DECISION
ON APPROVAL FOR LIST OF TECHNICAL ASSISTANCE PROJECTS IN PREPARATION FOR REPORT ON PHASE I OF METRO LINE NO. 5 WITH FUNDS FROM ADB
THE PRIME MINISTER
Pursuant to the Law on organization of the government dated December 25, 2001;
Pursuant to the Government’s Decree No. 38/2013/ND-CP dated April 23, 2013 on management and use of official development assistance (ODA) and concessional loans granted by sponsors;
In consideration of the request of Ministry of Planning and Investment at the Letter No. 1234/BKHDT-KTDN dated March 06, 2015,
DECIDES:
Article 1. The list of technical assistance projects in preparation for making report on Phase I of Metro Line No. 5 with funds from Asian Development Bank (hereinafter referred to as “ADB”) is approved hereto. To be specific:
- Total capital of the program is USD 840,000, in which: ODA grant is USD 600,000; reciprocal capital is USD 240,000, equivalent to 5.04 billion VND.
- Governing body: Ho Chi Minh City People’s Committee;
- Objectives: Prepare for investment and construction of Ho Chi Minh City Metro Rail System Project, Metro Line No. 5 – Phase 1 (from Bay Hien Intersection to Saigon Bridge) and provide assistance in research and proposal of policies and measures for urban traffic to Ho Chi Minh City Government.
- Main activities:
+ Making feasibility study report which is approved by ADB and the Government of Vietnam and used as the basis for carrying out the negotiation and conclusion of loan agreement to finance the investment project;
+ Making report on general assessment of urban traffic management and planning in Ho Chi Minh City, agencies’ demands for training and development of traffic target programs for the purpose of improving urban traffic, minimizing traffic jams and traffic accidents;
+ Establishing policies on optimal traffic organization and planning for Ho Chi Minh City.
- Project execution period: From March 2015 to November 2017.
- Capital sources:
+ ODA grant provided by ADB;
+ Reciprocal capital: in cash and in kind (officials’ salaries, allowances, taxes, fees, office rental, travel expenses and other administrative expenses, etc.), provided by Ho Chi Minh City People’s Committee by funding from state budget.
Article 2. The State Bank of Vietnam, Ho Chi Minh City People’s Committee and relevant agencies shall, on the basis of prevailing laws and regulations, implement following steps.
Article 3. This Decision comes into force from the date on which it is signed.
Ministers of Ministry of Planning and Investment, Ministry of Finance, Ministry of Transport, Ministry of Foreign Affairs and Ministry of Justice, Governor of the State Bank of Vietnam, President of Ho Chi Minh City People’s Committee and heads of relevant agencies shall implement this Decision./.
