In furtherance of the Government’s Resolution No. 78/NQ-CP dated 20/7/2021 on Covid-19 control; in consideration of opinions of research agencies, scientists, World Health Organization (WHO) in Vietnam, Centers for Disease Control and Prevention (CDC) of the USA, the Ministry of Health (standing body of National Steering Committee for Covid-19 Control) hereby provide some guidelines for quarantine of people permitted to enter Vietnam who have been fully vaccinated against Covid-19 or have recovered from Covid-19:
1. An inbound passenger will undergo centralized quarantine for 07 days and health monitoring in the next 07 days (except people who enter Vietnam to work for less than 14 days and other cases of quarantine upon entry prescribed by National Steering Committee and the Ministry of Health) if he/she fully satisfies the following conditions:
- He/she tests negative for SARS-CoV-2 (by RT-PCR/RT-LAMP test) within 72 hours before departure and receives a certificate issued by the competent authority of the country in which the test is done.
- He/she has received the required Covid-19 vaccine doses (the last dose must be administered within the period of 14 days to 12 months before the date of entry) and has a vaccination certificate.
He/she used to be infected with SARS-CoV-2 (has a certificate that he/she tested positive for SAR-COV-2 with one-step RT-PCR method within the last 6 months before the date of entry) and a certificate that he/she has recovered from Covid-19 or an equivalent document issued by the competent authority of the country where he/she is treated.
3. He/she is tested for SARS-CoV-2 on the first and seventh day from the date of entry (the test on the first day may be an antigen test or RT-PCR; the test on the seventh day must be a one-step RT-PCR test). If the test result is positive, he/she will be handled as per regulations.
4. Transfer, transport, receipt and monitoring of inbound passengers after completion of centralized quarantine:
- People who have been in centralized quarantine for 7 days shall be monitored at home in accordance with Official Dispatch No. 425/CV-BCD dated 19/01/2021 of National Steering Committee on transfer and management after completion of centralized quarantine.
- During the transport from the centralized quarantine facility to their homes, the people who have completed centralized quarantine shall maintain implementation of the 5K rules, especially wearing masks and maintaining distance; always opening and using Bluezone application.
- During home monitoring, the people who have completed centralized quarantine keep using Bluezone application until the end of the 14th day from the date of entry; maintain implementation of the 5K rules, avoid meetings with other people and crowded places.
5. The Ministry of Health hereby requests the Ministry of Foreign Affairs to provide guidance on inspection and recognition of vaccination certificates, certificates of recovery from Covid-19 or equivalent documents of foreign countries.
6. The Ministry of Health requests that the People’s Committees of provinces, other Ministries and central authorities:
- Preside over the implementation of this Official Dispatch; ensure that management and supervision of quarantine, transfer, transport, receipt of people who have completed centralized quarantine are strictly implemented; avoid cross-contamination and spread of the disease in community;
- Enable inbound passengers who satisfy the conditions specified in section 1 of this Official Dispatch to be quarantined in hotels (on demand) and pay for their own transport, quarantine and other costs specified by the People’s Committees of the provinces.
