APPROVING SCHEME FOR “INVESTING FOR INSTALLATION OF SURVEILLANCE CAMERA FOR SUPERVISING AND COORDINATING TRAFFIC TO SERVE ORDER, SECURITY AND IMPOSE PENALTIES FOR ADMINISTRATIVE VIOLATIONS”

HEREBY DECIDES:

Article 1. Approving Scheme for “Investing for installation of surveillance camera for supervising and coordinating traffic to serve order, security and impose penalties for administrative violations” (hereinafter referred to as “Scheme”) as follows:

I. PRINCIPLES AND OBJECTIVES

1. Principles

a) Invest in a synchronized and modern manner to connect, share data (that can be used generally, conform to important objectives and criteria for developing smart city); satisfy open demands, meet upgrade and expansion requirements when necessary.  

b) Apply information technology in coordinating, managing and publicizing data, conform to the 4.0 industrial revolution and government administrative reform programs.

c) Develop big database on security and order, synchronize common database between public security sector and transport (registered data, registry, driving license, personal ID code, etc.); operate according to regulations and law, legal rights and benefits of citizens.

d) Prioritize developing supervisory systems of Hanoi City and Ho Chi Minh City.

2. General objectives

a) Upgrade traffic information centers, develop systems for managing, coordinating and connecting surveillance camera systems to serve security, order and impose penalties for traffic violations on a nationwide scale.

b) Develop national standards for surveillance and coordination camera system to serve order, security and impose penalties for administrative violations; which includes type of information and data collected, ability to connect, share, bridge and synchronize common data, etc.

c) Develop legal corridors in imposing penalties for road traffic violations via imaging.

3. Specific objectives:

a) Upgrade coordination center of Traffic Police Sub-department, ensure connectivity of surveillance camera systems of all entities.

b) Complete Traffic coordination and information centers of Traffic Police Sub-departments, Traffic Police Department of Police Authority of Hanoi City and Railway – Road Traffic Police Department of Ho Chi Minh City.   

c) Develop model of Traffic coordination and information centers to enable police authorities of all administrative divisions to apply on a nationwide scale.

d) Organize information technology training to enable people’s public security forces to apply achievements of the 4^th industrial revolution in imposing penalties for violations and ensuring security, order.

e) Vision to 2030

- Develop standards, indicators and services of smart urban areas in order to combine with surveillance and coordination camera systems, etc.

- Improve traffic supervision, coordination, and social order, safety capacity of people’s public security forces.

- Provide online smart traffic services and public administrative services for the general public and road users.

II. PRIMARY TASKS AND MEASURES

1. Issue legislative documents prescribing penalties for violations against road traffic safety and order via images and organize professional training.

- Develop national standards for installation and equipment of surveillance systems on a nationwide scale.

- Develop regulations on managing and decentralizing surveillance data regarding traffic safety and order.

- Mandate inclusion of surveillance camera systems in new expressway and national highway projects.

- Prescribe management and operation of Information centers and relevant database systems.

- Organize research, manufacturing, developing hardware and advanced supervisory software to detect violations, trace vehicles and criminals.

2. Implement projects for investing in camera systems for supervising and coordinating traffic to ensure order, security and impose penalties for violations as per the law.

a) Project 1

- Name: Investment for construction of Common database center, serving camera data connection and sharing.

- Objective: To develop a common database center that can integrate surveillance camera systems to enable police authorities and local administrative divisions to use when necessary.

- Primary contents of the project:

+ Invest in development of common database that can integrate surveillance camera systems on cyberspace; manage common data and integrate with professional systems in all sectors, especially in transport and financial sectors, including: Vehicle registration and management system; database system for imposing penalties; database system on traffic accidents; system for managing driver’s license; registration database system; commercial transport (including information from vehicle tracking data and camera mounted inside of vehicles); system for compulsory civil liability insurance of motor vehicle users; data system on imported vehicles, domestically manufactured, assembled vehicles, etc.

+ Develop software for managing common database to guarantee social order, safety and coordinate traffic with application of artificial intelligent to automatically supervise license plate; smart traffic supervision; supervision for imposing penalties for violations; supervision of order and security, etc.

+ Develop cybersecurity measures that can detect, interfere and prevent dispersion of malware, cyberattack, illegal system infiltration; measures for managing, preventing loss of data and governmental secrets; protecting private information.

- Project developer: Department of Traffic Police

- Location of investment: Traffic Police Sub-department: 112 Le Duan, Hoan Kiem, Hanoi City.

b) Project 2

- Name: Upgrade of Information centers and installation of traffic surveillance and coordination camera systems serving order, security and imposing penalties for violations for Department of Traffic Police, Hanoi City Police Authority.

- Objectives: Complete Traffic information and coordination center of Department of Traffic Police of Hanoi City Police Authority to coordinate and manage traffic in a modern fashion satisfactory to demands of people’s public security forces in modern time. Connect, share common data and satisfy public service demands of the general public such as: Impose penalties for administrative violations, vehicle registration, etc.

- Primary contents of the project:

+ Develop a Smart traffic coordination center to jointly manage all surveillance cameras of the city (mobilize all installed surveillance cameras of the general public, organizations and enterprises). Coordinate all traffic activities and supervise order security in Hanoi City.

