DECISION
ON APPROVAL FOR THE STRATEGY FOR DEVELOPMENT OF VIETNAM'S TEXTILES AND CLOTHING, LEATHER AND FOOTWEAR INDUSTRIES TO 2030, VISION TO 2035

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to the Law on Government Organization and the Law on Organization of Local Government dated November 22, 2019;
Pursuant to Resolution No. 124/NQ-CP dated September 3, 2020 of the Government on the Government's Action Program to implement Resolution No. 23-NQ/TW of August 22, 2018 of the Politburo on the directions for formulating national industrial development policies to 2030, with a vision to 2045;
Pursuant to Resolution No. 115/NQ-CP dated August 6, 2020 of the Government on solutions to promote the development of supporting industries;
Pursuant to Resolution No. 01/NQ-CP dated January 1, 2021 of the Government on the main tasks and solutions to implement the socio-economic development plan and the budget estimate of 2021;

Article 1. Approve the "Strategy for development of Vietnam’s Textiles and Clothing, Leather and Footwear industries to 2030, with a vision to 2035" (hereinafter referred to as the Strategy), with the following main contents:
I. DEVELOPMENT VIEWPOINTS
Export continues to be the main and important driver for the development and growth of the Textiles and Clothing, Leather and Footwear industries (hereinafter referred to as the TCLF industries); effectively take advantage of opportunities from the free trade agreements that Vietnam has signed, diversify export markets and maximize the domestic market.
Develop fashion design, create Vietnamese brands to dominate domestic and export markets; improve the localization rate, increase the added value for Vietnamese TCLF fashion products.
Develop the TCLF industries in association with ecological environment protection; fulfill obligations and social responsibilities, ensure compliance with sustainable development goals and international commitments.
Develop the TCLF industries in accordance with the Strategy and orientation of Vietnam's industrial development; in line with the development of related economic sectors, and also associated with international integration and the Industrial Revolution 4.0.
II. OBJECTIVES
1. Overall objectives
Develop the TCLF industries as the main export industries of the economy; to step up the production of products with high quality and competitiveness in the international market that meet the needs of the domestic market; maintain the position in the group of leading producing and exporting countries of textiles, clothing, leather and footwear products in the world.

2. Specific objectives
a) 2021 - 2030 period
The average national growth rate of export turnover of textiles and clothing, leather and footwear in the period of 2021 - 2030 is expected to reach 6.8% - 7.0%/year, of which period 2021 - 2025 is expected to reach 7.2% - 7. 7%/year.
The total export turnover of textiles and apparels and footwear of the whole country in 2025 is expected to reach 77-80 billion USD and in 2030 is expected to reach 106 - 108 billion USD.
By 2025, the average income of workers in enterprises in the TCLF industries is expected to reach over 90% of the average income of workers in enterprises nationwide and strive to gradually reduce the gap with the national average income of workers.
By 2030, the income of workers in the Textiles and Clothing and Footwear industries is expected to be equivalent to that of workers in the processing and manufacturing industries and gradually reduce the gap with the national average income of workers.
- The Textiles and Clothing industries
Export turnover growth in the period 2021 - 2030 is expected to reach 6.8% - 7.2%/year, of which period 2021 - 2025 is expected to reach 7.5% - 8.0%/year.
Export turnover in 2025 is expected to reach 50-52 billion USD and in 2030 is expected to reach 68-70 billion USD.

- The Leather and Footwear industries
Export turnover growth in the period 2021 - 2030 is expected to reach 6.5% - 7.0%/year.
Export turnover in 2025 is expected to reach 27-28 billion USD and in 2030 is expected to reach 38-39 billion USD.
The localization rate of the Leather and Footwear industries in the period of 2021 - 2025 is expected to reach 51% - 55% and in the period 2026 - 2030 is expected to reach 56% - 60%. Particularly, the key product lines are expected to reach at least 60% and 75% in each period respectively.
By 2025, at least 25% of exports in key product lines will be self-developed by domestic enterprises. By 2030, this rate is expected to reach at least 40%.
b) Vision in the period of 2031 - 2035
Continue to improve the localization rate on the basis of promoting investment in raw materials to meet the development and production needs of domestic textile, clothing, leather and footwear products, and reduce imports.
The average income of workers in enterprises in the TCLF industries is expected to be equivalent to and higher than the average income of workers in enterprises nationwide.
Vietnam is expected to become a country that manufactures and exports textiles and clothing, leather and footwear meeting the requirements of sustainable development; Vietnamese fashion is listed on the world fashion map with fashion events that attract the attention and participation of world famous fashion brands.

