DECISION
PROVIDING FOR ESTIMATES OF FUNDING FOR MINISTERIAL SCIENCE AND MINISTERIAL TECHNOLOGY TASKS FUNDED BY STATE BUGET OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No.199/2013/ND-CP dated November 26, 2013 of the Government on functions, duties, rights and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No.18/2015/TT-BNNPTNT dated April 24, 2915 of the Minister of Agriculture and Rural Development on management of science and technology tasks of the Ministry of Agriculture and Rural Development;
Pursuant to Joint Circular No.55/2015/TTLT-BTC-BKHCN dated April 22, 2015 of the Ministry of Finance and Ministry of Science and Technology providing for guidelines on levels of estimated, allocation of estimated funding and statement of expenditure for science and technology tasks funded by state budget;
At the request of Directors of Department of Science Technology and Environment and Department of Finance,
HEREBY DECIDES:
Article 1. Thisdecision provides for scope and levels of estimate of funding for scientific and technological tasks funded by state budget of theMinistry of Agriculture and Rural Development. To be specific:
1. Estimate of wages
a) Wages of holders of positions relevant to performance of scientific and technological task (hereinafter referred to as “participants”)

b) Converted working days: The number of working days in reality of a participant shall not exceed 265 working days (including extra hours).
c) Wage payment: According to approved explanation - estimate for scientific and technological tasks (Table 1 and 2 provided in the Appendix), the presiding body and the president shall pay the participants according to their working days in reality. The presiding body and the president shall decide changes of participants mentioned in Table 1. The presiding body and the president shall take responsibility for changes of the participants, manage timekeeping and make wage payment in such a way that the wage paid does not exceed estimate of wages of participants and total wage estimate for scientific and technological tasks that are approved.
2. Maximum expenditures on scientific and technological seminars

3. Maximum expenditure on general management of scientific and technological tasks: The presiding body and the president shall, on their initiative, make a detailed estimate of expenditure on general management of scientific and technological tasks, approve and take responsibility for disbursement as regulated.

As for the council of scientific and technological tasks established by the presiding body, the expenditure level shall not exceed 50% of the maximum expenditure specified in Clause 4 this Article.
5. Estimates of expenditures other than those specified in Clause 1, 2, 3 and 4 this Article shall be made in compliance with regulations in Joint Circular No.55/2015/TTLT-BTC-BKHCN and other relevant regulations.
Article 2. This Decision comes into force from the day on which it is signed.
Article 3. Chief of the Ministry Office, Directors of Department of Science Technology and Environment and Department of Finance and Directors of relevant entities shall take responsibility to implement this Decision./.
