DECISION

PROMULGATING THE 2011 AVOIDED COST TARIFF

DIRECTOR OF ELECTRICITY REGULATORY AUTHORITY OF VIETNAM

Pursuant to the Decision No.153/2008/QD-TTg dated November 28, 2008 of the Prime Minister defining the functions, tasks, powers and organizational structure of the Electricity Regulatory Authority of Vietnam under the Ministry of Industry and Trade;
Pursuant to the Decree No.189/2007/ND-CP dated December 27, 2007 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Decision No.18/2008/QD-BCT dated July 18, 2008 of the Minister of Industry and Trade promulgating the regulation on avoided cost tariff and standardized power purchase agreement for small power plants using renewable energy;
At the 2011 avoided cost tariff submitted by the Regulatory center of national electricity system in the official dispatch No.990/DDQG-KT dated December 07, 2010;
At the proposal of Manager of electricity price and fees,

DECIDES:

Article 1. To issue the 2011 avoided cost tariff applied to the small hydroelectric plants connected to the national power grid meeting the applicable conditions provided in the Decision No.18/2008/QD-BCT dated July 18, 2008 of the Minister of Industry and Trade issuing regulations on avoided cost tariff and standardized power purchase agreement applied to small power plants using renewable energy (Decision No.18/2008/QD-BCT).

Article 2. The cost tariff issued together with this Decision takes effect on January 01, 2011 to December 31, 2011.

Avoided cost tariff in 2011 in with of cost tariff  application as tariff for , issued together with the 18/2008/QD-BCT.

Article 3. When applying the 2011 avoided cost tariff, the power units apply the power purchase agreement according to standardized contract for small power plants using renewable energy as provided in Decision No.18/2008/QD-BCT.

The power selling party is responsible for sending a copy of the power purchase agreement signed to the Electricity Regulatory Authority no later than 30 days since the signing date.

Article 4.Chief Office of Department, Managers under Electricity Regulatory Authority, general director of Vietnam Electricity Corporation, general directors of the electricity corporations and small power generating units using renewable energy connecting with national power grid are responsible for the implementation of this Decision./.

1. The avoided cost tariff

2. Average avoided cost tariff is: 916 dong/kWh

(To calculate according to the number of peak-off-peak hours defined in the Circular No.08/2010/TT-BCT dated February 24, 2010 of the Ministry of Industry and Trade on electricity sale prices in 2010 and guidance of implementation; based on rate of electricity produced upon seasons and peak-off-peak hours in the year as provided in the Circular No.41/2010/TT-BCT dated December 14, 2010 of Ministry of Industry and Trade on the method of determining electricity prices; order and procedures for making, issuing and electricity bracket and approval of the power purchase agreement).