1. General orientation
Develop the TCLF industries in the direction of specialization and modernization; improve product structure, focus on developing products with high added value; apply advanced quality management standards and regulations to improve the competitiveness of Vietnam’s TCLF industries.
Accelerate the shift from manufacturing outsourcing to forms requiring higher competencies in supply chain management, value chain, design and branding on the basis of appropriateness to modern technology associated with the system quality management, labor management and environmental protection according to international standards.
Promote investment in production of raw materials, auxiliary materials, and in supporting industries for the TCLF industries; focus on the production of fabrics, artificial fabrics, leather; encourage the production of fabrics from domestically produced yarns in order to reduce imports, positively affect linkages, and form a complete supply and value chain in the TCLF industries; meet the requirements of rules of origin of new-generation Free Trade Agreements as well as speed up the localization process, and rapidly reduce the gap between capacity and productivity with countries with more developed economies.
Improve the quality of human resources (research, design, engineering, technology, management capabilities) to meet the development requirements of the Industrial Revolution 4.0.
2. Industries and sector development orientations
a) Development of TCLF fashion
Promote and create cohesion, coordination between manufacturers and designer to develop products and business in order to orient and create fashion trends for the domestic market; develop product branding and national brand.
Develop Fashion Centers in Ho Chi Minh City and Hanoi Capital; promote the development of TCLF fashion in close association with marketing and communication strategies; make textile, apparel and leather, footwear fashion products to serve domestic, foreign and tourist needs, in association with the world trend of eco-friendly products and convenient products.

- The Textiles industry (including fibers, weaving, dyeing and finishing fabrics)
Develop production of synthetic fibers, functional fibers, new and eco-friendly raw materials, high-index, high-quality yarns, etc., to meet domestic production needs and gradually reduce import. Strongly develop knit fabrics, woven fabrics, technical fabrics.
Build a number of specialized industrial parks with specialized complexes of the TCLF industries (including yarn chains, textile, dyeing, finishing fabrics; tanning); prioritize projects that have large capacity from reputable investors and use advanced and modern technology, with synchronous and closed production processes and compliance with environmental regulations.
Focus attracting investment in the Northern region (Nam Dinh, Hung Yen, Thai Binh, etc.); the Central region (Thanh Hoa, Nghe An, Thua Thien Hue, Quang Ngai, Binh Dinh, etc.) and the South region (Binh Phuoc, Tay Ninh, Long An, etc.).
- The Clothing industry
Develop prestigious strategic products in the market, gradually increase the proportion of high-quality products; shift production to districts, towns and areas with labor resources and convenient infrastructure systems.
Focus on investing in technological innovation in decisive stages such as automatic fabric cutting, new pattern design, and completion of the sewing cycle to increase labor productivity and diversify products.
c) Development of the Leather and Footwear industries
Shift from the production of traditional products to the production of medium and high-end products, popular and fashionable leather shoes and bags. For products serving domestic demand, focus more strongly on developing modes, researching and applying new materials, paying attention to research on market demand.

Attract investment in tanning projects with modern, advanced and eco-friendly technology in industrial parks and specialized industrial clusters.
d) Supporting industries
Develop projects of supporting industries, production of raw materials and auxiliary materials in areas with high density of textile, clothing and leather, footwear enterprises in some Northern provinces (Hung Yen, Nam Dinh, Thai Binh, Quang Ninh, etc.), the Central provinces (Thanh Hoa, Nghe An, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, etc.) and the Southern provinces (Binh Phuoc, Tay Ninh, Ba Ria - Vung Tau, Tra Vinh, Long An, etc.), to reduce transportation costs, lower costs and enhance the competitiveness of products.
IV. SOLUTIONS
1. Market development solution
a) As for regulatory agencies
Strengthen the capacity of the management agency to forecast market demand in order to plan the product strategy in the right direction.
Facilitate and support enterprises in the TCLF industries to directly approach potential customers through participation in exhibitions, trade promotion, investment, market development; hold training courses on e-commerce development, digital transformation, business connection.
Promote and diversify trade promotion activities; provide regular, complete and accurate market information in a timely manner; support businesses to diversify and expand markets with fiscal space and potential. Diversify forms of promotion and introduction of textile and footwear products through entertainment, cultural and social platforms such as dramas, music, and fashion events.

