THE PRIME MINISTER telegraphs:
- Minister of Industry and Trade and Minister of Finance.
- Director of Committee for Management of State Capital at Enterprise;
- Directors, General Directors of Vietnam Electricity, PetroVietnam, Vinacomin, Petrolimex.
In order to maintain national energy security which is a foundation and an important prerequisite for socio-economic development, the Government and Prime Minister have early and remotely directed relevant ministries, central departments, agencies, and local governments to implement specific tasks and solutions for the purpose of maintaining sufficient electricity and gasoline supply for manufacturing, business, and domestic purposes of the general public[1]. However, electricity and gasoline supply in some places and in some periods still faces various difficulties in recent time; where localized electricity shortage occurred the Northern region at the end of dry season of 2023 and gasoline shortage occurred in several areas at the end of 2022.
The Prime Minister hereby requests the Minister of Industry and Trade, Director of the Committee for Management of State Capital at Enterprises; Directors, General Directors of Vietnam Electricity, PetroVietnam, Vinacomin, Petrolimex to continue to be accountable, closely cooperate, strictly, extensively, promptly, effectively implement their tasks and solutions for the common goals, national interests, and people interests; strictly and effectively implement political tasks where details below shall be prioritized:
I. Regarding securing electricity supply:

1. Ministry of Industry and Trade shall:
a) extensively finalize Plan for securing electricity supply for manufacturing and business operations and domestic purposes of the general public during the remainder of 2023 and 2024; prevent electricity shortage; and report to the Prime Minister before September 15, 2023.
b) direct extensive and synchronous implementation of investment preparation phase of investment projects within the project for third circuit of 500 kV transmission line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) as per the law in order to commence construction of component projects as soon as possible; aim to commence construction by September of 2023. Prevent all violations, corruption, group interest, etc.
c) develop and request competent authority to review, promulgate policies incentivizing development of self-sufficient rooftop photovoltaic system and direct power purpose agreement (DPPA); report to the Prime Minister before September 15, 2023.
d) implement Directive of the Prime Minister on securing electricity supply, coal and gas supply for electricity generation in the near future; report to the Prime Minister before September 15, 2023.
dd) strengthen supervision of national electrical grid operation, in which, direct, comprehensive, and effective supervision of operation of the National Load Dispatch Center (A0) is required; prevent incidents and risks caused by subjective errors in operation of national electrical grid.
2. The Committee for Management of State Capital at enterprises, acting their functions and tasks as state capital owner’s representative, shall:
a) direct, expedite, and supervise the EVN, TKV, and PVN to rapidly investment projects for construction of electricity structures in order to promote socio-economic development, increase capital efficiency of enterprises, maintain energy security, focus on exhaustively implementing important, urgent investment projects.
b) direct EVN, TKV, and PVN to cooperate, organize better implementation of power purchase agreements, coal supply agreements, gas supply agreements for the common goals, for national interests, and people interests; rectify disruption, split interests between entities and enterprises affiliated to the Committee for Management of State Capital at Enterprises in electricity generation and supply.

3. The EVN, TKV, and PVN shall strictly implement direction of the Standing Government, Prime Minister, Deputy Prime Minister regarding issues relating to national electrical grid, focus on successfully implement preparation, load forecast, hydrography prediction in hydroelectricity reservoir; ensure sufficient coal, gas, and oil for electricity generation; immediately rectify electricity source and electrical grid incidents, etc.; focus on investing in electrical source and electrical grid projects in a manner that satisfies the schedule, quality, effectiveness, especially important, urgent projects.
II. Regarding securing nation-wide gasoline supply:
1. Ministry of Industry and Trade shall:
a) take charge and cooperate with the Ministry of Finance, the Committee for Management of State Capital at Enterprises, PVN, Petrolimex, and relevant agencies in actively, extensively coordinating and balancing gasoline market within their functions, tasks, and powers; ensure sufficient gasoline supply for manufacturing and business operations of enterprises and domestic purposes of the general public at all time.
b) take charge and cooperate with Committee for Management of State Capital at Enterprises, PVN, relevant agencies and entities in identify productivity of domestic gasoline manufacturing enterprises in order to define the basis for balancing import gasoline in the near future, maintain continuous supply, and prevent disruption to domestic gasoline market.
c) take charge and cooperate with Ministry of Finance and relevant agencies in monitoring global gasoline market and domestic gasoline manufacturing, trading in order to regulate prices and tap into Price stabilization fund in an appropriate, timely, and effective manner.
d) direct authorities to examine, supervise in order to discover and take actions against violations in gasoline trading; maintain stability and integrity of domestic gasoline market; prevent violations.
2. The Committee for Management of State Capital at Enterprises, within their functions and tasks, shall cooperate with the Ministry of Industry and Trade in implementing solutions for securing gasoline supply for domestic market; direct the PVN and Petrolimex to adequately, promptly, and effectively comply with direction of competent authority regarding gasoline supply.
3. The PVN and Petrolimex shall actively implement solutions within their competence; closely cooperate with the Ministry of Industry and Trade in adequately and strictly implementing Point a and Point b Clause 1 of Section II above.

The Office of the Government shall regularly monitor, expedite, and examine implementation of this Official Telegram within their functions and tasks; submit monthly report on implementation results to the Prime Minister./.
