaries and incomes
Apart from rank and grade-based salaries as prescribed by the State, NEU shall decide on additional incomes for its employees by the positive difference between revenues and expenses after setting up funds as regulated under its internal spending regulations, ensuring the impartiality, openness and transparency.
d) Use of revenues
- Exercise the autonomy in making plans and decisions on using NEU’s lawful revenues to improve material facilities, train its personnel and ensure the quality of training and scientific research.
- After covering recurrent expenses, NEU’s remaining positive difference between revenues and expenses may be used to set aside to the following funds: the fund for the development of non-business activities (at least 25% of such difference between revenues and expenses), the award fund, the welfare fund, the fund for income stabilization and student assistance funds.
- Collected tuition and other non-business revenues shall be deposited at commercial banks, and entire amount of interests of such deposits shall be used to set aside student assistance funds.
4. Policies on scholarships and tuition
a) NEU shall support for the entire difference between its tuition rate and the reduced or exempted amount as regulated by State for students who are policy beneficiaries and poor students as of the enrolment course following the effective date of this Decision.
b) Other than students who are eligible for tuition reduction and exemption under State’s policies, NEU establishes and implements policies on scholarship and study encouragement for students with excellent achievements and policy beneficiaries.
5. Investment and purchase
a) Actively balance sources of revenues and mobilize other lawful sources; make decisions on investment, purchase and repair projects for the overall development of NEU’s material facilities in conformity with regional and international standards.
b) Make decisions on the use of NEU’s assets, material facilities and brand value for entering into joint ventures or associations for carrying out scientific and technological activities, organizing and providing services compatible with its professional fields.
c) Continue the execution of the investment project on Central Training School of the National Economics University under the Decision approved by the Minister of Education and Training (Decision No. 4422/QD-BGDDT dated October 10, 2014).
6. Regulations on supervision
a) The university council shall make decision on operational strategies and orientations of NEU; supervise the implementation of resolutions made by the university council, the execution of democracy regulations on its activities and the implementation of this Decision.
b) NEU shall publicly announce its internal spending regulations. NEU’s internal spending regulations shall be annually amended and supplemented by means of taking opinions in the whole university, and approved at the meeting of delegates of its officials, and public employees.
c) NEU shall publicly announce regulations on supervision of lecturers, officials, public employees and learners on the operation of NEU’s leading apparatus.
7. NEU shall exercise other rights and obligations as regulated in the Government’s Resolution No. 77/NQ-CP dated October 24, 2014 on the pilot renovation of the operational mechanism of public tertiary education institutions during 2014-2017 and other relevant documents.
Article 2. Implementation
1. Relevant ministries, regulatory bodies and local governments shall, within the ambit of their functions, tasks regulated in the Government’s Resolution No. 77/NQ-CP dated October 24, 2014 on the pilot renovation of the operational mechanism of public tertiary education institutions during 2014-2017 and other relevant legislative documents, perform the supervision and give assistance to NEU during the implementation of this Decision.
2. Relevant state authorities shall continue to provide guidance and assistance to NEU on the execution and completion of NEU’s investment projects.
Article 3. This decision takes effect from the day on which it is signed.
Article 4. Ministers, Heads of ministerial-level agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, President of NEU, heads of relevant organizations and relevant individuals shall implement this Decision./.
