Pursuant to the Resolution No. 86/NQ-CP dated August 06, 2021 of the Government on urgent solutions for COVID-19 prevention and control to implement the Resolution No. 30/2021/QH15 dated July 28, 2021 of the 15th National Assembly, which requires Ho Chi Minh City to strive to control the pandemic before September 15, 2021;
Pursuant to the Decision No. 3979/QD-BYT dated August 18, 2021 of the Ministry of Health on promulgation of “Criteria for controlling COVID-19 in Ho Chi Minh City during social distancing imposition as per the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister”;
Implementing the Plan No. 3066/KH-UBND dated September 15, 2021 of the People’s Committee of City on COVID-19 prevention and control and Ho Chi Minh City economic recovery after September 15, 2021; to further strive to control COVID-19 pandemic and follow the roadmap to resume new normal situation of the City, the President of the People’s Committee of City directs as follows:
1. Further adopt social distancing measures and pandemic safety protocols citywide according to guidelines of the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister, the Plan No. 2715/KH-BCD dated August 15, 2021 of the Steering Board of Covid-19 Prevention and Control of City and the Directive No. 11/CT-UBND dated August 22 of the President of the People’s Committee of City from 0 a.m. September 16 to the end of September 30, 2021, keeping each pandemic measure being thorough, strict, drastic, and effective in every specific area.
2. Further extend the implementation of the road use permits issued to the permitted road users as prescribed in the Official Dispatch No. 2800/UBND-VX dated August 21, 2021, the Official Dispatch No. 2850/UBND-VX dated August 23, 2021, the Official Dispatch No. 2994/UBND-DT dated September 7, 2021 of the People’s Committee of City; the road use permits issued by the City Police will remain valid until September 30, 2021.
3. Regarding supply of essential goods and food to the people: further comply with the Plan No. 2798/KH-UBND dated August 21, 2021 and the Official Dispatch No. 2994/UBND-DT dated September 7, 2021 of the People’s Committee of City.
4. Areas where Covid is basically under control, including District 7, Cu Chi district, Can Gio district, export-processing zones and industrial parks therein and the Hi-tech Park, are allowed to do the following activities on a trial basis:
- Allow the residents to go shopping once a week according to a Plan approved by the People’s Committee of Ho Chi Minh City.
- Allow extra manufacturing and business sectors to reopen according to the plans of the People’s Committees of local areas providing that they comply with the pandemic safety protocols issued by the People’s Committee of Ho Chi Minh City.
- The management boards of export-processing zones and industrial parks, the management board of Hi-tech Parks shall, on their own initiative, guide enterprises to implement the manufacturing plans based on the Plan No. 2715/KH-BCD dated August 15, 2021 of the Steering Board of Covid-19 Prevention and Control of City and the pandemic safety protocols issued by the People’s Committee of Ho Chi Minh City.
- Roll out the pilot implementation of vaccine green passes associated with personal QR codes. The pilot implementation shall ensure the 5K rule, periodic antigen tests; the Department of Information and Communications is assigned to take charge and cooperate with Department of Health, City Police, management boards of export-processing zones and industrial parks, the management board of Hi-tech Parks and local areas in giving counsel for implementation.
5. Modifications to and supplementation of certain activities citywide:
5.1. Delivery persons of delivery companies with applications (shippers): are allowed to operate inter districts and Thu Duc city from 6 a.m. to 9 p.m. daily, providing that they follow the pandemic safety protocols and are tested for Covid every two days, using pooled samples of three persons; the municipal budget shall cover these expenses until the end of September 30, 2021.
5.2. Allow the following types of enterprises and household businesses (with business registration licenses) to operate from 6 a.m. to 9 p.m. daily:
- Postal and telecommunications service providers, computer stores, stationary stores.
- Food and drink takeaway services, not serving customers on-premise; these businesses must follow the three on-site model and only serve online orders.
- Agriculture supporting services, vet clinics.
- Maintenance and repairs of works, machinery and equipment, means of transport and supply of components and parts therefor.
- Manufacture, preparation and trade of food.
5.3. Operating requirements for the enterprises and household businesses mentioned in Section 5.2 hereof:
- Delivery persons of delivery companies with applications (shippers): shall comply with Section 5.1 hereof.
- Delivery persons of enterprises and household businesses: are only allowed to operate within 1 district or Thu Duc city; providing that they follow the pandemic safety protocols and are tested for Covid every two days, using pooled samples of three persons; the expenses incurred in testing shall be borne by the enterprises and household businesses.
- Employees at the workplace must have received at least one dose of COVID-19 vaccine and be tested for COVID-19 every five days, using individual samples or pooled samples of three persons; the expenses incurred in testing shall be borne by the enterprises and household businesses.
- The enterprises and household businesses mentioned in Section 5.2 must register with the People’s Committees of districts, Thu Duc city, wards, communes, towns to obtain road use permits as prescribed in Section 2 hereof.
5.4. Construction and traffic works are allowed to carry out execution as long as they follow the pandemic safety protocols issued by the People’s Committee of City; the departments, agencies, People’s Committees of districts and Thu Duc city shall, based on their existing situation, propose specific works qualified for execution; the Department of Construction shall send a proposal to the People’s Committee of City for decision.
5.5. Regarding exercise and sports in parks within residential areas and apartment buildings in “green areas”: Presidents of People’s Committees of districts and Thu Duc city shall direct Presidents of People’s Committees of wards, communes, towns to consider resuming these activities providing that the pandemic safety protocols and the 5K rule are strictly followed.
6. Implementation:
6.1. Assign the People’s Committee of district 7, Cu Chi district, Can Gio district to try out gradual reopening according to a predetermined roadmap as specified in Section 4, promptly make a pilot plan, evaluate it, and then submit it to the People’s Committee of City for approval. With regard to remaining areas, assign the People’s Committees of districts and Thu Duc city to, based on the existing pandemic control situation, propose certain activities to be resumed if they meet the pandemic safety requirements.
6.2. Assign the Department of Health to keep track of the pandemic developments at the pilot areas, give advice on treatment practices and support of human resources where necessary; assess the impact, extent of outcome, pandemic developments at the pilot areas; and give the counsel to the People’s Committee of City for further actions upon the end of the pilot plan.
6.3. Assign the City Police to, based on the list of eligible employees registered by individuals, organizations, enterprises via departments, agencies and the People’s Committees of districts, Thu Duc city, control the road users using QR codes and other IT solutions in combination with other professional practices of the police; propose the Ministry of Public Security to connect data in order to roll out the vaccine green pass scheme as prescribed in section 4 hereof.
6.4. Assign the Department of Home Affairs to give the counsel to the People’s Committee of City on working methods of administrative agencies from September 16, 2021 in conformity with the pandemic control situation citywide.
6.5. Request the heads of departments and agencies; Presidents of the People’s Committees of Thu Duc city and districts, and enterprises citywide to prepare detailed plans and scenarios, risk reduction plans, and initiate the above-mentioned regulations; establish steering boards and sub-boards in charge to supervise the developments, make timely adjustments to circumstances arising; quickly report problems and difficulties that arise during the implementation; and be held accountable to the President of the People’s Committee of City for any breaches of the regulations or complex issues that prejudice the Covid prevention and control in the areas in charge./.
