DECISION
ESTABLISHMENT OF NATIONAL STEERING COMMITTEE ON IMPLEMENTATION OF THE STRATEGY FOR SUSTAINABLE DEVELOPMENT OF VIETNAM’S MARINE ECONOMY BY 2030, WITH A VISION TO 2045
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Resolution No. 36-NQ/TW dated October 22, 2018 of the 8th plenum of the 12th Party Central Committee on the strategy for sustainable development of Vietnam’s marine economy by 2030, with a vision to 2045;
Pursuant to the Government's Decree No. 36/2017/ND-CP dated April 04, 2017 defining functions, tasks and rights of the Ministry of Natural Resources and Environment;
Pursuant to the Prime Minister’s Decision No. 34/2007/QD-TTg dated March 12, 2007 on promulgation of the Regulation on establishment, organizational structure and operation of cross-sectoral cooperating organization;
At the request of the Minister of Natural Resources and Environment,
HEREBY DECIDES:
Article 1. A National Steering Committee on implementation of the Strategy for Sustainable Development of Vietnam’s Marine Economy by 2030, with a vision to 2045 (hereinafter referred to as the “Committee”) is establishedby merging the State Steering Committee on baseline surveys of sea resources and environment and the Coordination Committee on implementation of Vietnam’s integrated coastal zone management strategy by 2020, with a vision to 2030 so as to provide focused and consistent directions on the sustainable development of Vietnam’s marine economy.
Article 2. Functions
The Committee is an cross-sectoral cooperating organization that exercises the functions of assisting the Prime Minister in considering, providing consistent directions and cooperating in resolving important and cross-sectoral issues concerning sustainable development of Vietnam's marine economy. The Chair shall use the seal of the Prime Minister, Vice Chairs shall use the seal of the Ministry for which he/she is working. If authorized by the Chair to perform tasks of the Committee, Vice Chairs may use the seal of the Prime Minister; the Office of the standing agency may use the seal of the General Department of Vietnam’s Sea and Islands.
Article 3. Tasks and entitlements0}
1. Consider and recommend orientations and solutions for resolving important and cross-sectoral issues concerning sustainable development of Vietnam's marine economy to the Prime Minister.
a) Consider and propose the development of and amendments to policies and laws on sustainable development of Vietnam's marine economy.
b) Assist the Prime Minister in issuing instructional documents about implementation of tasks and projects on sustainable development of marine economy to ministries and local governments.
c) Propose solutions for resolving issues and difficulties faced by ministries and local governments in implementing the strategy for sustainable development of marine economy.
d) Mobilize domestic and international resources to provide assistance in implementing the strategy for sustainable development of marine economy.
2. Assist the Prime Minister in promoting cooperation between Ministries, ministerial agencies, Governmental agencies and local governments in dealing with important and cross-sectoral issues concerning sustainable development of Vietnam's marine economy; organize the implementation of the Government’s master plan and 5-year plan for implementation of the Resolution No. 36-NQ/TW dated October 22, 2018 of the 8th plenum of the 12th Party Central Committee on the strategy for sustainable development of Vietnam’s marine economy by 2030, with a vision to 2045 and key program for baseline surveys of marine and island resources and environment by 2030.
3. Assist the Prime Minister in supervising Ministries, ministerial agencies, Governmental agencies and local governments addressing important and cross-sectoral issues concerning sustainable development of Vietnam's marine economy.
Article 4. Composition of the Committee
1. A Chair, the Prime Minister.
2. A standing Vice Chair, the Minister of Natural Resources and Environment,
3. Vice Chairs, including the Minister of Planning and Investment and Minister of Finance.
4. Members, including
a) Senior representative of the Office of the Government;
b) Senior representative of the Ministry of Agriculture and Rural Development;
c) Senior representative of the Ministry of Industry and Trade;
d) Senior representative of the Ministry of Culture, Sports and Tourism;
dd) Senior representative of the Ministry of Information and Communications;
e) Senior representative of the Ministry of Foreign Affairs;
g) Senior representative of the Ministry of National Defense;
h) Senior representative of the Ministry of Public Security;
i) Senior representative of the Ministry of Transport;
k) Senior representative of the Ministry of Construction;
l) Senior representative of the Ministry of Health;
m) Senior representative of the Ministry of Justice;
n) Senior representative of the Ministry of Science and Technology;
o) Senior representative of the PCC's Economic Commission;
p) Senior representative of the Economic Affairs Committee of the National Assembly;
q) Senior representative of the Central Committee of the Vietnamese Fatherland Front;
r) Senior representative of the Committee of Ethnic Affairs;
s) Senior representative of Committee for State Capital Management at Enterprises;
t) Deputy Minister of Natural Resources and Environment;
u) Presidents of People’s Committees of 28 coastal provinces and central-affiliated cities.
v) Some experts and scientists.
Article 5. Committee’s standing agency and assisting agency
1. Committee’s standing agency
The Ministry of Natural Resources and Environment is the Committee’s standing agency, which is responsible for continuous operation of the Committee and uses its apparatus to organize the implementation of the Committee’s tasks in accordance with the Prime Minister’s Decision No. 34/2007/QD-TTg dated March 12, 2007.
2. The Committee’s standing agency has an Assisting Office located at the General Department of Vietnam’s Sea and Islands.
The Office of the standing agency is the agency assisting the Committee and operates on a part-time basis.
a) The Office is composed of 01 Chief, who is the Director General of the General Department of Vietnam’s Sea and Islands, 01 Deputy Chief and members working part time.
b) Functions, tasks, entitlements and organizational structure of the Office shall be decided by the Committee’s standing Vice Chair.
Article 6. Funding for operation of the Committee shall be covered by the state budget and included inregular operating funding of theMinistry of Natural Resources and Environment.
Article 7. Effect and implementation
1. This Decision comes into force from the date on which it is signed and repeals the Prime Minister's Decision No. 1541/QD-TTg dated August 03, 2016 and Decision No. 975/QD-TTg dated May 31, 2016.
2. Ministers, heads of ministerial agencies, heads of Governmental agencies, Presidents of People’s Committees of coastal provinces and central-affiliated cities and members specified in Article 4 are responsible for the implementation of this Decision./.
