DECISION
ON ESTABLISHMENT OF COVID-19 QUARANTINE FACILITIES AFFILIATED TO DISTRICT-LEVEL PEOPLE’S COMMITTEES IN HOTELS FOR SELF-PAYERS AND FLIGHT CREWS

Pursuant to the Law on Local Government Organization dated June 19, 2015;
Pursuant to the Law on Amendments to Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Government’s Decree No. 101/2010/ND-CP dated September 30, 2010 on guidelines for Law on Prevention and Control of Infectious Diseases in terms of implementation of isolation measures, enforced isolation measures and specific anti-epidemic measures during epidemic period;
Pursuant to the Prime Minister’s Decision No. 173/QD-TTg dated February 01, 2020 on COVID-19 epidemic declaration;
Pursuant to Decision No. 878/QD-BYT dated March 12, 2020 by the Minister of Health on guidance on COVID-19 quarantine at quarantine facilities;
Pursuant to Decision No. 1246/QD-BYT dated March 20, 2020 by the Minister of Health on interim guidance on pay-to-stay COVID-19 quarantine at hotels;
At the request of the Director of Department of Health in Proposal No. 7346/TTr-SYT dated December 10, 2020 and the Director of Department of Home Affairs in Proposal No. 5256/TTr-SNV dated December 16, 2020.
HEREBY DECIDES:
Article 1. COVID-19 quarantine facilities affiliated to district-level People’s Committees in hotels for self-payers and flight crews (hereinafter referred to as “quarantine facilities”) shall be established.
Addresses of premises of quarantine facilities:
- Dong Do Hotel: No. 329 - 331, Nguyen Thai Binh street, ward 12, Tan Binh district, Ho Chi Minh City.
- Hoa De Nhat Hotel: No. 4/1/9 - 4/11/11, Hoang Viet street, ward 4, Tan Binh district, Ho Chi Minh City.
- Hung Huong Hotel: No. 321, Nguyen Thai Binh street, ward 12, Tan Binh district, Ho Chi Minh City.
- New Milano Hotel: No. 96 - 98, Cao Trieu Phat street, Tan Phong ward, district 7, Ho Chi Minh City.
- Park Royal Hotel: No. 309 - 311, Nguyen Van Troi street, ward 2, Tan Binh district, Ho Chi Minh City.
- Eastin Grand Saigon Hotel: No. 251 - 253, Nguyen Van Troi street, ward 10, Phu Nhuan district, Ho Chi Minh City.
Quarantine facilities are under the management of HCMC COVID-19 Control Committee and shall receive professional guidance from the Department of Health and People’s Committees of the districts where they are located.
Article 2. Tasks of quarantine facilities
1. Participate in the quarantine facility management board and assign tasks to their staff.
2. Ensure required arrangement of quarantine areas on their premises; ensure facilities, room cleaning services, meals, laundry and ironing, cleaning and disinfection, etc. to accommodate quarantine persons.
3. Cooperate with relevant units in providing training for staff members directly involved in quarantine operations, including receptionists who welcome and assign quarantine persons to their rooms; room attendants, cleaning and disinfection staff, waste collectors; meal providers; laundry and ironing staff; electricity and water technicians, etc. (do not assign pregnant women and persons having chronic diseases such as bronchial asthma, heart diseases, lung diseases, renal failure, liver failure, heart failure, cancer, diabetes mellitus, immunodeficiency, etc. to quarantine operations) working on their premises.
4. Disseminate (post or hang) regulations on medical quarantine in hotels in the reception area and each quarantine room.
5. Cooperate with relevant regulatory bodies and units in finalizing lists of persons undergoing quarantine on their premises and placing persons who arrive at their premises on the same day, come from the same country or are related to each other into one quarantine area.
6. Request quarantined persons to sign the commitment to complete the quarantine and comply with the hotel rules.
7. Provide sufficient facemasks for quarantined persons until they complete the quarantine.
8. Provide meals to each quarantine room and use disposable items.
9. Ensure food safety on their premises.
10. Do not hold mass gatherings on their premises.
11. Encourage quarantined persons in completing the quarantine.
12. Closely monitor quarantine operations via cameras or by direct supervision. Report to local police and militia forces to enforce quarantine upon persons who do not abide by quarantine requirements. Do not allow unauthorized persons to enter quarantine facilities and do not allow quarantined persons to leave their quarantine areas.
13. Hold daily meetings with their staff and join briefings of the management board.
14. Publish the charges for hotel quarantine. Enable online registration and payment for hotel services.
15. Cooperate with HCMC Center for Disease Control and Prevention, medical centers of the district and commune, and other local healthcare establishments in monitoring health of quarantined persons and responding to confirmed cases; provide training for hotel staff on infection prevention, disinfection, and what to do when someone has a fever, cough, sore throat or shortness of breath.
16. Carry out disinfection and decontamination as instructed by health workers.
17. Cooperate with local police and militia forces in setting up guard posts.
18. Provide adequate waste containers and collect wastes every day.
19. Compile and send a list of people that have completed quarantine to HCMC COVID-19 Control Committee, issue the certificate of quarantine completion to these people after the list is approved by the Committee.
Article 3. Director of Department of Health shall cooperate with the People's Committees of district 7, Tan Binh district and Phu Nhuan district as well as relevant regulatory bodies and units in classifying entrants at border checkpoints and airports, and reporting to HCMC COVID-19 Control Committee for arrangement of pay-to-stay hotel quarantine. Provide quarantine facilities with training and guidance concerning the centralized quarantine process, disinfection and decontamination in hotels, and infection prevention for hotel staff; provide health workers for medical tasks; inspect and supervise local health units in performance of medical tasks at hotels in compliance with guidelines of the Ministry of Health in Decision No. 1246/QD-BYT and directions of HCMC People’s Committee in Official Dispatch No. 2814/UBND-VX dated July 24, 2020.
Chairpersons of the People’s Committees of district 7, Tan Binh district and Phu Nhuan district shall decide to establish the hotel quarantine management board according to guidelines of the Ministry of Health in Decision No. 1246/QD-BYT.
Article 4. This Decision takes effect from the date on which it is signed. Quarantine facilities shall report on self-dissolution upon completion of their duties to HCMC People's Committee (via Department of Home Affairs).
Article 5. Chief of Office of HCMC People's Committee, Director of Department of Home Affairs, Director of Department of Health, Director of Department of Finance, Director of Department of Planning and Investment, Chairpersons of the People's Committees of district 7, Tan Binh district and Phu Nhuan district, head of the quarantine facility management board, Chairpersons of district-level People's Committees and heads of relevant regulatory bodies and units shall implement this Decision./.
