THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to some Articles of Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to Government’s Resolution No. 26/NQ-CP dated February 27, 2023 on promulgation of action program for implementation of the Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Central Committee of the Communist Party of Vietnam on agriculture, farmers and rural areas by 2030, with a vision to 2045;
Pursuant to Government’s Resolution No. 120/NQ-CP dated November 17, 2017 on sustainable and climate-resilient development of the Mekong Delta;
Pursuant to Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister on approval for the sustainable agriculture and rural development strategy for the period 2021 – 2030 with a vision toward 2050;
Pursuant to Decision No. 896/QD-TTg dated July 26, 2022 of the Prime Minister on approval for the national strategy for climate change until 2050;

At the request of the Minister of Agriculture and Rural Development at Report No. 8383/TTr-BNN-TT dated November 17, 2023.
HEREBY DECIDES:
Article 1. The Project on “sustainable development of 01 million hectares for specialized farming of rice with high quality and low emission associated with green growth of the Mekong Delta by 2030” is approved with the following contents:
1. The rice production is an advantage of the Mekong Delta and plays key role in assurance about national food security, thereby significantly contributing to economic development, social stability and improvement of Vietnam's position in the international community.
2. Concretizing guidelines and policies of the Central Committee of the Communist Party, the National Assembly and the Government on agricultural development in the Mekong Delta in direction of sustainability, adaption to climate change, increase in incomes of rice farmers, assurance about national food security and export promotion; mobilizing all resources and economic sectors to participate in concretization of such guidelines and policies.
3. Developing regions for specialized farming of low-emission and hi-quality rice in the Mekong Delta with breakthrough in restructuring of rice production, increasing the added value in the whole chain, maintaining sustainable development in the context of increasingly severe consequences of climate change, contributing to green growth and making contribution to implementation of the Government's commitments in the 2021 United Nations Climate Change Conference (COP26), towards net zero emission by 2050.

Establish 01 million hectares for specialized farming of rice with high quality and low emission in association with restructuring of the value chain-based production system and application of sustainable farming procedures in order to raise value of, promote sustainable development of the rice industry, enhance efficiency in business and production, increase incomes and living standards of rice farmers, protect environment, adapt climate change and reduce greenhouse gas emissions, thereby contributing to implementation of Vietnam's international commitments.
2. Specific objectives
a) By 2025:
- Regarding scale: the area for specialized farming of rice with high quality and low emission will be 180.000 hectares.
- Regarding sustainable farming: at low-emission and high-quality rice farming regions, the seed rate is reduced to 80 - 100kg/hectare; the amount of chemical fertilizers and pesticides is reduced by 20%; the water consumption is reduced by 20% compared to that of traditional farming; at least one of sustainable farming procedures such as "1 must do, 5 reductions", Alternate Wetting and Drying (AWD), Sustainable Rice Platform (SRP), and certified Good Agricultural Practices (GAP) is applied to the entire rice farming area and such area is issued with Production Unit Code.
- Regarding production restructuring:
+ Enterprises and cooperative groups, cooperatives or farmer organizations shall cooperate in production and sale of products with regard to the entire low-emission and hi-quality rice farming production area.
+ The synchronous mechanization rate reaches over 50% of the area.
+ Over 200.000 households apply sustainable farming procedures.

+ The post-harvest loss rate is less than 10%.
+ 70% of straw at the specialized farming region is collected from the field and processed for reuse.
+ The amount of greenhouse gas emissions is reduced by over 10% compared to that of traditional farming.
- Regarding rice farmer’s income and added value: the added value in the rice chain will increase by 30%, the profit margin for rice farmers in which will exceed 40%;
- Regarding branding and export: the amount of high-quality and low-emission rice to be exported will account for over 20% of the total rice export volume of the entire specialized farming region.
b) By 2030:
- Regarding scale: the area for specialized farming of rice with high quality and low emission will be 01 million hectares.
- Regarding sustainable farming: the seed rate is reduced to less than 70kg/hectare; the amount of chemical fertilizers and pesticides is reduced by 30%; the water consumption is reduced by 20% compared to that of traditional farming; At least one of sustainable farming procedures such as "1 must do, 5 reductions", Alternate Wetting and Drying (AWD), Sustainable Rice Platform (SRP), and certified Good Agricultural Practices (GAP) is applied to the entire area and such area is issued with Production Unit Code.
- Regarding production:

- Regarding environment protection and green growth:
+ The post-harvest loss rate is less than 8%.
+ 100% of straw is collected from the field and processed for reuse.
+ The amount of greenhouse gas emissions is reduced by over 10% compared to that of traditional farming.
- Regarding rice farmer’s income and added value: the added value in the rice chain will increase by 40%, the profit margin for rice farmers in which will exceed 50%;
- Regarding branding and export: the amount of rice to be exported under the high-quality, low-emission brand will account for over 20% of the total rice export volume of the entire specialized farming region.

