DECISION
COVID-19 SAFETY ASSESSMENT CRITERIA FOR TOURISM ACTIVITIES IN AREAS WITH HIGH SAFETY LEVEL
DIRECTOR OF STEERING COMMITTEE FOR COVID-19 EPIDEMIC MANAGEMENT OF HO CHI MINH CITY
Pursuant to Law on Local Governmental Organization dated June 19, 2015; Law on amendments to Law on Government Organization and Law on Local Governmental Organization dated November 22, 2019;
Pursuant to Law on Prevention of Infectious Diseases dated November 21, 2007;
Pursuant to Decree No. 101/2010/ND-CP dated September 30, 2010 of the Government on elaborating to Law on Preventing Infectious Diseases regarding adoption of medical quarantine, enforced medical quarantine, and specific disease prevention during epidemic period;
Pursuant to Decision No. 447/QD-TTg dated April 1, 2020 of Prime Minister declaring COVID-19 Epidemic;
Pursuant to Decision No. 2194/QD-BCDQG dated May 27, 2020 of National Steering Committee for COVID-19 Epidemic Management on issuance of “Guidelines for prevention and infectious risk assessment of COVID-19 at workplaces and dorms for workers”;
Pursuant to Official Dispatch No. 5522/BYT-MT dated July 12, 2021 of Ministry of Health on Sample plan for COVID-19 epidemic management for manufacturing facilities and epidemic management commitment form for dorms for workers;
Pursuant to Official Dispatch No. 6666/BYT-MT dated August 16, 2021 of Ministry of Health guiding COVID-19 epidemic management in workplaces;
At request of Director of Tourism Department under Presentation No. 1110/TTr-SDL dated September 15, 2021 and Director of Health Department under Presentation No. 6629/SYT-NVY dated September 15, 2021.
HEREBY DECIDES
Article 1. The "COVID-19 safety assessment criteria for tourism activities in areas with high safety level” are attached hereto, including:
1. COVID-19 epidemic management assessment criteria for activities of tourist accommodation establishments.
2. COVID-19 epidemic management assessment criteria for activities of travel enterprises.
3. COVID-19 epidemic management assessment criteria for activities of outdoor tourist attractions.
Article 2. This Decision comes into effect from the date of signing and replaces Decision No. 1367/QD-BCD dated April 23, 202 of Steering Committee for COVID-19 epidemic management of Ho Chi Minh City. Based on implementation, Steering Committee for COVID-19 epidemic management of Ho Chi Minh City shall review and revise criteria to match epidemic management in the city.
Article 3. Chief of Office of People's Committee of Ho Chi Minh City, Director of Department of Tourism, Director of Health Department, heads of relevant ministries, Chairperson of People’s Committees of Thu Duc City, districts, and relevant organizations, individuals are responsible for implementation hereof./.

CRITERIA
COVID-19 SAFETY ASSESSMENT FOR ACTIVITIES OF TOURIST ACCOMMODATION ESTABLISHMENTS
(Attached to Decision No. 3322/QD-BCD dated September 15, 2021 of Director of Steering Committee for COVID-19 epidemic management of the City)
I. ASSESSMENT CRITERIA:
1. Component criteria 1: Workers working in tourist accommodation establishments
1.1. Requirements:
- 100% of workers working in departments that make contact with staying customers and individuals outside of the establishments must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- 100% of workers working in other departments of the establishments have received 1 shot of COVID-19 vaccine for vaccines that require 2 shots and are licensed for use by Vietnamese Ministry of Health and have spent 14 days from vaccination day, having negative results for periodic testing (with confirmation according to guidelines of Departments of Health and update on database software for issuing and extending cards).
- Unvaccinated workers are only allowed to work online.
- Workers who directly serve staying customers (receptionists, restaurant workers, etc.) must have quick test at least once every 3 days.
1.2. Assessment:
- Workers satisfy percentage and other requirements above: Qualified
- Workers fail to satisfy percentage and other requirements above: Unqualified
2. Component criteria 2: Staying customers
2.1. Requirements:
- Staying customers at 18 years of age or older must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- Staying customers under 18 years of age and having certificate for negative results of quick SARS-CoV-2 test within 48 hours prior to participating in the tourism program.
