INTENSIFIED market surveillance and inspection to ensure SUPPLY - DEMAND BALANCE, market stability and social security

From Minister of Industry and Trade of Vietnam to:

- General Director of Vietnam Directorate of Market Surveillance
- Heads of Department of Market Surveillance of provinces or central-affiliated cities

Last week, the market surveillance forces have had remarkable achievements such as detecting 210.600 packs of viscous substance suspected of being shisha in Binh Duong, seizing over 20 tonnes of goods with 76.804 cosmetic items and 2 containers containing more than 40 tonnes of goods which are used clothes in Ho Chi Minh City with signs of smuggled goods, counterfeit trademarks, goods banned from import or circulation. Currently, the price of gasoline has initially decreased but the prices of many essential goods serving the people are still high, affecting supply and demand of goods, market stability and the people's lives.

Facing with the above situation, the Minister of Industry and Trade requests that:

1. The Director General of Vietnam Directorate of Market Surveillance

- Promptly submit consolidated reports on the changes of the market of essential goods serving manufacture, business and the people’s lives, especially food, foodstuffs, construction materials and medical equipment to the Ministry of Industry and Trade, and formulate specific proposals for control and stabilization of prices of essential goods.

- Cooperate with press agencies in providing public and transparent information for the people to understand the causes and methods of handling organizations and individuals that take advantage of epidemics or other unusual developments for profiteering.

2. The Heads of Department of Market Surveillance of provinces or central-affiliated cities to

- Concentrate and drastically direct the surveillance in their territories, collect and verify information to promptly detect abnormal developments of goods circulated on the market, especially essential goods serving the people's lives; immediately report causes and propose solutions for abnormal changes in prices, supply and demand of essential goods, especially food, foodstuffs, construction materials and medical equipment in their assigned provinces to Vietnam Directorate of Market Surveillance, the Ministry of Industry and Trade as well as the People's Committees of provinces and cities.

- Take charge and cooperate in exchanging information with other functional agencies in the Steering Committee 389 at all levels or relevant provinces to promptly detect and handle organizations and individuals that take advantage of the market changes in supply and demand and prices of goods due to epidemics or other unusual developments for profiteering.

- Raise awareness and encourage organizations and individuals manufacturing and trading essential goods to participate in local price stabilization programs, especially food, foodstuffs and construction materials and medical equipment serving epidemic prevention.

- The Heads of the Departments of Market Surveillance of provinces and central-affiliated cities must be responsible before the Minister if their units commit violations in performance of their official duties or failure to take actions against acts of taking advantage of changes in supply, demand and prices of goods due to epidemics or other unusual developments for profiteering.