Raise enterprises’ awareness of the impact of Free Trade Agreements; help enterprises limit risks; support and encourage enterprises to make the most of the benefits provided by free trade agreements. Strengthen the propagation and consultancy on international trade law, wherein focusing on the content of rules of origin and trade remedies, and strategies for sustainable development of the TCLF industries in foreign markets so that enterprises can actively develop business strategies in the target market and promptly have a plan to respond to trade remedies’ cases, and new regulations implemented and enforced by foreign countries.
- Export market
Diversify export markets; identify a number of potential markets to orient enterprises to boost exports; support enterprises to exploit market information, import and export policies, payment, etc. so as to reduce dependence on traditional markets.
Promote the construction of technical barriers, such as the application of technical standards on quality for imported products, anti-dumping lawsuits, environmental tax, etc. in order to protect domestic production.
- Domestic market
Step up the inspection and control of the market; have strict sanctions against counterfeit goods, smuggled goods, poor quality goods and goods of unknown origin so as to protect consumers and domestic producers, create a healthy market, and ensure equal competition among enterprises; and have safeguards against origin fraud.
Promulgate and implement policies to protect consumers and the domestic market through the application of appropriate non-tax measures. Make it easier for enterprises to feel secured in production and business.
Develop a plan to exploit the domestic market, develop the form of e-commerce, continue to effectively implement the campaign " Vietnamese people prioritize using made-in-Vietnam goods".
b) As for enterprises

Strengthen digital transformation in management and production activities of enterprises in the TCLF industries. Actively participate in domestic and foreign trade fairs to introduce and develop products; build and accelerate the brand promotion in domestic and international markets.
Organize and develop the domestic retail network, innovate export marketing methods. Build the image of Vietnam’s TCLF industries in the domestic and international markets. Actively participate in and effectively implement the "Vietnamese people prioritize using Vietnamese goods" campaign.
2. Attract investment and develop domestic value chains
a) Solutions to attract investment
Improve the legal system, mechanisms and policies related to investment in an open and attractive direction, ensuring compliance with international commitments and practices.
Organize promotion conferences, call for investment in high value-added stages. Formulate policies to attract and encourage investment in large-scale, high-tech, root technology projects of fiber, textile, dyeing, finishing and tanning that meet environmental standards.
Attract all resources from all economic sectors to invest in developing the TCLF industries; mainly and gradually develop, attract investment projects to produce highly competitive products, industrial and supporting products, and new environment-friendly materials of natural origin.
b) Develop domestic value chains
Develop TCLF fashion Encourage the establishment of association or sub-association of TCLF fashion in order to create a common environment for designers, TCLF enterprises; promote Vietnam’s fashion association with world fashion associations. Strengthen international cooperation in the development of TCLF fashion industry.

Develop solutions and policies to improve enterprise capacity to redirect investment from outsourcing to manufacturing in higher forms.
Build a database and information sharing system on raw materials and auxiliary materials for the TCLF industries so that businesses can exchange information about supply sources in a timely manner; and then establish a trading floor for raw materials and auxiliary materials for the TCLF industries so as to help businesses cut transaction costs, and improve production and business efficiency.
3. Solutions for developing sources of raw materials and auxiliary materials for production
a) The Textiles and Clothing industries
Mainly invest in projects to produce synthetic materials derived from petroleum; manufacture functional fibers; new and eco-friendly raw materials with high-yarn count and high-quality; produce textile, dyeing, finishing and supporting industries.
Form a number of supporting industrial zones and clusters in local areas and key economic regions. Develop a mechanism to support funding for the treatment of wastewater and waste in specialized industrial zones and clusters that have been planned.
Organize promotion to attract investment in industrial zones and clusters. Promote to attract a number of reputable investors and brands of raw materials and auxiliary materials in the world, which makes impact on investment decisions to Vietnam of other investors.
Promote and encourage business mergers and acquisitions in the fiber, textile, dyeing and finishing industries to form corporations with larger production scale and better competitiveness.
b) The Leather and Footwear industries