2.2. Assessment:
- Staying customers satisfy percentage and other requirements above: Qualified
- Staying customers fail to satisfy percentage and other requirements above: Unqualified
3. Component criteria 3: Hygiene and sterilization for epidemic management
3.1. Requirements:
- The establishments provide sterilizing products or allocate locations for washing hands with clean water and soap in working areas, service point-of-sale, and provide measures to remind customers to comply.
- Sanitize and sterilize floor, walls, tables, chairs, items, etc. in working areas and service point-of-sale at least once per day or at least twice per day for areas where contact is regularly made such as door knobs, handrails of stairs/balconies, elevator buttons, etc.
- Develop procedures for processing waste and classifying garbage (especially toxic garbage) in case customers or employees are tested positive or making close contact with F0.
3.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
4. Component criteria 4: Wearing facemasks by workers, visiting customers, and staying customers
4.1. Requirements:
100% of workers, visiting customers, and staying customers wear face masks throughout duration of stay.
4.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
5. Component criteria 5: Body temperature examination of workers, visiting customers, and staying customers
5.1. Requirements:
100% of workers, visiting customers, and staying customers have their body temperature recorded prior to entering accommodation facilities. Staying customers are encouraged to have their body temperature recorded on a daily basis.
5.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
6. Component criteria 6: Rooms for customers
6.1. Requirements:
Assign at least 2 persons/room for customers that are in the same family or sharing epidemiological factors. Customers travelling separately and not sharing epidemiological factors must stay in different rooms.
6.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
7. Component criteria 7: Meal organization for staying customers
7.1. Requirements:
Accommodation facilities shall only serve meals in form of takeaway for non-staying customers. Serve meals at rooms of staying customers. When organizing meals in restaurants for staying customers or visiting customers in groups, allocate areas and seating for each group of customers with the same epidemiological factors, guarantee a space of at least 2 meters between any 2 groups with different epidemiological factors, and organize seats in a manner that any 2 customers are never facing each other. Servers must wear face masks and gloves throughout work period.
7.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
8. Component criteria 8: Conferences, meetings, and seminars in accommodation facilities
8.1. Requirements:
- Accommodation facilities prepare locations for recording body temperature, washing hands, distributing face masks to participants, and prepare lists of participants at least 1 day before the event.
- Ensure a distance of 2 m between seats and any person; maximum number of guests shall comply with regulations of Steering Committee for COVID-19 Epidemic Management of the City.
- Provide refreshments, beverages, and food at the premise for participants individually; do not serve meals in a concentrated manner after meeting, conference, or seminar.
- Prepare signs or guidance to remind participates to comply with COVID-19 epidemic management regulations in meeting room, conference, and seminar room.
8.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
9. Component criteria 9: Communication for workers and staying customers regarding the epidemic and epidemic management
9.1. Requirements:
Accommodation facilities communicate and provide warnings to workers and staying customers regarding the epidemic and health protective measures as per guidelines of medical sector and competent authority.
9.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
10. Component criteria 10: Backup areas serving as temporary quarantine locations and procedures for dealing with specific scenarios
10.1. Requirements:
- Accommodation facilities must prepare at least 1 quarantine room and 1 waiting room as per guidelines of medical sector and equip at least 3 sets of backup personal protective equipment for when necessary.
- Quarantine rooms must guarantee minimum accommodation convenience and be equipped with additional items such as: face masks, sanitizing liquid, pulse oximeter (for measuring SpO2), basic medicine, garbage bins with lids, yellow containers for hazardous waste, and room position allowing easy medical transportation.
- Assign personnel to act as contact point to assist the customers. Provide list, inform the nearest medical authority when necessary, and develop procedures for dealing with scenarios regarding epidemic management.
10.2. Assessment:
- Accommodation facilities satisfy requirements above: Qualified
- Accommodation facilities fail to adequately satisfy requirements above: Unqualified.
II. ASSESSMENT:
Accommodation facilities shall actively conduct COVID-19 safety assessment for tourism activities, according to which:
- Meet all 10 component criteria: Safe (Allowed to operate and must make commitment to maintain all safety criteria).
- Fail to meet any of the 10 component criteria: Unsafe (Not allowed to work)./.