+ Integrate digital maps for managing cameras installed in the city and apply artificial intelligence in facial recognition, license plate recognition, and supervision of violations against traffic order, safety and individuals to be overseen, etc.

+ Install specialized cameras for smart traffic supervision; supervise and impose penalties for violations (curved sections, bridge sections, junctions with traffic lights, spots with regular traffic accidents, public areas, etc.); supervise order and security; supervise individuals to be monitored using facial recognition when necessary, etc.

+ Upgrade current software in the center to enable automatic data update and analysis upon request such as: Automatically detecting violating vehicles, automatically issuing warnings regarding traffic congestion and potential traffic congestion, automatically issuing warnings and displaying vehicles to be monitored (stolen vehicles, hit-and-run vehicles, vehicles involved in criminal acts to be supervised, etc.).

+ Upgrade image storage system, display and supervision control system; develop measures for sharing image data to Information center of Ministry of Public Security, Public Security Authority of the City and People’s Committee of the City.

+ Add electronic screens in all entries and exits of the city and station terminals to serve traffic coordination and publicize traffic order and safety.

+ Equip specialized tablets serving control and investigation for resolving traffic accidents on scene.

- Project developer: Police Authority of Hanoi City

- Location: Department of Traffic Police, Police Authority of Hanoi City

c) Project 3

- Name: Upgrade of Information centers and installation of traffic surveillance and coordination camera systems serving order, security and imposing penalties for violations for Department of Railway - Road Traffic Police, Ho Chi Minh City Police Authority.

3. Scope and duration of Scheme implementation

- The Scheme shall be implemented within the people’s public security forces and entities beyond public security sector (in a cooperative manner).

- Implementation duration: from 2021 to 2025.

III. EXPENDITURE ON SCHEME IMPLEMENTATION

1. Total expenditure on implementation: Approximate 2,150 billion VND (in which, expenditure on implementation of Project 1: Approximately 850 billion VND; Project 2: Approximately 650 billion VND; Project 3: Approximately 650 billion VND). Specific expenditure on implementation shall be calculated during preparation, appraisal and approval of investment projects as per the law.

2. Funding sources: State budget (including expenditure on investment for development and recurrent expenditure), private capital and other legal funding sources. Encourage the use of funding sources integrated in other relevant programs and projects which have been implemented.

IV. ORGANIZATION FOR IMPLEMENTATION

1. Ministry of Public Security

- Taking charge and cooperating with relevant entities in organizing Scheme implementation; assessing effectiveness and submitting reports on effectiveness of Scheme implementation as per the law.

- Preparing, appraising and approving component projects affiliated to this Scheme and allocating expenditure as per the law.

- Actively implementing measures for mobilizing social sources to participate in Scheme implementation, reducing expenditure from state budget; ensuring absolute information safety, security and effectiveness of the Scheme.

- Organizing supervision and assessment of Scheme implementation; proposing Scheme revision when necessary; organizing preliminary and final conclusion of Scheme implementation.

- Taking charge and cooperating with relevant agencies in developing national standards on camera systems for traffic surveillance and coordination serving order, security and imposing penalties for administrative violations.

- Develop regulations on managing and decentralizing surveillance data regarding traffic safety and order.

- Prescribe maintenance and operation of surveillance camera systems.

- Prescribe management and operation of Information centers and relevant database systems.

- Organize research, manufacturing, developing hardware and advanced supervisory software to detect violations, trace vehicles and criminals.

2. Ministry of Transport: Mandating inclusion of surveillance camera system in designing, constructing new expressways and national highways satisfactorily to national standards on camera systems for traffic surveillance and coordination serving order, security and imposing penalties for administrative violations; guaranteeing connectivity and synchronization with systems managed by public security sector to serve monitor and maintenance of road authority and detect violations and criminal acts on routes under management of people’s public security.

4. Ministry of Information and Communications

- Applying information technology in developing systems for traffic surveillance and coordination serving order, security and imposing penalties for administrative violations.

- Cooperating with Ministry of Public Security in developing Decree on management and operation of Information centers and relevant database systems.

5. Ministry of Planning and Investment: Consolidating projects executed under public investment to implement tasks of the Scheme under direction of Ministry of Public Security according to principles, indicators and public investment allocation quota of each phase approved by competent authorities and submitting reports to the Prime Minister.

6. Ministry of Finance: Allocating recurrent expenditure in annual state budget estimates to Ministry of Public Security for Scheme implementation according to regulations and law on state budget and relevant law provisions.

7. Ministries, ministerial agencies and governmental agencies

- Cooperating with Ministry of Public Security in implementing relevant contents of the Scheme within their responsibilities.

- Actively allocating expenditure on connecting, sharing and bridging data among ministries as per the law.

8. People’s Committees of provinces or central-affiliated cities

- Developing estimates and requesting People's Councils of the same level to allocate expenditure on implementing relevant contents of the Scheme within their responsibilities as per the law. Allocating expenditure on investing or hiring camera surveillance service provided under national standards on camera systems for traffic surveillance and coordination serving order, security and imposing penalties for administrative violations.

Article 2. This Decision comes into effect from the date of signing.

Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, relevant organizations, agencies and individuals are responsible for the implementation of this Decision./.
