APPROVING THE PROJECT “PROMOTING APPLICATION OF INFORMATION TECHNOLOGY TO COLLECTION OF INFORMATION ABOUT AND FORECASTING OF STATE OF AGRICULTURAL PRODUCT MARKET”

Pursuant to the Law on Government Organization dated June 19, 2015; Law dated November 22, 2019 on Amendments to some Articles of the Law on Government Organization and Law on Local Government Organization;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Government’s Decree No. 73/2019/ND-CP dated September 05, 2019 on management of state investment in information technology application;

Pursuant to the Government’s Decree No. 47/2020/ND-CP dated April 09, 2020 on management, connection and sharing of digital data of regulatory agencies;

Pursuant to the Government’s Resolution No. 53/NQ-CP dated July 17, 2019 on solutions for encouraging and promoting effective, safe and sustainable agricultural investment by enterprises;

Pursuant to the Prime Minister’s Decision No. 411/QD-TTg dated March 31, 2022 approving the Strategy for Digital Economy and Digital Society by 2025 and orientation towards 2030;

Pursuant to the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 approving the “National Digital Transformation Program by 2025 with orientations towards 2030”;

Pursuant to the Prime Minister’s Decision No. 255/QD-TTg dated February 25, 2021 approving the Agriculture Restructure Plan 2021 - 2025;

HEREBY DECIDES:

Article 1. The Project “Promoting application of information technology to collection of information about and forecasting of state of agricultural product market” (hereinafter referred to as “the Project”) is approved as follows:

I. OBJECTIVES

1. General objectives

Promote the application of information technology to collection of information about, analysis and forecasting of state of agricultural product market in order to provide sufficient, accurate and timely information to serve the direction and administration by regulatory bodies and agricultural product production and trading by organizations, individuals, enterprises and cooperatives; make contribution to the increase in competitiveness, added value and sustainable development of Vietnamese agricultural products.

a) Complete the construction of an in-depth agricultural data warehouse serving analysis and forecasting of the state of agricultural product market.

b) Complete the development of tools and software for collection of information about, analysis and forecasting of the state of market of national key agricultural products and products with potential for large-scale development.

c) Complete the establishment of a network for regular and periodic supply and connection of information to the data warehouse; provide training and professional training to 100% of officials meeting the system operation requirements.

d) Regularly collect information and data on the state of agricultural product market to serve the analysis and forecasting, ensuing the consistency, accuracy and promptness upon provision thereof to regulatory bodies, organizations, individuals, enterprises and cooperatives.

3. Vision to 2030

a) Effectively apply technologies of the fourth industrial revolution (big data, artificial intelligence, Internet of things, etc.) to collection of information about, analysis and forecasting of the state of agricultural product market.

b) Organizations, individuals, enterprises and cooperatives may search for, exploit and use information and data on analysis and forecasting of the state of agricultural product market (except for confidential data) on the Internet or sectoral or national open data portal.

c) Develop a network for regular and periodic provision and connection of the data warehouse; attract organizations, individuals, enterprises and cooperatives to connect and share information with the system for collection of information about, analysis and forecasting of the agricultural product market.

d) Develop and improve quality of human resources to serve the application of information technology and digital technology to collection of information about, analysis and forecasting of the agricultural product market.

1. Build and operate an in-depth data warehouse serving analysis and forecasting of the state of agricultural product market.

a) Review and standardize data sources; design data architecture for agricultural product market information system ensuring the consistency and synchronization and having the capacity for connection and sharing to improve operating efficiency in collecting information and data, analyzing and forecasting the agricultural product market. Ensure that the agricultural product market information system is incorporated into the specialized database system in service of digital transformation of the agricultural industry and in conformity with the Vietnam’s E-Government Architecture Framework.

b) Review and complete information technology infrastructure of relevant ministries, agencies and localities; integrate, inherit and effectively exploite natural resources, available infrastructure and infrastructure invested in under related programs and projects on information technology and digital transformation, meeting the integration, connection and sharing requirements in service of collection and storage of information and data on agricultural product market analysis and forecasting.

c) Organize the construction and development of a network for regular and periodic provision and connection of agricultural product market information to the data warehouse.

d) Build an information security assurance system: Implement measures to ensure information security in accordance with regulations of law on information security and safety; anti-malware protection; information security management and supervision; data security, data backup and recovery.

2. Apply information technology to collection of information about, analysis and forecasting of the state of agricultural product market

a) Apply information and technology, technologies and achievements of the fourth industrial revolution to collection of information about, analysis and forecasting of the state of agricultural product market regarding production, processing and consumption of national key and potential agricultural products.

b) Collect information and data

- Build a software system for collection of information and data on production, processing and consumption of agricultural products (area, output, processing capacity, demand, price, volume, consumption structure, products, supplies, input materials, etc.).

- Apply digital technology to survey and collection of information and data on the livestock and fishery category.

- Connect and share multi-sector databases (Planning and Investment, Finance, Industry and Trade, etc.) to collect and update relevant information and data to meet the requirements for in-depth, accurate and timely analysis and forecasting of the state of agricultural product market.

- Build and operate utility tools and software installed on digital device platforms to collect information about daily updated agricultural product prices nationwide.

- Apply smart technology to stages of a basic survey, collection of periodic data on the agricultural industry and foreign market information, and updating of trade policies of countries around the world.

c) Analyze and forecast the state of agricultural product market

- Build and integrate features, statistical algorithms and econometric models in service of the calculation, analysis and forecasting.