Prioritize and encourage investment attraction for enterprises with long-term experience in the field of supporting industries for the Leather and Footwear industries.
Promote and encourage domestic enterprises to enter into joint ventures and association with foreign enterprises to build investment projects for the production of deficient raw materials and materials in the leather industry value chain (leather substitutes, artificial leather, etc.). Priority is given to attracting eco-friendly tanning projects; projects to produce high quality leather footwear.
Initiate investment promotion programs in markets with a large concentration of enterprises producing leather and footwear raw materials and auxiliary materials.
Make a list of businesses that own the world's largest brands of leather, leather hats and handbags in order to promote businesses’ investment in Vietnam; prepare investment information, information on local services, land fund for foreign investment projects in the production of leather and footwear raw materials and auxiliary materials.
4. Solutions on organization and management
a) Regulatory agencies
Simplify administrative procedures in investment and production activities to cut time and costs for enterprises.
Priority shall be given to enterprises investing in fiber production, weaving, dyeing, finishing, tanning, production of spare parts, accessories, auxiliary materials, chemicals, dyes, etc. Gather weaving, dyeing, finishing, tanning factories and specialized research centers in a given place to have specific development orientations and to suit actual needs.
Promote the formation of concentrated fiber combinations, weaving, dyeing, finishing, and tanning; encourage and enable investors and enterprises to develop investment projects with advanced technology, which do not cause adverse impacts on the environment and have connections with domestic enterprises, forming linkage chains in the value chain.

Continue to research, develop and issue quality standards and quality management standards in line with international standards to improve the competitiveness of Vietnam’s TCLF industries and serve as a basis for the supervision and inspection of the TCLF industries' products; reform administrative procedures, especially those related to land, investment, relocation support, credit loans, registration of copyright protection, industrial designs, etc. to enable enterprises in the TCLF industries to develop stably and create high quality products.
Continue to improve and initiate the Action Plan to improve competitiveness and develop logistics services in Vietnam.
Research and request competent authorities to adjust legal regulations to facilitate the initiation of reuse/recycling/industrial symbiosis among manufacturing enterprises, especially for kinds of waste in order to promote the development of a circular economy model in the TCLF industries.
Strengthen the coordination of development by region and territory in order to improve the efficiency of regional linkage, contribute to the formation of TCLF industrial clusters, and domestic value chains, in order to take advantage of industrial agglomeration in a number of local areas and economic regions.
Improve the efficiency of traceability through periodic updating of the early warning list of TCLF products that are at risk of being subject to trade defense investigation and tax evasion investigation.
b) Associations, enterprises
Promote the role of TCLF associations in advising the Ministry of Industry and Trade and related ministries to develop policies on TCLF development and protect the legitimate interests of enterprises and consumers.
Strengthen the role of associations in the following fields: market, product branding, investment promotion, scientific research and technology transfer, human resource development, etc.
Restructure the fiber, textile, dyeing, finishing, clothing industries and leather, footwear industries, etc. in the direction of connecting the value chain, balancing the production of raw and auxiliary materials and the processing of products to create high added value.

5. Solutions to improve the quality of human resources
Formulate a strategy for human resource development in the TCLF industries for the period to 2030 and a vision to 2035.
Strengthen the training of human resources, build a team of administrators, researchers, technicians, designers and skilled workers to create competitive advantages and meet development requirements in integration and Industrial Revolution 4.0., gradually modernize and improve the efficiency of corporate governance in the TCLF industries.
Develop and improve training and retraining programs for staff, technicians and technical workers; conduct in-depth investment in and expand the training system in specialized training schools of the TCLF industries.
Promote vocational training in the direction of private sector involvement. Encourage and enable enterprises to associate vocational training with training institutions nationwide to meet the needs of the enterprises.
Train knowledge and skills in technology management, technology transfer, and technology absorption and development; cooperate with foreign-invested enterprises to train, transfer technology and improve production capacity for domestic enterprises.
Develop standards for decent work, meet the requirements of the Code of Responsible Business, in line with international practices on value chains in the TCLF industries.
a) The Textiles and Clothing industries
Cooperate with foreign partners to train human resources for the production of textile raw materials and auxiliary materials, especially human resources in the dyeing, finishing and design stages; train the capacity building for textile and clothing enterprises in production management, value chain and customer management; apply new technologies to improve production efficiency and quality productivity.