2. The Project will be implemented in 2 phases:
Phase 1 (2024-2025): Focus on consolidation of the existing area of the Vietnam Sustainable Agriculture Transformation Project (VnSAT) that is 180.000 hectares, including refresher training, plan formulation, development of the measurement, reporting and verification (MRV) system, counting and experimentation in issuance of carbon credits for qualified rice regions, improvement of cooperatives, maintenance of some works and preparation of plans for the period 2026 - 2030.
Phrase 2 (2026-2030): Identify key areas to set up projects on investment in development of regions for specialized farming of rice with high quality and low emission outside the VnSAT Project and provide expansion of an additional 820.000 hectares. This phase will focus on main activities such as investment in completion of infrastructure for new areas, production restructuring, development of value chains, perfection of the MRV system, and maintenance of sustainable production in the Project regions in the period 2024 - 2025.
IV. CRITERIA FOR SELECTION OF REGIONS ELIGIBLE FOR THE PROJECT
1. Regarding planning and infrastructure
- The region to be planned is a specialized rice cultivation land under the land use planning for the period 2021 - 2030 in accordance with provincial planning and Mekong Delta planning with a minimum continuous area of 50 hectares;
- The region has irrigation infrastructure with a basis investment; and electricity, telecommunications and logistics infrastructure, thereby ensuring rice production, processing and business.
2. Regarding sustainable farming and green growth
- The proposed region currently has over 20% of the rice cultivation area where one of the sustainable farming procedures such as "1 must do, 5 reductions", Alternate Wetting and Drying (AWD), Sustainable Rice Platform (SRP), and certified Good Agricultural Practices (GAP) has been applied.

- 100% of households in the region commit to collect straw from the field for processing and reuse.
3. Regarding production:
- The linked area reaches over 30% of the total area, in which 50% of households in the region participate in linkage through cooperatives, cooperative groups and connection with enterprise
- Over 40% of households in the region have undergone training in sustainable farming procedures such as "1 must do, 5 reductions", Alternate Wetting and Drying (AWD), Sustainable Rice Platform (SRP), and certified Good Agricultural Practices (GAP).
- There are agricultural extension organizations participating in technical support for farmers.
4. Regarding connecting enterprises
- Enterprises participating in the Project shall cooperate with cooperatives or farmer organizations in at least product offtake.
- Enterprises shall commit to participate in the Project and have the capacity to organize and supervise the rice production in the linked region.
V. KEY TASKS AND SOLUTIONS TO IMPLEMENTATION OF THE PROJECT

- Governments of provinces and cities shall review, consolidate and improve the area of 180.000 hectares under the VnSAT Project to carry out the Project in the winter-spring rice crop of 2023 - 2024 and the following crops in 2025.
- According to criteria for application for participation in the Project, governments of provinces and cities shall proactively cooperate with the Ministry of Agriculture and Rural Development to review areas that meet criteria for expansion in the period 2026 – 2030 in direction of 01 million hectares for specialized farming of rice with high quality and low emission in the Mekong Delta by 2030.
2. Review, application and completion of technical packages that meet sustainable development criteria
- Apply technical packages on rice cultivation to ensure sustainable production, emissions reduction and adaption to climate change; complete straw treatment procedures and transfer straw to farmers and cooperatives. Build demonstration and training models to provide them for farmer households, cooperatives, cooperative groups and farmer organizations.
- Build an MRV system that serves as a basis for issuance of carbon credits to area where low-emission rice farming procedures have been applied towards the domestic and foreign carbon credit markets.
3. Production restructuring and training for capacity improvement
- Rice-cultivating households, cooperatives and enterprises participating in the Project shall apply for participation in and commit to carry out sustainable and low-emission rice farming procedures.
- Develop rice-cultivating households into cooperatives, cooperative groups or farmer organizations. Encourage enterprises participating in the Project to sign contracts with cooperatives and production households to provide qualified inputs, technical support and output offtake for rice-cultivating households.
- Establish innovation and logistics centers associated with specialized farming regions with the participation of cooperatives and enterprises.

- Build agricultural extension components for training and technology transfer to develop low-emission rice production in the Mekong Delta with the priority given to increase in the capacity of agricultural extension organizations in the community.
4. Investment in upgradation of infrastructure in specialized farming regions
- Upgrade existing irrigation works and complete the canal system in combination with in-field traffic to proactively conduct irrigation, manage saltwater intrusion, manage water and facilitate machinery operation and transport.
- Review the network of warehouses and drying and processing establishments in specialized farming regions to enable enterprises with the cooperation in production and sale in terms of ground to expand drying and processing establishments for the purpose of improvement in efficiency and scale of cooperation.
- Establish logistics centers in regions for specialized farming of high-quality and low-emission rice, thereby effectively providing technical services and ensuring post-harvest preservation.
5. Mobilization of resources, technical and financial support from carbon finance funds and support funds in the world.
- Mobilize support from funds, international organizations, governmental and non-governmental organizations and embassies of foreign countries to effectively implement the Project.
- Access technical support and non-refundable financial aid from Transformative Carbon Asset Facility – TCAF of the World Bank to provide support for development of the MRV system that serves as a basis for issuance of carbon credits to area where low-emission rice farming procedures have been applied towards domestic and foreign carbon credit markets for increase in farmers' incomes and the added value of rice products. Establish and develop a contingent of officials that carry out measurement, report, appraisal and issuance of carbon credits.
6. Effective implementation of applicable policies and mechanisms

