AMENDMENTS TO SOME ARTICLES OF THE CIRCULAR NO. 27/2018/TT-BLDTBXH DATED DECEMBER 25, 2018 OF THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS ON REGULATIONS ON ASSESSMENT FOR ISSUANCE OF VOCATIONAL EDUCATION AND TRAINING ACCREDITOR CARD; PROCEDURES FOR AND CYCLE OF VOCATIONAL EDUCATION AND TRAINING ACCREDITATION

Pursuant to the Law on Vocational Education dated November 27, 2014;

Pursuant to the Government’s Decree No. 14/2017/ND-CP dated February 17, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Labor, War Invalids and Social Affairs;

Pursuant to the Government’s Decree No. 15/2019/ND-CP dated February 01, 2019 elaborating some Articles of the Law on Vocational Education;

Pursuant to the Government’s Decree No. 49/2018/ND-CP dated March 30, 2018 on vocational education and training accreditation;

At the request of the Director General of the Directorate of Vocational Education and Training;

The Minister of Labor, War Invalids and Social Affairs hereby promulgates a Circular on amendments to some Articles of the Circular No. 27/2018/TT-BLDTBXH dated December 25, 2018 of the Minister of Labor, War Invalids and Social Affairs on regulations on assessment for issuance of vocational education and training accreditor card; procedures for and cycle of vocational education and training accreditation.

1. Point b clause 1 of Article 2 is amended as follows:

“b) Centers for Vocational Training and Continuing Education, higher education institutions and enterprises with registered vocational education and training activities (hereinafter referred to as “vocational education and training service providers”);”

2. Clause 1 of Article 3 is amended as follows:

“1. The Director General of the Directorate of Vocational Education and Training shall establish an assessment council to carry out assessment for issuance of accreditor card and prescribe the structure, functions and tasks of the assessment council.”

3. Points b and c clause 4 of Article 15 are amended as follows:

“b) The leader and secretary of a peer assessment team for accreditation of a vocational education and training institution have participated in a peer assessment team, vocational education and training accreditation team or peer assessment team for accreditation of a higher education institution, college or professional secondary school. In addition, the team leader must have at least 01 year of experience in management of a vocational education and training institution or a higher education or state management of vocational education and training; the secretary have at least 01 year of experience in management of an office or faculty or higher or equivalent in a vocational education and training institution or a higher education or state management of vocational education and training;”

c) The leader and secretary of a peer assessment team for vocational education and training programme accreditation have participated in a peer assessment team, vocational training accreditation team or peer assessment team for accreditation of a higher education institution, college or professional secondary school or peer assessment team for accreditation of training programmes for higher education levels. In addition, the team leader must have at least 01 year of experience in management of an office or faculty or higher or equivalent in a vocational education and training institution or a higher education or state management of vocational education and training;”

4. Point c clause 4 of Article 26 is amended as follows:

“c) Other members shall consist of reputable persons who have at least 01 year of experience in educational and/or vocational education and training management, have been trained in vocational education and training quality assurance system or vocational education and training accreditation system; representatives of employers or representatives of socio-professional organizations or representatives of bodies performing state management of vocational education and training;”

“e) Review, supervise and inspect the compliance with regulations on vocational education and training accreditation in accordance with regulations of this Circular and relevant legal documents.”

6. Point b clause 1 of Article 13 is annulled.

Article 2. Implementation clause

This Circular comes into force from February 15, 2022./.