CRITERIA
COVID-19 SAFETY ASSESSMENT FOR ACTIVITIES OF TOURISM ENTERPRISES IN HO CHI MINH CITY
(Attached to Decision No. 3322/QD-BCD dated September 15, 2021 of Director of Steering Committee for COVID-19 epidemic management of the City)
I. ASSESSMENT CRITERIA:
1. Component criteria 1: Workers working in enterprises and workers working in tourism programs organized by the enterprises.
1.1. Requirements:
- 100% of workers working in departments that make contact with tourists and individuals outside of the enterprises must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- 100% of workers working in other departments of the enterprises have received 1 shot of COVID-19 vaccine for vaccines that require 2 shots and are licensed for use by Vietnamese Ministry of Health and have spent 14 days from vaccination day, having negative results for periodic testing (with confirmation according to guidelines of Departments of Health and update on database software for issuing and extending cards).
- Unvaccinated workers are only allowed to work online.
- Workers who work directly with tourists (tour guide, driver, attendant, etc.) must receive quick test once every 3 days.
1.2. Assessment:
- Workers satisfy percentage and other requirements above: Qualified
- Workers fail to satisfy percentage and other requirements above: Unqualified
2. Component criteria 2: Tourists.
2.1. Requirements:
- Tourists at 18 years of age or older must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- Tourists under 18 years of age and having certificate for negative results of quick SARS-CoV-2 test within 48 hours prior to participating in the tourism program.
2.2. Assessment:
- Tourists satisfy requirements above: Qualified
- Tourists fail to satisfy requirements above: Unqualified
3. Component criteria 3: Itinerary in tourism program.
3.1. Requirements:
Itineraries in tourism programs must be in green zones and eligible to operate according to epidemic management criteria.
3.2. Assessment:
- Itineraries in tourism program satisfy all requirement above: Qualified
- Itineraries in tourism program fail satisfy all requirement above: Unqualified.
4. Component criteria 4: Number of customers in each tourism program.
4.1. Requirements:
Number of customers in each tourism program must conform to regulations to the Steering Committee for Epidemic management of the City regarding number of people allowed in public places/
4.2. Assessment:
- Number of customers in each tourism program satisfy requirements above: Qualified.
- Number of customers in each tourism program fail to satisfy requirements above: Qualified.
5. Component criteria 5: Wearing facemasks by workers, visiting customers, and tourists
5.1. Requirements:
100% of workers, visiting customers, and tourists wear face masks throughout duration of stay.
5.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
6. Component criteria 6: Body temperature examination of workers, visiting customers, and tourists
6.1. Requirements:
100% of workers, visiting customers, and tourists have their body temperature recorded prior to entering the premise or participating in tourism program.
6.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
7. Component criteria 7: Sanitize and sterilize head offices, workplaces, and service points-of-sale as per the law.
7.1. Requirements:
- The enterprises provide sterilizing products or allocate locations for washing hands with clean water and soap in working areas, attractions, service point-of-sale, and provide measures to remind customers to comply.
- Sanitize and sterilize floor, walls, tables, chairs, items, etc. in working areas and service point-of-sale at least once per day or at least twice per day for areas where contact is regularly made such as door knobs, handrails of stairs/balconies, elevator buttons, etc.
7.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
8. Component criteria 8: Separation distance in conversation, working, and during tourism program.
8.1. Requirements:
Maintain a distance of at least 2 m in conversation and working in head office of enterprises. For customers participating in tourism program, maintain a distance of at least 2 meters between groups of customers with different epidemiological factor.
8.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
9. Component criteria 9: Communication for workers and tourists regarding the epidemic and epidemic management.
9.1. Requirements:
Enterprises communicate and provide warnings to workers and tourists regarding the epidemic and health protective measures as per guidelines of medical sector and competent authority.
9.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
10. Component criteria 10: Hotline for customer service and procedures for dealing with issues in epidemic management.
10.1. Requirements:
Enterprises prepare hotline, assign personnel to act as contact point to support customers, prepare lists, inform the nearest medical personnel to provide support when necessary, and develop procedures for dealing with issues in epidemic management.
10.2. Assessment:
- Enterprises satisfy all requirements above: Qualified.
