Implementing direction of Prime Minister under Official Telegraph No. 1265/CD-TTg dated September 30, 2021 and Official Telegraph No. 122 of Prime Minister dated October 1, 2021, Ministry of Health (Standing agency of National Steering Committee for COVID-19 Epidemic Management) shall request People’s Committees of Provinces and cities to direct and provide guidelines for relevant entities regarding supervision, testing, and quarantine for monitor for cases where the general public move from one province to another as follows:
1. For individuals moving from areas with high risks or areas with risks to areas with moderate risks or lower:
- For individuals who have fully vaccinated for COVID-19 (with certificate for adequate vaccination) or have relieved of COVID-19 (with confirmation of COVID-19 relief or hospital discharge notice within 6 months from the date on which the individuals arrive in local administrative divisions): perform ARN testing or quick antigen test with single specimen within 72 hours from the time of sampling before travel. Upon arrival, monitor health at home or residence for 7 days, comply with 5K principles, and conduct ARN test or quick antigen test with single specimen twice on the 1st and the 7th day. Cases with positive test results shall require actions as per the law.
- For individuals who have not received sufficient COVID-19 vaccine shots: perform ARN testing or quick antigen test with single specimen within 72 hours from the time of sampling before travel. Departments of Health of destination shall rely on epidemiology assessment and local epidemic situations to consider allowing people from other areas to quarantine at home or residence; instruct the general public to comply with 5K principle and perform quick antigen test with single specimen once every 2 or 3 days or organize ARN test with single specimen or representative specimen once every 5 to 7 days for the general public for 14 days. Positive SARS-CoV-2 test results shall require actions as per the law.
2. Individuals leaving from areas with risks to areas with equivalent risks or areas under new normal:
- Individuals who have received sufficient COVID-19 vaccination shot (with certificate for adequate vaccination) or have relieved of COVID-19 (with confirmation of COVID-19 relief or hospital discharge notice within 6 months from the date on which the individuals arrive in local administrative divisions): comply with 5K principles, restrict contact, monitor health at home or residence within 14 days from the date on which they arrive at an area, and immediately inform local medical authority when they display symptoms such as fever, coughing, sore throat, dyspnea, reduced or lost sense of smell or sense or taste.
- Individuals who have not been sufficiently vaccinated for COVID-19: comply with 5K principles, quarantine at home or residence for 7 days upon they arrive at an area, and continue to restrict contact and monitor health in the next 14 days. Perform ARN test or quick antigen test with single specimen twice on the 1st and the 7th day while quarantining at home or residence. Immediately inform local medical authority in case of showing symptoms such as fever, coughing, sore throat, dyspnea, reduced or lost sense of taste or sense of smell. Positive SARS-CoV-2 test results shall require actions as per the law.
3. Individuals moving from areas with low risks to areas with higher risks: local Departments of Health of areas that receive individuals arriving at the areas shall rely on local epidemiology assessment and epidemic situations to provide guidelines on monitoring, quarantining, and collecting test specimen if necessary.
4. Direct relevant entities to publicize and instruct the general public to implement epidemic management principles, comply with 5K principles, and applicable epidemic management measures; cooperate with other provinces and cities in welcoming arriving individuals in an organized, thorough, safe, and compliant with COVID-19 epidemic management measures.
