DECISION
APPROVING THE NATIONAL PROGRAM ON INFORMATION TECHNOLOGY APPLICATION TO REGULATORY AUTHORITIES' OPERATIONS IN THE 2016 - 2020 PERIOD
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to the Law on E-Transactions dated November 29, 2005;
Pursuant to the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 on information technology application to regulatory authorities’ operations;
Implement the Government’s Resolution No. 26/NQ-CP dated April 15, 2015 on promulgating the Government's action program on implementation of the Resolution No. 36-NQ/TW dated July 01, 2014 of the Political Bureau on promoting application and development of information technology to meet requirements for sustainable development and international integration;
Pursuant to the Government’s Resolution No. 36a/NQ-CP dated October 14, 2015 on E-Government;
At the request of the Minister of Information and Communications,
DECIDES:
Article 1. To approve the national program on information technology application to regulatory authorities’ operations in the 2016 - 2020 period (hereinafter referred to as “program”) with the following main contents:
I. OBJECTIVES OF THE PROGRAM
1. General objectives
- Provide online basic public services at level 4 to meet essential needs for people and enterprises every time, everywhere based on many different means. Apply information technology to reduce the people’s time spent at regulatory authorities to complete administrative procedures.
- Effectively apply information technology to regulatory authorities’ operations to raise productivity and reduce operating expenses.
- Develop technical infrastructure, information systems and national databases to form a basis for development of e-government and assurance about information security. Integrate and connect information technology systems and databases nationwide, create a wide environment for sharing information over a network among authorities according to Vietnamese E-Government Architectural Framework.
- Accomplish annual objectives mentioned in the Government’s Resolution on E-Government.
2. Specific objectives
a) Information technology is applied to serve people and enterprises and accomplish the following targets:
- Information is fully published on websites or web portals of regulatory authorities as prescribed in the Government’s Decree No. 43/2011/ND-CP dated June 13, 2011 on provision of online information and public services on websites or web portals of regulatory authorities.
- 30% of administrative records are processed online at level 4.
- 95% of applications for tax declaration are submitted online.
- 90% of enterprises pay tax online.
- 50% of business households and individuals declare arising tax online, including asset leasing and registration fees when registering cars and motorcycles.
- Information technology is applied to shorten the time needed for customs clearance of exported and imported goods of enterprises, thereby reaching the ASEAN-4 countries’ average.
- 90% of organizations make e-transactions while following procedures for participating social insurance; information technology is applied to reduce time spent on following procedures for social insurance, thereby reaching the ASEAN-4 countries’ average.
- At least 50% of competitive procurements, 40% of procurements with small scale for open bidding and limited bidding nationwide shall select contractors online.
- 20% of certificates of enterprise registration are issued online.
- 10% of certificates of investment registration are issued online.
b) Information technology is applied to conduct internal operations of regulatory authorities and accomplish the following targets
- 100% of non-confidential documents are submitted to the People's Committees of provinces, ministries, ministerial agencies, Governmental agencies, Prime Minister and Government in electronic form (including documents submitted along with paper-based documents).
- 80% of documents exchanged among regulatory authorities are in electronic form (including documents submitted along with paper-based documents).
c) Technical infrastructure, information system and national databases are built and completed.
- Technical infrastructure at all levels is built and completed to form a basis for development of a synchronous and unified e-government and assurance about information security.
- The progress in implementing and effectively using information systems and national databases is accelerated to form a basis for e-government development according to the Decision No. 714/QD-TTg dated May 22, 2015 of the Prime Minister.
- Smart city is established in at least 3 places.
II. ACTIVITIES OF THE PROGRAM
Activity 1: Apply information technology to serve people and enterprises
- Basic public services at level 4 shall be provided online for people and enterprises. The list of groups of public services given priority to online provision at level 4 in provinces and cities, and in Ministries, ministerial agencies are provided in Appendix I and Appendix II respectively.
Ministries, ministerial agencies, People’s Committees of provinces shall be responsible for devising roadmaps, selecting one for implementation in reality and ensuring the effectiveness to meet the essential needs for people and enterprises. Ministries and ministerial agencies shall be responsible for directing, urging and guiding the local authorities to provide their online public services under their management.