- Apply artificial intelligence (AI) technology and big data to forecasting of fluctuations in supply, demand, prices of agricultural supplies and products.

- Apply remote sensing technology to the forecasting of productivity and output with respect to the crop and forestry category.

d) Provide analysis and forecasting information

3. Cooperate in and develop human resources for collecting information, analyzing and forecasting the state of agricultural product market

a) Provide training and professional training in knowledge, skills and digital technology in collection of information about, analysis and forecasting of the state of agricultural product market to personnel within the agricultural product market connection and sharing network.

b) Organize communication, provide training, attract organizations, individuals, enterprises and cooperatives to connect and share information with the system for collecting information, analyzing and forecasting the agricultural product market and effectively exploit information from the system.

c) Promote international cooperation, mobilize resources for training and technology transfer in service of collection of information about, analysis and forecasting of the agricultural product market.

d) Perform tasks of the Project in a manner that does not increase the number of conduits and personnel; employ the existing apparatus and personnel in the assigned field.

4. Develop and complete regulations and guidance on procedures for operating the system for collection of information about, analysis and forecasting of the state of agricultural product market in a uniform manner from central to local government.

5. Organize the supervision and assessment of the application of information technology to the analysis and forecasting of the state of agricultural product market.

III. FUNDING AND PERIOD OF EXECUTION OF THE PROJECT

1. The funding is derived from the state budget (central and local) in accordance with regulations of Law on State Budget, Law on Public Investment and relevant regulations of law; funding obtained from relevant programs and projects; other legal sources of capital raised as prescribed by law.

3. Period of execution of the Project: From 2022 to 2025.

IV. IMPLEMENTATION

1. The Ministry of Agriculture and Rural Development

The Ministry of Agriculture and Rural Development which acts as a conduit to preside over executing the project shall:

a) Preside over and cooperate with Ministries and authorities concerned and local authorities in formulating a plan and organizing the execution of the Project; organize communication activities and provide guidance on performance of the tasks of the Project.

b) Update and complete the e-Government architecture of the Ministry of Agriculture and Rural Development in conformity with the Vietnam E-Government Architecture Framework.

c) Presiding over the construction and operation of a data warehouse and development of software and tools for information collection, analysis and forecasting; organize the provision of information about analysis and forecasting; cooperate with relevant Ministries and authorities to connect and share information and data on production and market of agricultural products, and exploit and use information and data on remote sensing images in accordance with regulations of law.

d) Preside over and cooperate with relevant Ministries and authorities, and local authorities in reviewing, formulating and perfecting regulations and guidance on procedures for operating the system for collection of information about, analysis and forecasting of the state of agricultural product market according to contents of the Project; formulate and implement the personnel development plan in service of collection of information about, analysis and forecasting of the state of agricultural product market.

did) Organize the monitoring, assessment and reporting of the Project execution to the Prime Minister.

a) Preside over and cooperate with relevant authorities in, building, completing, connecting and sharing a database of consumer market and fluctuations in price of agricultural products in the domestic and international market, import and export of agricultural products, mechanisms and policies to manage agricultural products of importing countries, relevant information about enterprises, free trade agreements (FTAs) .

b) Direct the Commercial Counselors and Vietnam Trade Offices in foreign countries to proactively find out and update information on harvest season, output, tastes and import demand, assess the supply and regulations on import of agricultural products of the host country, periodically send such information to the Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development to facilitate the direction and management of agricultural production associated with the market.

3. The Ministry of Finance and the Ministry of Planning and Investment

a) The Ministry of Finance and Ministry of Planning and Investment shall, within their jurisdiction, cooperate with ministries and central governments in requesting a competent authority to provide funding for performance of the tasks of the Project under the Law on State Budget, Law on Public Investment and relevant regulations of law.

b) The Ministry of Finance shall share and connect related data on imported and exported goods and agricultural products with the data warehouse serving analysis and forecasting of the state of agricultural product market.

c) The Ministry of Planning and Investment shall share and connect related statistical data on agriculture with the data warehouse serving analysis and forecasting of the state of agricultural product market.

4. The Ministry of Foreign Affairs

Direct Vietnamese representative agencies in foreign countries to assist in finding out and collecting information about the agricultural product market of the host country and promptly provide such information to ministries, local authorities, associations and enterprises.

5. The Ministry of Information and Communications

b) Cooperate with the Ministry of Agriculture and Rural Development in disseminating contents of the Project.

6. The Ministry of Science and Technology

Preside over and cooperate with the Ministry of Agriculture and Rural Development in performing national science and technology tasks regarding research into and application of digital technology and 4.0 technology in support of collection of information about, analysis and forecasting of state of the agricultural product market.

7. Category associations and enterprises

a) Proactively cooperate with the Ministry of Agriculture and Rural Development in disseminating contents of the Project to associations' members and enterprises.

b) Cooperate and share related information of associations’ members and enterprises to integrate it with database of the agricultural industry in order to effectively and legally use and exploit information on market analysis and forecasting in service of production and business activities.

8. People’s Committees of provinces and central-affiliated cities

a) Review and complete information technology infrastructure of their relevant agencies in order to satisfy the requirements for Project execution.

b) Build and upgrade a database of national and local key agricultural products. Build and develop a network for provision and connection of agricultural product market information within their provinces and to the data warehouse.

d) Provide funding for performing the Project’s tasks presided over by their provinces under the Law on State Budget and its guiding documents.

Article 2. This Decision comes into force from the date on which it is signed for promulgation.

Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities, heads of related authorities and units are responsible for the implementation of this Decision.