Strengthen the training capacity for universities, colleges and vocational schools to train engineers in yarns, weaving, dyeing, finishing, managers and skilled technical workers, to meet the demand for high-quality human resources of the Textiles and Clothing industries in the coming time.
b) The Leather and Footwear industries
Develop human resource training programs suitable to the human resource demand of the TCLF industries in the development stages.
Improve the system of policies on training and developing human resources for the production of raw materials and auxiliary materials for the Leather and Footwear industries. Renovate training contents and programs in the direction of improving practical skills for human resources that produce leather and footwear raw materials and auxiliary materials.
Build a complete set of vocational programs according to segments of the value-added chain of the Leather and Footwear industries (design - production - sales).
Build and effectively adopt solutions to support developing human resources, focusing on new skills such as: design, product development, etc. Connect domestic and foreign training institutions.
6. Solutions for innovation in science, technology and sustainable development, greening the TCLF industries
Formulate and promulgate mechanisms and policies to encourage the import of source technology, high technology and clean technology in the TCLF industries; provide incentives for enterprises to invest in new machinery, equipment and technologies in order to improve productivity and product quality, reduce energy consumption, reduce wastewater discharge, and reduce greenhouse gas emissions; increase recycling and reuse of raw materials, fuels and wastes; prioritize the stages of creating high added value associated with intelligent, automated and eco-friendly production processes.
Encourage research, application and transfer of technology in the production and development of raw materials and auxiliary materials that cannot be produced domestically, high-quality textiles and footwear products, and conform to international standards, ensure safety and environmental friendliness; enable enterprises in the TCLF industries to invest in scientific research and apply advanced technology to production.

Strengthen research capacity for specialized research institutions in the TCLF industries and organizations with the TCLF industries development activities in the fields of science and technology, design, trial production, product development, quality control, technology transfer, training, etc.
Develop policies to promote the application of technology of the industrial revolution 4.0 (3D printing, new materials, automation, robotics, digitization, etc.), apply advanced science and technology based on the foundation of information technology and artificial intelligence platform to deeply engage in the value chain, create a substantive change in the process of production and corporate governance in order to improve productivity, quality and competitiveness of enterprises in the TCLF industries.
Review and refer to international and regional standards, requirements and regulations to establish and periodically update the TCLF industries’ standards, norms and regulations on waste, energy consumption, and water use, use of materials, chemicals, etc.
Promote domestic textile, clothing and footwear enterprises to approach and implement the process of greening in production and obtain certificates of environmental protection, green growth, sustainable growth, and compliance with international standards and target markets.
Promote research on new renewable or natural materials and chemicals to gradually replace unsustainable materials on the basis of product life cycle assessment; encourage enterprises to reuse raw materials, fuel, waste, etc. in the production process.
Hold training courses, disseminate information, and improve capacity on management and control of environmental issues at enterprises (chemical control, energy consumption, water consumption, etc.); research and develop policies to support traceability, transparent value chains, etc. in line with international standards.
7. Solutions, financial mechanism, tax and capital sources
Develop policies on investment, credit and tax for the supporting industries of the TCLF industries.
Develop and implement credit programs for projects to develop concentrated industrial zones, build infrastructure for specialized industrial clusters of the TCLF industries in the form of a closed complex from fiber - weaving - dyeing - finishing and preserving raw leather - tanning.

Article 2. Implementation
1. The Ministry of Industry and Trade
Take charge and cooperate with ministries, central authorities, and the People’s Committees of provinces and central-affiliated cities and relevant agencies in disseminating the contents of the Strategy; periodically evaluating the implementation of the Strategy and then reporting to the Prime Minister.
Formulate and promulgate mechanisms and policies to attract investors to develop the production of raw materials, auxiliary materials, spare parts and accessories for the TCLF industries; strengthen the capacity of vocational training centers, improve the quality of human resources in the TCLF industries in Vietnam.
Develop a program for sustainable development of the TCLF industries in the period of 2021 - 2030 and submit it to the Prime Minister for approval.
Develop and initiate trade promotion and investment promotion activities at home and abroad in accordance with the development direction of the TCLF industries; focus on developing new markets, directly approach potential customers and diversify TCLF products.
Strengthen international cooperation to improve competitiveness for TCLF enterprises in the direction of forming a complete domestic value chain, in line with international commitments on labor, environment and sustainable development.
Strengthen market management activities, control and prevent counterfeit goods, smuggled goods, origin fraud; impose strict sanctions on violations; build technical barriers in line with international practices to ensure a healthy business environment, protect consumers and domestic manufacturing enterprises.
Every year, allocate national industrial promotion budget to support TCLF organizations and enterprises in vocational training, and to apply advanced machinery and equipment to production. Strengthen propagation, training and retraining f knowledge on trade remedies for enterprises and associations of the TCLF industries in order to actively have a solid grasp on regulations trade remedies to have suitable and sustainable business orientations.

