1. When following procedures for transport acceptance, aircraft operators shall detect, interfere and eliminate dangerous items not specified in these lists or banned or restricted according to these lists.
2. If the aircraft operators specify otherwise relative to provisions of these lists, inform passengers and aviation security forces for coordinated implementation.
3. If the aviation security forces detect any dangerous items during aviation security check and screening, inform representatives of the aircraft operators to decide on the transport thereof as per the law.

IV. THESE REGULATIONS ARE NOT APPLICABLE IN THE FOLLOWING CASES
1. The carriage and usage of weapons, combat gears and equipment of the People’s Public Security; the People’s Army and Aviation Security Force for performing their duties at airports, aerodromes and aviation works shall comply with the Law on Management and Use of Weapons, Explosives and Combat Gears.
2. Dangerous items including but not limited to instruments, tools, fuels, materials, etc. used for serving civil aviation operations, non-aeronautical services, repairing, construction, medical works etc. in the security restricted area shall be listed by agencies and units and managed as prescribed in Article 33 of Circular No. 13/2019/TT-BGTVT dated March 29, 2019 amended by the Circular No. 41/2020/TT-BGTVT dated December 31, 2020.