- Give priority to credit programs to support connection in production, processing and sale of rice products with high quality and low emission between cooperatives, cooperative groups and enterprises.
- Establish a carbon credit payment mechanism according to the success of the region for specialized farming of rice with high quality and low emission.
- Conduct branding and develop a hi-quality and low-emission rice product market in the Mekong Delta and the whole country. Adopt policies strong enough to assist enterprises in developing the low-emission rice brand in domestic and international markets.
- Local governments shall give priority to implementation of support policies applicable to rice-cultivating households, cooperatives and enterprises in project regions. Rice-cultivating households are given priority to participate in training courses, borrow incentive capital from credit policies of the State and receive benefits from sale of carbon credits through rice production with reduction in GHG emissions. Cooperatives and cooperative groups receive support for investment in infrastructure, funding and technical assistance in development of pilot models. Enterprises may access long-term and medium-term credits when they cooperate with cooperatives and cooperative groups in project regions in production and sale, receive benefits from sale of carbon credits and are given priority to access international projects in this industry.
7. Development of programs and tasks that are prioritized

4. Other legal sources as prescribed by law.
1. Ministry of Agriculture and Rural Development
- Preside over and cooperate with relevant ministries, central authorities and People's Committees of provinces and central- affiliated cities in the Mekong Delta in providing guidelines for organization of implementation of the Project. Cooperate with local authorities and enterprises in making specific plans for implementation of the Project. Make annual summaries and reports, and then submit them to the Prime Minister. Conduct preliminary review (in 2025) and final review (in 2030) of implementation of the Project.
- Preside over and cooperate with relevant ministries and central authorities in issuing and complying with regulations on measurement, report and appraisal of reduction in GHG emissions in order to serve implementation of the Project in accordance with international regulations and specific conditions of Vietnam. Make and propose pilot policies and carbon credit payment mechanisms according to the success of the specialized farming region.
- Be responsible for development of the Monitoring and Evaluation System (M&E) according to output indicators of the Project and specific objectives.
- Preside over and cooperate with relevant ministries and central authorities in working with and receiving aid from international organizations.
2. Ministry of Planning and Investment
Preside over report to competent authorities on determination of investment capital from the state budget for development investment under industries and sectors in annual and medium-term public investment plans to implement projects according to regulations of the Law on Public Investment.

According to the availability of central budget funds and on the basis of recommendations from the Ministry of Agriculture and Rural Development and relevant ministries and central authorities, preside over report to competent authorities on allocation of professional funding from state budget for development of policies issued by authorities under regulations of the Law on State Budget and relevant laws.
4. Ministry of Natural Resources and Environment
- Cooperate with the Ministry of Agriculture and Rural Development in making and promulgating regulations on measurement, report and appraisal of reduction in GHG emissions applicable to regions for specialized farming of rice with high quality and low emission in the Project.
- Cooperate with the Ministry of Agriculture and Rural Development in developing pilot policies and carbon credit payment mechanisms according to the success of the region for specialized farming of rice with high quality and low emission.
5. State Bank of Vietnam
Conduct study and propose consideration and promulgation of credit programs for support for connection in production, processing and sale of rice products with high quality and low emission between cooperatives and enterprises to competent authorities; provide guidance on access to relevant credit programs for participants in the Project.
6. Relevant ministries and central authorities.
Cooperate with and assist the Ministry of Agriculture and Rural Development in implementing the Project within their functions and tasks.
7. People's Committees of provinces and central-affiliated cities in the Mekong Delta

- Issue local mechanisms and policies to attract investment from enterprises. Support and develop cooperatives, provide training courses for cooperatives' managers, and upgrade infrastructure for participation in the sustainable rice production value chain.
- Develop specific plans for implementation of the Project; make annual summaries and reports on implementation of the Project and then submit them to the Ministry of Agriculture and Rural Development. Conduct preliminary review (in 2025) and final review (in 2030) of implementation of the Project as instructed by the Ministry of Agriculture and Rural Development.
8. Industry associations related to rice business and production
Participate in business and production links, encourage and assist their members to connect with cooperatives and enterprises participating in the Project in development of the low-emission and hi-quality rice value chain.
Article 3. This Decision comes into force as of its date of signing.
Ministers, Heads of ministerial agencies, Heads of governmental agencies and Chairpersons of People's Committees of provinces and central-affiliated cities in the Mekong Delta shall be responsible for implementation of this Decision.
