DECISION
ON ESTABLISHMENT OF VIETNAM NATIONAL MINE ACTION CENTRE
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated December 25, 2001;
Pursuant to the Prime Minister’s Decision No. 504/QD-TTg dated April 21, 2010 approving national action program for explosive remnants of war clearance;
Pursuant to the Prime Minister’s Decision No. 738/QD-TTg dated May 13, 2013 introducing plan for implementation of national action program for explosive remnants of war clearance by 2015;
At the request of the Minister of National Defense,
HEREBY DECIDES:
Article 1. Vietnam National Mine Action Centre is established.
English business name: Vietnam National Mine Action Centre (VNMAC);
Vietnam National Mine Action Centre has a separate seal and account;
Vietnam National Mine Action Centre has premises, training centers, test areas, facilities for the purposes of attraction and receipt of sponsorships and equipment, and technical logistics zones.
Article 2.
Vietnam National Mine Action Centre is an organization operating under the direction of the Prime Minister and management of the Ministry of National Defense with an aim to manage and cooperate in performing the tasks of the national action program for explosive remnants of war clearance (hereinafter referred to as “the 504 Program”).
Article 3. Vietnam National Mine Action Centre shall fulfill the following duties:
a) Take charge and cooperate with relevant bodies in researching and proposing policies, determining targets, developing long-term, mid-term and short-term plans for explosive remnants of war clearance (hereinafter referred to as “ERW clearance”); cooperate with Ministries, regulatory bodies and localities in deploying the approved plans; manage and monitor such deployment and submit compiled reports thereof to the Prime Minister.
b) Act as a contact point for international cooperation and national sponsorship attraction pertaining to ERW clearance in Vietnam.
c) Educate and attract sponsorships, take charge in improving capacity of the forces participating in ERW clearance tasks.
d) Take charge in managing information on ERW clearance.
dd) Develop, organize and implement monitoring of quality of the 504 Program’s execution and evaluation of the 504 Program’s results, and report to the Prime Minister.
e) Coordinate projects and tasks concerning ERW clearance and assistance to ERW victims, educate on methods for prevention of ERW accidents and perform other tasks of the 504 Program.
g) Cooperate with and provide guidelines for social organizations operating in the area of ERW clearance.
Article 4. Organizational structure and payroll of Vietnam National Mine Action Centre shall be stipulated by the Minister of National Defense.
Article 5. This Decision takes effect from the date on which it is signed.
Ministers, heads of ministerial-level agencies, heads of Governmental agencies and relevant bodies and individuals shall implement this Decision./.
