RESOLUTION
ON INTERPELLATIONS IN 8TH SESSION OF 14TH NATIONAL ASSEMBLY
THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Supervisory Activities of the National Assembly and People’s Councils No. 87/2015/QH13;
On the basis of the conclusion of and replies to interpellations in the 8th session of the 14th National Assembly;
HEREBY RESOLVES:
Article 1
The National Assembly recognizes the achievements, solutions and commitments of the Government, Prime Minister, Minister of Agriculture and Rural Development, Minister of Industry and Trade, Minister of Home Affairs, Minister of Information and Communications and heads of ministerial-level bodies concerning fulfillment of their respective duties. The National Assembly hereby requests the Government, Prime Minister, Ministries and other regulatory bodies to focus on adopting solutions, overcoming weaknesses and striving for great improvement of state management of the interpellated areas. To be specific:
1. Agriculture and rural development
- Efficiently implement Resolution No. 32/2016/QH14 dated November 23, 2016 on improvement of implementation of national target program for new rural development in connection with restructuring of agriculture sector. Develop and launch a national target program for new rural development for the 2021 - 2025 period in connection with sustainable development, adaptation to climate change and enhancement of material and spiritual life of rural population. Study, review and amend the national criteria for new rural communes and districts and criteria for model new rural communes and districts as suitable to the circumstances of each region. Devise solutions for narrowing the socio-economic gap between regions in new rural development; formulate appropriate assistance policies for communes located in former resistance force bases and communes formerly under control of the resistance force that have socio-economic difficulties or exceptional socio-economic difficulties.
- Accelerate restructuring of the agriculture sector towards establishment of centralized and large-scale goods manufacture zones and manufacturing based on the value chain; review the suitability between the scale and structure of crop and livestock production and the potential and advantages of each region in connection with market’s demands; strive for organic and eco-friendly production; focus on development of the agro-forestry-fishery product processing industry; promulgate incentive policies and mechanisms for enterprises to invest in and apply high technology in agriculture and to invest in mountainous areas and remote and isolated areas; facilitate establishment and expansion of agricultural cooperatives and improve performance of the “one locality, one product” model; boost agricultural insurance and encourage new insurance products appropriate to new forms of production and agricultural products.
- Focus on development of the domestic market, maintenance and promotion of long-established markets and search for new potential markets; actively implement free trade agreements to which Vietnam is a signatory; continue to negotiate and remove technical and commercial barriers concerning agro-forestry-fishery export; develop brand identity and enhance value of agricultural products, especially rice, fruit and some other key agro products; and vigorously shift from border trade to formal export.
- Promptly promulgate documents elaborating on the Law on Animal Husbandry; summarize and evaluate performance of the strategy for development of the animal husbandry sector by 2020 (2008 - 2018) and provide orientations to development of animal husbandry for the 2020 - 2030 period with a vision towards 2040; review and amend policies for sustainable animal husbandry; strengthen veterinary authorities at all levels according to regulations in the Law on Veterinary Medicine, especially at grassroots level; take precautions against infectious diseases, especially African Swine Fever, in a robust and consistent manner; facilitate assistance for control of infectious diseases and strict punishment of policy profiteering; ensure post-epidemic repopulation; promote establishment of disease-free and food-safety-certified livestock production chains, zones and establishments, meeting domestic and export demands.
- Review and amend incentive policies and mechanisms for sustainable fishery development; promulgate a strategy for development of the fishery sector by 2030 with a vision towards 2045; boost offshore fishing and make changes to fishing activities and equipment based on reserve of aquatic resources; modernize commercial fishing vessels and fishing, preservation and processing technologies; focus on planning of aquaculture areas and development of offshore aquaculture; prioritize resources for fishery infrastructure, especially fishing ports, asylum harbors and infrastructure for offshore aquaculture. Promptly resolve difficulties concerning construction of commercial fishing vessels for fishermen and strictly punish policy profiteering. Enhance prevention of illegal fishing.
