CIRCULAR
INTRODUCING THE LIST OF KEY INFORMATION TECHNOLOGY PRODUCTS
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to the Law on Radio Frequency dated November 23, 2009;
Pursuant to the Law on Telecommunications dated November 23, 2009;
Pursuant to the Government's Decree No. 71/2007/ND-CP dated May 3, 2007, elaborating and providing guidance on the implementation of a number of Articles of the Law on Information Technology pertaining to information technology industry;
Pursuant to the Government's Decree No. 17/2017/ND-CP dated February 17, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;
Upon the request of the Director of the Information Technology Department;

Article 1. The list of key information technology products (hereinafter referred to as List) is issued as an annex to this Circular.
Based on administrative requirements and developments over time, the Ministry of Information and Communications shall review and revise the List.
Article 2. Grandfather clause
Projects for investment in production of key information technology products prescribed in the Circular No. 01/2017/TT-BTTTT dated February 16, 2017 of the Minister of Information and Communications that already have access to incentive and preferential treatment policies prior to the effective date of this Circular shall continue to enjoy incentive and preferential treatment policies for investment in research, development and production of these products until the end of the validity period of these policies prescribed by law.
Article 3. Entry into force
1. This Circular shall enter into force as from February 2, 2022.
2. Circular No. 01/2017/TT-BTTTT dated February 16, 2017 of the Minister of Information and Communications, introducing the List of key information technology products, shall be invalidated as from the entry into force of this Circular.
3. The Chief of the Office, Director of the Information Technology Department, Heads of relevant affiliates of the Ministry of Information and Communications and other organizations or individuals concerned shall be responsible for implementing this Circular.
In the course of implementing this Circular, should there be any issue that arises, involved authorities, entities and persons may send feedback to the Ministry of Information and Communications to seek its timely guidance and actions./.