A National Public Service Portal shall be set up to integrate all online public services of ministries, sectors and local authorities.
- Information technology shall be applied effectively and comprehensively to one-stop shop sections and inter-agency one-stop shop sections to promote online exchange and processing of dossiers.
- Essential information systems for the application of information technology shall be developed to serve local people and enterprises; synchronous implementation shall be ensured to go with development of information system and national databases; information connection and provision shall be promoted.
- The awareness and ability should be developed, and people and enterprises shall be provided with support in effectively using online public services.
- Smart city shall be established in at least 3 places according to the criteria established by the Ministry of Information and Communications.
Activity 2: Develop and complete applications of information technology in internal operations of regulatory authorities
- Master system for information management for advance towards to the development of electronic authorities; assurance about the electronic data connection from the Government to provincial, district, and levels.
- Applications of information technology in professional operations to meet specific work needs of each authority.
- Other effective and wide-connection systems for application of information technology application in internal operations.
Activity 3: Develop and complete technical infrastructure, information systems and national databases to form a basis for development of e-government
- Ensure technical infrastructure to implement e-government at all levels; ensure information security and database sharing connection.
- Develop e-government architectural infrastructure.
- Implement the electronic and digital signature certification system in authorities within the political system.
- Connect all information systems at central and local levels.
- Make a bid online.
- Implement e-tax system.
- Implement e-customs.
- Manage smart traffic.
- Implement e-passport.
- Manage e-medical records.
- Manage and maintain Vietnamese E-Government Architectural Framework.
- Manage the list of shared electronic products of regulatory authorities.
- Manage national-scale information and databases about population, land, enterprises, finance and insurance.
- Assist organizations and individuals in accessing information and databases of regulatory authorities.
III. PRINCIPAL MEASURES OF THE PROGRAM
1. Ensure a legal environment
- Make regulations on information security and increase the use of digital signatures in regulatory authorities' information technology-aided operations.
- Make regulations on exchange, storage and processing of e-documents for application nationwide.
- Build and guide the implementation of E-Government Architectural Framework.
- Build and promulgate models, criteria, regulations, technical standards on information technology application.
- Formulate mechanisms and policies to encourage people and enterprises to effectively use online public services.
- Improve financial regulations to suit characteristics of management of application of information technology.
2. Ensure effectiveness of application of information technology
- Ministers, heads of ministerial agencies, heads of Governmental agencies and chairpersons of People's Committees of provinces shall take personal responsibility before the Government and Prime Minister for the results of information technology application of their agencies; assign a vice head to have direct responsibility for implementing and developing applications of information technology.
- Application of information technology to regulatory authorities’ operations shall meet essential needs, thereby ensuring effective investment in application of information technology.
- Closely combine the implementation of this program with that of the administrative reform and main tasks and measures for improving business environment and enhancing national competitiveness.
- Implement policies on encouraging and helping people to access and effectively use online public services.
3. Ensure complete application of information technology
- Provide national-scale general guidance on the formulation of programs and plans on application of information technology to operations of regulatory authorities.
- Identify typical models of application of information technology at all levels for wide application.
4. Raise public awareness and train human resources
- Promote propagation on mass media through conferences, seminars, and other means in order to raise knowledge and awareness of officials, people and enterprises about the benefits of building an e-government, thereby promoting administrative reform, and socio-economic development.
- Provide the training in skills in application of information technology for officials; provide training and information on the use of online public services for people and enterprises.
- Provide training and re-training for full-time information technology officials and chief information officers at regulatory authorities at all levels in order to meet requirements for information technology and leasing of information technology services; increase the capacity of officials in charge of information security.
5. Learn international experience
- Learn the models that aid in successfully developing e-governments in other countries.
- Train experts for developing an e-government of Vietnam.
IV. FUNDING SOURCES FOR THE IMPLEMENTATION OF PROGRAM
1. Leasing of services shall be enhanced to implement information technology application according to the Decision No. 80/2014/QD-TTg dated December 30, 2014 of the Prime Minister on the pilot leasing of information technology services in regulatory authorities.