- Enterprises fail to adequately satisfy requirements above: Unqualified.
II. ASSESSMENT:
Enterprises shall actively conduct COVID-19 safety assessment for activities of travel enterprises, according to which:
- Meet all 10 component criteria: Safe (Allowed to operate and must make commitment to maintain all safety criteria).
- Fail to meet any of the 10 component criteria: Unsafe (Not allowed to work)./.
CRITERIA
COVID-19 SAFETY ASSESSMENT FOR ACTIVITIES OF OUTDOOR TOURIST ATTRACTIONS
(Attached to Decision No. 3322/QD-BCD dated September 15, 2021 of Director of Steering Committee for COVID-19 epidemic management of the City)
I. ASSESSMENT CRITERIA:
1. Component criteria 1: Workers working in enterprises and workers serving at tourist attractions
1.1. Requirements:
- 100% of workers working in departments that make contact with visitors and individuals outside of the enterprises must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- 100% of workers working in other departments of the enterprises have received 1 shot of COVID-19 vaccine for vaccines that require 2 shots and are licensed for use by Vietnamese Ministry of Health and have spent 14 days from vaccination day, having negative results for periodic testing (with confirmation according to guidelines of Departments of Health and update on database software for issuing and extending cards).
- Unvaccinated workers are only allowed to work online.
- Workers directly serving visitors (premise tour guide, ticket booth personnel, vehicle/canoe/vehicle operator, etc.) must receive quick test once every 3 days.
1.2. Assessment:
- Workers satisfy percentage and other requirements above: Qualified
- Workers fail to satisfy percentage and other requirements above: Unqualified
2. Component criteria 2: Visitors
2.1. Requirements:
- Visitors at 18 years of age or older must be fully vaccinated by type of vaccine licensed for use by Vietnamese Ministry of Health and have spent 14 days after the last shot or have recovered from SARS-CoV-2 (with confirmation of medical facilities or verification of adequate antibody as per the law in case of treatment at home).
- Visitors under 18 years of age and having certificate for negative results of quick SARS-CoV-2 test within 48 hours prior to participating in the tourism program.
2.2. Assessment:
- Visitors satisfy percentage and other requirements above: Qualified
- Visitors fail to satisfy requirements above: Unqualified
3. Component criteria 3: Number of visitors
3.1. Requirements:
Do not exceed 30% of capacity of the attractions.
3.2. Assessment:
- Satisfy the percentage above: Qualified
- Fail to satisfy the percentage above: Unqualified
4. Component criteria 4: Wearing facemasks by workers, visiting customers, and visitors
4.1. Requirements:
100% of workers, visiting customers, and visitors wear face masks throughout duration of stay.
4.2. Assessment:
- Enterprises satisfy all requirements above: Qualified
- Enterprises fail to adequately satisfy requirements above: Unqualified.
5. Component criteria 5: Body temperature examination of workers, visiting customers, and visitors
5.1. Requirements:
100% of workers, visiting customers, and visitors have their body temperature recorded prior to entering the premise or participating in tourism program.

- Enterprises satisfy all requirements above: Qualified

Enterprises prepare backup areas serving as quarantine locations when necessary which are equipped with at least 3 personal protective items for employees.
9.2. Assessment:
- Enterprises satisfy both percentage and requirements above: Qualified
- Enterprises fail to adequately satisfy requirements above: Unqualified.
10. Component criteria 10: Hotline for customer service and procedures for dealing with issues in epidemic management.
10.1. Requirements:
Enterprises prepare hotline, assign personnel to act as contact point to support customers, prepare lists, inform the nearest medical personnel to provide support when necessary, and develop procedures for dealing with issues in epidemic management.
10.2. Assessment:
- Enterprises satisfy all requirements above: Qualified
- Enterprises fail to adequately satisfy requirements above: Unqualified.
II. ASSESSMENT:
Enterprises shall actively conduct COVID-19 safety assessment for activities of outdoor tourist attractions, according to which:
- Meet all 10 component criteria: Safe (Allowed to operate and must make commitment to maintain all safety criteria).
- Fail to meet any of the 10 component criteria: Unsafe (Not allowed to work)./.