2. Industry and trade
- Efficiently implement the strategy for import and export for the 2011 - 2020 period with vision towards 2030; formulate and promulgate a 2020 - 2030 import and export strategy; continue to simplify and publish administrative procedures concerning import and export; accelerate development and application of national standards for import and export in compliance with international and regional standards; renovate trade promotion methods, diversify export markets and prevent dependence on certain markets; boost branding for Vietnamese products and assist enterprises with protecting their brands in international markets; implement trade remedies, promptly resolve trade disputes, give warnings and information to exporting enterprises, and protect domestic manufacturing industries in compliance with international practice and regulations; continue to negotiate, sign and launch plans for implementation of free trade agreements to which Vietnam is a signatory efficiently.
- Urgently promulgate documents adequately elaborating on the Competition Law; review, amend and complete laws on market surveillance and protection of consumer’s rights; promptly promulgate regulations on determination of Vietnamese goods or goods of Vietnamese origin; strictly supervise issuance of certificates of origin, and seriously handle origin frauds; enhance capacity and performance of market surveillance forces; tighten discipline imposed upon official business, and prevent misconduct, corruption and complicity in commercial frauds; closely cooperate with market surveillance forces and local authorities in inspection and control of the market and prevention of contraband, forbidden goods, counterfeit goods, poor-quality goods, goods with unclear origin and goods whose contents violate national sovereignty; strictly manage and monitor quality of goods sold online and multi-level marketing businesses. Complete policies and laws on e-commerce; create an ecosystem for e-commerce and digital economy; improve quality and competitiveness of Vietnam’s e-commerce market; in 2020, promulgate a master plan for national e-commerce development for the 2021 - 2025 period.
- In 2020, complete the national electricity development plan; in 2021, complete the national energy master plan according to regulations of the Law on Planning and Electricity Law, ensuring balanced development of electricity sources between regions and between electricity sources and electrical grids; urgently review and resolve difficulties in planning, investment and operation of electricity projects, especially solar energy projects; propose mechanisms and solutions to promptly put into operation overdue electricity projects of the plan for national electricity development for the 2011 - 2020 period with visions extended to 2030, ensuring energy security, meeting electricity demands in 2020 and the following years and preventing shortage of electricity for business operation and daily life; prioritize technological solutions and resources for construction and upgrade of transmission grids and electrical substation; urgently complete regulations to mobilize social resources for construction of electricity transmission systems in synchronization with development of electricity sources; in 2020, expand the competitive electricity market and organize pilot selling of wind energy and solar energy from investors of plants thereof to prepare for establishment of the competitive power retail market in 2023; urgently review and evaluate to provide the basis for amendment to regulations on appropriate retail electricity tariff structure and mechanisms for adjustment of average retail electricity tariff; study and amend procedures for solar power selling for rural households; and continue to mobilize resources for provision of electricity to rural areas, mountainous areas and islands.
- Continue to formulate incentives policies and mechanisms for technological renovation and development of mechanical engineering; enhance capacity of enterprises engaging in ancillary industries; prioritize domestic use of mechanical engineering products; focus on targeted and effective support for projects on mechanical engineering and manufacturing of components, agricultural machinery and auxiliary products of service to agricultural and fishery development.
3. Home affairs
Continue to reorganize, downsize and restructure high-ranking official, official and public employee forces according to the Communist Party’s guidelines and Resolution No. 56/2017/QH14 of the National Assembly. Accelerate establishment of the system of public administration work positions, which shall serve as the basis for employment of high-ranking officials, officials and public employees, downsizing and wage reform.
- Amend and promulgate regulations on employment, appointment, re-appointment, resignation, dismissal and evaluation of high-ranking officials, officials and public employees in accordance with the Law on amendment to a number of Articles of the Law on High-Ranking Officials and Officials and Law on Public Employees; review and complete regulations on standards and requirements for degrees and certificates, especially regulations on computer science qualifications and foreign language qualifications for employment, rank/title promotion examination and selection, appointment and re-appointment, to ensure accurate evaluation of qualifications and capacity of high-ranking officials, officials and public employees and suit the current situation; and study policies on preferential treatment in recruitment, training and employment of high-ranking officials, officials and public employees of ethnic minorities. In 2020, make a preliminary summary and evaluation of the pilot scheme for recruitment examinations for leadership or managerial titles at department level to promptly promulgate guidelines. Increase inspection of compliance with laws on official management; strictly handle violations, and promptly replace high-ranking officials, officials and public employees involved in corruption, violating regulations on conduct of official business or failing to meet their work position’s requirements.