2. Ministry of Planning and Investment
Cooperate with relevant ministries, central authorities and local governments in attracting foreign investment into the TCLF industries, taking into account appropriate entities and regions; developing investment promotion programs in target markets in order to make good use of market opportunities from free trade agreements.
Cooperate with relevant ministries, central authorities and local governments in identifying advantageous territorial spaces and industrial parks and proposing suitable locations to focus on developing 3-5 specialized TCLF complexes in order to form value chains and TCLF industrial clusters.
Cooperate with the Ministry of Finance in developing investment policies to soon form a TCLF specialized complex and build a TCLF industrial park with a centralized wastewater treatment system to serve the TCLF industries’ development, meeting environmental standards, sustainable development.
3. Ministry of Finance
Take charge for formulating policies on mechanisms of finance, taxes and capital sources to develop the TCLF industries.
Allocate current budget according to budget balancing ability for regulatory agencies to perform expenditure tasks of the state budget to implement the Program of Sustainable Development of the TCLF industries after being approved by the Prime Minister.
4. Ministry of Science and Technology
Cooperate with relevant ministries and central authorities in formulating, amending, and improving a system of national standards in harmony with international and regional standards, and appraising national technical regulations for TCLF products; in building technical barriers to prevent counterfeit goods, smuggled goods, and poor quality goods, protect consumers and domestic manufacturing enterprises, and avoid importing outdated production lines and equipment that pose risks of causing environmental pollution and loss of labor safety.

Take charge and cooperate with the Ministry of Industry and Trade and relevant ministries and central authorities in organizing scientific research and technological development activities in order to promote the development of the TCLF industries, in which priority is given to research, development of raw materials, auxiliary materials and supporting industries.
Coordinate with the Ministry of Industry and Trade in formulating and implementing the application of traceability, a database of TCLF products; supporting enterprises, organizations and individuals to connect to the national product and goods traceability portal.
Take charge and cooperate with relevant ministries and central authorities in supporting TCLF enterprises in investing in technological innovation, importing advanced technology and equipment, and promoting the application of new and eco-friendly production technologies of the Industrial Revolution 4.0.
5. Ministry of Natural Resources and Environment
Research and re-evaluate the level of environmental impact of the textile dyeing, finishing, and tanning stages to adjust the environmental criteria to suit the actual situation and current level of science and technology in order to create a legal foundation for local governments to attract investment in the TCLF industries.
Take charge and cooperate with the Ministry of Industry and Trade in guiding the People's Committees of the provinces and centrally affiliated cities in the work of planning, land use plans, land fund arrangement and land policies appropriate with the demand for development of the TCLF industries.
6. Ministry of Labor - Invalids and Social Affairs
Strengthen the development of training models, link between domestic and foreign training institutions, between training institutions and enterprises in order to improve training quality and meet the needs of enterprises, especially in the TCLF industries.
Forecast the demand for human resources through vocational training in the period of 2021 - 2030, with a vision to 2045, wherein there are 02 groups of TCLF industries.

Take charge and cooperate with relevant ministries and central authorities in researching, encouraging and implementing education and career orientation in the TCLF industries for high school students.
8. People's Committees of provinces and centrally affiliated cities
Concretize the development strategy of Vietnam’s TCLF industries in the provinces and cities; coordinate with ministries and central authorities to monitor, evaluate and periodically report on the performance of the Strategy and related programs to ensure the uniformity and consistency with provincial and city planning and master plans, plans of other related economic sectors.
Promote investment attraction, facilitate land fund, land-related, land clearance procedures, etc. to quickly implement investment projects in the TCLF industries in accordance with the direction of the Strategy.
Every year, allocate local promotion budget to serve the development of the TCLF industries, focusing on vocational training and application of advanced technological equipment for production.
9. Relevant TCLF Associations
Actively connect with ministries, central authorities and local governments in the implementation of the Strategy; propose regulatory agencies to develop and adjust mechanisms and policies to enable enterprises to develop production and promote the development of the TCLF industries according to the objectives and contents of the Strategy.
Develop and participate in the implementation of programs to support training and technology transfer (of the Ministry of Industry and Trade and related ministries and central authorities). Hold training courses, disseminate information to TCLF enterprises in investment management, production and business activities, and control of environmental and labor issues.
Support organizations and enterprises to invest and develop production along the value chain. Actively build programs of cooperation and linking TCLF enterprises in manufacturing raw materials and auxiliary materials in Vietnam with enterprises in the world. Promote forums for cooperation, sharing and bringing modern and eco-friendly production technology of TCLF raw materials and auxiliary materials to Vietnam.

Article 4. The Ministers, the heads of the ministerial-level agencies, the heads of the Governmental agencies, the Presidents of the People's Committees of the provinces and centrally-affiliated cities and the relevant organizations and individuals shall implement this Decision./.
