DECISION
ON CODE OF CONDUCT OF PERSONS WORKING IN FIELDS OF ARTS
MINISTER OF CULTURE, SPORTS AND TOURISM
Pursuant to Decree No. 79/2017/ND-CP dated July 17, 2017 of Government on functions, tasks, powers and organizational structures of Ministry of Culture, Sports and Tourism;
Pursuant to Decision No. 2215/QD-TTg dated December 24, 2020 of the Prime Minister promulgating Plan for implementation of Conclusion No. 76-KL/TW dated June 4, 2020 of the 12th Politburo on continuing implementation of Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Central Executive Committee of the Communist Party on development and improvement of Vietnamese culture and people satisfying sustainable nation development demands;
At request of Director of Performing Arts Department.

Article 1. The “Code of conduct of people working in fields of arts” is attached hereto.

Article 3. Chief of Ministry Office, Director of Performing Arts Department, heads of entities affiliated to the Ministry, relevant agencies, entities, organizations, and individuals are responsible for the implementation of this Decision./.

CODE OF CONDUCT
OF PEOPLE WORKING IN FIELDS OF ARTS

Chapter I
OBJECTIVES, SCOPE, REGULATED ENTITIES

Lay out standard conducts in order to unify awareness and actions of people working in fields of arts, agencies, organizations, and individuals engaging in activities related to fields of arts and the society.
Encourage and duplicate good cultural values following the motto “nhân cái đẹp, dẹp cái xấu” (multiply the beauty, rid of the bad).
Highlight the roles and responsibilities of people working in fields of arts in developing and improving Vietnamese cultures and people, fulfilling sustainable national development demands.
Article 2. Scope and regulated entities
1. Scope: Conducts of people working in fields of arts in professional activities, towards colleague, the general public, audience, when engaging in social activities, press activities, communication, and on the internet.
2. Regulated entities: People working in fields of arts.
Article 3. Definition
In this Code of conduct, the terms below are construed as follows:
1. “fields of arts” include performing arts, cinematography, fine arts, and photography.

Chapter II
CODE OF CONDUCT
Article 4. General code of conduct
1. Place benefits of the people and country above all, first and foremost; respect honor, highlight responsibilities of citizens, responsibilities of people working in fields of arts.
2. Strictly adhere to regulations and law, respect legal rights and benefits of organizations and individuals; do not harm credibility of collective, health, honor, dignity of other people.
3. Maintain moral standards, credibility, and honor of people working in fields of arts that fit social moral, fine traditions and culture of Vietnam.
Article 5. Code of conduct in professional activities
1. Contribute to development of the arts; always look for novelty to accurately reflect life and create art pieces that are ideologically and aesthetically pleasing and improve mental and cultural health of the general public.
2. Use authenticity - decency - aesthetic as the objectives and motivations to spread the spirit and missions of arts, form good personalities, life ideas, the love for country and nation in every person and in society.

4. Acquire worldwide artistic essences; selectively absorb worldwide art trends and tendencies to develop Vietnam’s arts while enriching Vietnam’s fine traditions.
5. Advertise culture, country, and people of Vietnam, maintain worldwide friendship and connection, do no harm to benefits, security, sovereignty, comply with law of host countries when engaging in arts in foreign countries.
6. Maintain title and images; choose outfits and make-up depending on purpose and contents of the arts.
7. Fight against the bad, negative conducts, deviations in social life; maintain the purity of the Vietnamese language; have the correct awareness and point of view against deviations and loss of fine traditions.
8. Comply with regulations on intellectual property; do not create, publish, publicize, perform works whose contents are against moral, cultural, traditional values of the people and works that negatively affect ideology and aesthetic of the general public.
Article 6. Code of conduct toward colleague
1. Respect predecessor artists in spreading cultural values and professional essences to the successors; respect, protect credibility of colleague from the general public, audience, and society.
2. Cooperate, unify, and help each other improve professional level; share knowledge and experience with people who are new to the fields of arts.
3. Stay honest and responsible for statements, expressions, idea sharing; do not cause conflicts, harm credibility and legal rights of colleague.

1. Respect, list, and acknowledge reasonable feedback of the general public and audience to improve one’s self and improve quality of the arts.
2. Behave appropriately, friendly, and develop good images of people working in fields of arts in the eye of the general public and audience.
3. Do not exploit support and affection of the general public and audience for personal gain in any shape or form.
Article 8. Code of conduct on newspaper, media, and internet
1. Individuals use social media to interact, share, upload, provide accurate, reliable information beneficial for society and country; comment with decency, proper manner, and responsibility regarding issues concerned by the society; be honest in statements, expression, and share correct, subjective points of view.
2. Refrain from using languages in a way that causes conflicts, disputes, discrimination in any shape or form; refrain from using indecent languages or images that contradict fine traditions.
3. Refrain from inciting, goading, causing the loss of unity, violating legal rights and benefits of agencies, organizations and individuals; causing harm to security, order, benefits of the country and the people.
4. Refrain from uploading, sharing, spreading contents violating the law, false information, copyright infringement, unverified information, information that does harm to honor, dignity of other individuals and negatively affects legal rights and benefits of organizations and individuals.
Article 9. Code of conduct when engaging in other social activities

2. Rely on personal credibility to spread humanitarian value, good deeds and images, well-mannered conducts in society, prioritize activities related to community health education, environmental friendly and protection lifestyle.
3. Be public and remain transparent when engaging in social activities; protect credibility and responsibilities of people working in fields of arts; refrain from exploiting titles, positions, images for personal gains.
4. Deliver truthful, authentic, and clear information on use and functions of products and goods when working in advertisements, especially products in health, education, and environment.
5. Do not organize or participate in activities that are against the law or violating national security, social order; do not practice or support superstitious activities or activities that damage the unity of the people.
Chapter III
ORGANIZING IMPLEMENTATION
Article 10. Implementation
1. Request state authorities, political-socio-occupational organizations, socio-occupational organizations, press authorities, newspaper authorities, and other social organizations to publicize, implement this Code of conduct however appropriate to their functions, tasks, operation charters, and conditions.
2. Agencies, public service providers engaging in arts activities, professional associations in fields of arts shall rely on this Code of conduct to review, develop, and finalize regulations on code of conduct and professional ethics of public officials, public employees, and members and develop methods of commending and disciplining accordingly. People working in fields of arts must adequately comply with this Code of conduct.

4. Request press authorities and newspaper authorities to detect, highlight, and commend paragons of good deeds, effective models in implementing this Code of conduct; criticize and denounce violations of the Code; reconsider the use of images of people working in fields of arts who do not comply with this Code of conduct.
Article 11. Implementation
The Code of conduct is sent to all people working in fields of arts and relevant agencies, organizations, and individuals.
Difficulties that arise during the implementation should be reported to Ministry of Culture, Sports and Tourism./.