2. Development investment capital, non-business expenditures and other legal funding sources (ODA funds; expenses for science and technology; the Vietnam Public-Utility Telecommunications Service Fund) shall be allocated to complete tasks and activities of the program.
3. The central government budget shall assist the local governments having difficulty in budget in operating the program.
V. IMPLEMENTATION OF THE PROGRAM
1. Ministries, ministerial agencies, Governmental agencies, People’s Committees of provinces
a) Based on this program, Vietnamese E-Government Architectural Framework, and detailed E-government Architecture of their agencies, build and implement the plan on application of information technology in the 2016 - 2020 period and the annual plan on application of information technology to ensure synchronism and effectiveness, and avoid overlap.
b) Build, maintain and update detailed E-government Architecture of their agencies (for Ministries, ministerial agencies and Governmental agencies, build ministerial-level E-government Architecture; for provinces, build provincial-level E-government Architecture) as a basis for formulation and implementation of plans on application of information technology; consult the Ministry of Information and Communications before the promulgation.
c) Inspect, assess and report annually or upon request on the implementation of this program as guided by the Ministry of Information and Communications to inform the Prime Minister thereof.
d) Allocate funds (development investment and recurrent expenditures) for the performance of application of information technology tasks and projects under approved 5-year and annual plans approved by the competent authority; enhance the leasing of services to implement application of information technology.
2. The Ministry of Information and Communications,
a) Take charge and implement this program; inspect the implementation and formulation, then submit annual reports to the Prime Minister, and propose adjustments to the contents of the program in conformity with the actual conditions.
b) Establish the Executive Committee of the program to coordinate, urge, inspect and guide their agencies to implement the program.
c) Build, maintain, update, and disclose Vietnamese E-government Architectural Framework as a basis for Ministries, sectors, and local authorities to build their detailed E-government Architecture; appraise, give opinions about the suitability and compliance of Vietnamese E-government Architectural Framework for E-government Architecture and information technology programs, plans, schemes and projects of Ministries, sectors, and local authorities; formulate mechanisms and policies, guide, inspect, urge, popularize, train, raise awareness about the development and implementation of E-government Architecture at regulatory authorities.
d) Build and disclose models of application of information technology, basic requirements for technical functions and features of an information technology product; guide and assess the effectiveness of investment in application of information technology.
dd) Identify typical models of application of information technology at all levels for wide application.
e) Develop awareness and ability and support enterprises in effectively using online public services.
g) Build, maintain, and update tools and software in service of application of information technology to regulatory authorities.
h) Provide instructions and test information technology application software.
i) Establish criteria for recognition of e-agency, e-government, and smart city.
3. The Ministry of Finance
a) Take charge and coordinate with Ministries, sectors and local authorities in allocating funding for covering recurrent expenditures provided by the State budget to implement tasks and measures for the implementation of the program.
b) Assess, summarize, and monitor funding for cover expenditures on application of information technology at Ministries, sectors, and local authorities.
c) Provide instructions and create conditions for allocating expenses in the form of leasing of services.
4. The Ministry of Planning and Investment
a) Take charge and coordinate with Ministries, sectors and local authorities in allocating funding for covering development investment expenditures provided by the State budget to implement tasks and measures for the implementation of the program.
b) Provide instructions and create conditions for allocating expenses in the form of public-private partnership.
5. The Government Cipher Commission - The Ministry of National Defense
Upgrade and complete the electronic and digital signature certification system in authorities within the political system to meet essential needs.
6. The Office of the Party Central Committee, the Office of the President, the Office of the National Assembly, the Supreme People’s Court, the People’s Supreme Procuracy, the State Audit Office of Vietnam, the Central Committee of the Vietnamese Fatherland Front, the Vietnam General Confederation of Labor, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of Vietnam Women's Union, the Vietnam Veterans Association and the Vietnam Farmers' Union shall, based on this Program, make their appropriate regulations.
Article 2. This Decision comes into force from the day on which it is signed
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies and chairpersons of People's Committees of provinces and heads of relevant agencies shall be responsible for implementing this Decision./.
