DECISION
ESTABLISHMENT, FUNCTIONS, TASKS, ENTITLEMENTS AND ORGANIZATIONAL STRUCTURE OF FIRE SAFETY AND FIREFIGHTING TECHNOLOGY APPLICATION CENTER – FIRE DEPARTMENT OF THANH HOA PROVINCE
THE MINISTER OF PUBLIC SECURITY
Pursuant to the Government's Decree No. 106/2014/ND-CP dated November 17, 2014 defining functions, tasks, entitlements and organizational structure of the Ministry of Public Security;
Pursuant to Decision No. 2779/QD-BCA dated June 02, 2014 of the Minister of Public Security defining functions, tasks, entitlements and organizational structure of Central Fire Department;
Pursuant to Circular No. 06/2010/TT-BCA dated January 21, 2010 of the Minister of Public Security on financial management of self-funded public service agencies among police authorities;
At the request of Director of Fire Department of Thanh Hoa province and Director of General Political Department of the police,
DECIDE:
Article 1. Establishment of the Fire Safety and Firefighting Technology Application Center, which is affiliated to Center for Training and Research in Fire Safety, Firefighting and Rescue - Fire Department of Thanh Hoa province.

- Headquarters address: No. 01 Do Huy Cu street, Dong Hai ward, Thanh Hoa city, Thanh Hoa province.
Article 2. Functions
Fire Safety and Firefighting Technology Application Center of Thanh Hoa province is a self-funded public service agency which has its own legal status and account; its responsibility involves assisting Director of Fire Department of Thanh Hoa province in organizing research, application and production of products related to fire safety, firefighting and rescue to serve the operation of firefighters and rescuers; participate in the market in accordance with regulations of law and regulations of the Ministry of Public Security.
Article 3. Duties and entitlements
1. Study into application of technological advances in fire safety and firefighting to serve fire safety works, firefighting and rescue.
2. Inspect and test equipment, vehicles and systems for fire safety, firefighting and rescue, and safety equipment as prescribed by law. Measure and inspect the safety of lightning arrester systems.
3. Conduct surveys, provide consultancy and design fire safety systems; install, renovate, repair fire engines, fire pumps, fire safety and firefighting systems, safety equipment, rescue equipment and lightning arrester systems.
4. Manufacture, sell fire safety and firefighting equipment, safety equipment, rescue equipment, lightning arresters, etc. serving research and application of new fire safety, firefighting and rescue technologies and socio-economic development as prescribed by law.
5. Organization provision of consultancy, preparation of economic – technical reports; preparation of bidding documents; technical assessment of bids for provision of fire safety, firefighting and rescue equipment.
6. Provide driver’s training in for learners both inside and outside police authorities. Cooperate with Road Traffic Police Authority, Provincial Police Departments, Department of Transport of Thanh Hoa province and competent authorities in organizing driving license tests in accordance with law.
7. Sign business contracts within the ambit of its competence in accordance with regulations of law and regulations of the Ministry of Public Security.
8. Raise capital, receive sponsorships; manage and use funding and sponsorships in accordance with regulations of law and regulations of the Ministry of Public Security to develop provision of services and research into fire safety, firefighting and rescue equipment.
9. Use its revenues to pay for provision of services, research into fire safety, firefighting and rescue; invest in infrastructure and increase the Center’s funds.
10. Carry out financial management, asset management and accounting according to applicable regulations; personnel management and provision of benefits for its employees. Submit adequate and timely periodic reports, ad hoc reports and exercise other kinds of autonomy as prescribed by law; perform other tasks given by the Director of Fire Department of Thanh Hoa province.
Article 4. Organizational structure
Fire Safety and Firefighting Technology Application Center has a Director and 1 – 2 Deputy Directors.
The organizational structure of the Center is decided by Director of the Fire Department of Thanh Hoa province.
The Director of the Center is a Deputy Director of the Center for Training and Research in Fire Safety, Firefighting and Rescue - Fire Department; the position of Deputy Directors is equivalent to Captain; long-term personnel of the Center consists of: Director; 02 Deputy Directors, chief accountant, 01 warehouse-keeper cum treasurer, 01 secretary; people holding other positions shall sign employment contracts as prescribed by law.
Article 5. Capital
Total capital: VND 1,800,000,000
Including:
- Fixed capital: VND 800,000,000
(infrastructure, office equipment)
- Working capital: VND 1,000,000,000
(Loans taken from credit institutions, socio-economic organizations and its employees at actual interest rates).
Article 6. Seal and accounts
Fire Safety and Firefighting Technology Application Center has its own seal and may open accounts at banks and State Treasury.
Article 7. Effect
This Decision comes into force from the day on which it is signed.
Article 8. Responsibility for implementation
Directors, commanders, heads of units affiliated to the Ministry of Public Security, Director of the Fire Department of Thanh Hoa province, Director of Center for Training and Research in Fire Safety, Firefighting and Rescue, Director of Fire Safety and Firefighting Technology Application Center are responsible for the implementation of this Decision./.