- In 2019, finish basic organization of district- and commune-level administrative units in a closely connected and proper manner; and provide plans and roadmaps for assignment and protection of the rights of high-ranking officials, officials and public employees made redundant.
- Achieve specific targets for renovation of organization of public service providers and management and improvement of capacity and performance thereof for each period of time. Review and adjust numbers of students and teachers per class and number of health care workers per bed in a manner that befits each region’s situation, the balance between rural and urban areas and the balance between mountainous areas and deltas, ensuring availability of teachers and health care workers. In 2019, completely resolve problems concerning contracts of teachers and health care workers; and give detailed directions for downsizing of state educational and health workers in a manner that ensures provision of essential public services.
4. Information and communications
- Summarize and evaluate implementation of the 2016 Press Law; continue to urgently implement the plan for national press management and development by 2025. Urgently promulgate regulations of laws to manage electronic magazines; ascertain the technical and periodical characteristics of magazines; review and rectify cooperation between organizations/enterprises and press agencies; and, in 2020, promulgate guidelines for press cooperation.
- Promote the role and responsibilities of supervisory authorities and chief editors for management of representative offices, reporters and contents; focus on enhancing knowledge, skills and professional ethics of journalists; increase inspection of eligibility for press licenses; compliance with press principles, objectives and regulations of laws; strictly handle violations against laws and professional ethics, and hold supervisory authorities and chief editors accountable for such violations; establish and develop local compliance hotlines for reporting violations against press laws; provide protection and boost the press’s role in detection, prevention and control of corruption, wastage and violations against the law.
- Improve management of digital information, especially news aggregator websites and social networks; strictly handle news aggregator websites that operate as press agencies; review and complete laws on cybersecurity; proactively cooperate with cross-border service providers in identification of service users, handling of false, harmful or impostor information; rectify online and press advertising; produce solutions to prompt and strict handling of misuse of social networks to distort the Communist Party’s guidelines/ideology or state policies/laws, commit fraud, gamble, place misleading advertisements, distribute information that affects public order and security or damages dignity/reputation of regulatory bodies, organizations and individuals; promptly promulgate documents on misinformation handling and personal information protection; promptly detect, control and handle cybercrime strictly; and continue to efficiently handle pre-activated SIM cards, spam messages and spam calls.
- Urgently promulgate a code of conduct for cyberspace; facilitate establishment and development of domestic social communications platforms; formulate policies for development of Vietnamese digital enterprises; carry out national digital transformation and ensure equality between domestic and foreign enterprises; and strive to amend regulations on management, provision and use of internet services and online information.
- Develop a strategy for development of e-Government for the 2021 - 2025 period with a vision towards 2030 and a national strategy for data of service to social demands; continue to develop national data sharing and integration platforms; at the beginning of 2020, promulgate regulations on connection and sharing of shared data; continue to study and promulgate guidelines for implementation of the smart city model; and, in 2020, assign postal codes to individual addresses to support e-commerce and digital economy.
Article 2
1. The Government, Prime Minister, relevant ministries and regulatory bodies, and People's Councils and People’s Committees of provinces and central-affiliated cities shall implement this Resolution intra vires and report to the National Assembly in the following sessions.
2. The Standing Committee of the National Assembly, Ethnic Minorities Council, affiliates of the National Assembly, Delegations of the National Assembly Deputies and National Assembly deputies shall supervise the implementation of this Resolution intra vires.
This Resolution was passed by the National Assembly of the Socialist Republic of Vietnam, 14th legislature, 8th session, on November 27, 2019.
