DECISION
ON PILOT IMPLEMENTATION OF “GUIDANCE ON COVID-19 QUARANTINE FOR ENTRANTS”
THE MINISTER OF HEALTH
Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;
Pursuant to the Government's Decree No. 101/2010/ND-CP, which elaborates some Articles on quarantine, quarantine enforcement and epidemic control of the Law on Prevention and treatment of infectious diseases;
Pursuant to Government's Decree No. 75/2017/ND-CP dated June 20, 2017 on functions, tasks, powers and organizational structure of the Ministry of Health;
Pursuant to the direction of the Deputy Prime Minister Vu Duc Dam, the Chief of the National Steering Committee for COVID-19 Prevention and Control in the meeting on June 8, 2021;
At the request of Director of Health Environment Management Agency affiliated to the Ministry of Health,
HEREBY DECIDES:
Article 1. Pilot implementation of “Guidance on COVID-19 quarantine for entrants” issued together with this Decision as follows:
Place: Quang Ninh province.
Duration: From July 1, 2021 to July 31, 2021.
Article 2. This Decision comes into force as of the date of signing.
Article 3. The Chief of the Ministry Office; the Ministerial Chief Inspector; Directors, Director General of Departments, General Departments affiliated to the Ministry of Health; Director of Institute of Hygiene and Epidemiology, Pasteur Institute, Directors of hospitals affiliated to the Ministry of Health; Directors of Departments of Health of provinces or central-affiliated cities; Heads of health ministries and central authorities; Heads of relevant units shall implement this Decision./.

GUIDANCE
COVID-19 QUARANTINE FOR ENTRANTS
(Promulgated together with Decision No. 3092/QD-BYT dated June 25, 2021 of the Ministry of Health)
Chapter I
GENERAL PROVISIONS
I. PURPOSES
Quarantine of entrants to prevent COVID-19 community transmission.
II. SCOPE
1. This Guidance sets out the quarantine requirements for entrants through international checkpoints of Vietnam (airports, land borders, port checkpoints) and the implementation thereof.
2. This Guidance does not set forth the entry allowance; establishment, operation and administration of centralized quarantine facilities, home-based isolation; people to be entered for medical examination and treatment or for force majeure events.
III. REGULATED ENTITIES
1. Entrants as prescribed by the Government of Vietnam and the National Steering Committee for COVID-19 Prevention and Control.
2. Agencies, organizations, and individuals in connection with management, quarantine, self-monitoring for entrants.
3. Do not apply to entrants on short-term business trips of less than 14 days.
IV. QUARANTINE METHOD AND DURATION
1. Centralized quarantine
1.1. Places and quarantined people
a) Centralized quarantine at hotels, hostels, resorts (hereinafter referred to as hotels) and pay-to-stay entrants:
- The entrant who shows a certificate of full vaccination against COVID-19 approved the competent authority of the country of vaccination (approved either by the World Health Organization (WHO), the US Centres for Disease Control and Prevention (CDC), the European Medicines Agency (EMA), or Vietnamese authorities); the final dose must be administered no less than 14 days and no more than 12 months prior to entry.
- The entrant who has proof showing his/her full recovery from COVID-19 issued by the competent authority of the country of treatment. The discharge date must be within the 12 months prior to the date of entry.
- Experts, business executives, highly-skilled workers (hereinafter referred to as experts) along with their relatives; foreign students; athletes;
- Diplomatic and official guests specified in clause 3, Section II, Chapter III hereof.
b) Quarantine at centralized quarantine camps managed by military:
- Vietnamese citizens not specified in point 1.1. Clause 1 Section IV Chapter I hereof.
- Vietnamese citizens specified in point 1.1. Clause 1 Section IV Chapter I hereof who do not register centralized quarantine at hotels.
1.2. Quarantine duration
a) 7-day centralized quarantine for those who meet all the conditions below:
- Fully-vaccinated or fully recovered from COVID-19.
- Having a RT-PCR negative result for SARS-CoV-2 and a positive result for anti-SARS-CoV-2 antibodies on the first day after entry;
b) 14-day centralized quarantine for the remaining people.
2. Quarantine at home or place of residence (hereinafter referred to as home quarantine)
2.1. 7-day home quarantine applies to:
- Those who fall into the categories specified at Point 1.1, Clause 1, Section IV, Chapter I of this Guide and have completed 07-day centralized quarantine;
- Those who fall into the categories specified in Item b, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance.
2.2. 14-day home quarantine applies to those who are mentioned in Point 2.2, Clause 2, Section VII, Chapter II of this Guidance.
3. Self-monitoring
3.1. Those who are subject to 14-day centralized quarantine and have completed the centralized quarantine shall continue to self-monitor their health for the next 14 days.
3.2. Those who are subject to 7-day centralized quarantine and 7-day home quarantine and have completed them shall continue to self-monitor their health for the next 14 days.
3.3. Those specified in Item a, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance shall self-monitor their health within 14 days from the date of entry.
3.4. Those specified in Item b, Point 1.2, Clause 1, Section VII, Chapter II of this Guidance, after completing the 7-day home quarantine shall continue to self-monitor their health for the next 07 days.
Chapter II
QUARANTINE GUIDELINES FOR ENTRANTS
I. BEFORE ENTRY
Each entrant is required to do the following:
1. Complete a health declaration via the VHD/Bluezone application on your smart phone or on the website https://tokhaiyte.vn within 36 hours before the scheduled departure time at the departure checkpoint, save the QR code on your smart phone or print QR codes on paper (for special cases: the elderly, young children, disabled people who do not use smart phones) to present at the checkpoint.
2. Register for a quarantine hotel, home quarantine place, or place to stay during self-monitoring period through the VHD application or on the website https://tokhaiyte.vn:
- As for experts and their relatives, international students: register for a quarantine hotel, quarantine place of residence according to the plan approved by the Provincial People's Committee.
- As for diplomatic and official guests and their relatives: the unit hosting the delegation shall register for quarantine hotels and home quarantine locations according to the plan approved by the Ministry of Foreign Affairs.
- As for Vietnamese people in the cases mentioned in Item a, Point 1.1. Clause 1, Section IV, Chapter I of this Guidance: register for a quarantine hotel (if desired), home quarantine place, or place to stay during self-monitoring period.
- The remaining people: register for a home quarantine place, or place to stay during self-monitoring period.
3. Have a test for SARS-CoV-2 by RT-PCR/RT-LAMP method within 72 hours before departure and certified by the competent authority of the country conducting the test (in English) with negative result (required for experts and their relatives, international students).
4. A person who has been fully vaccinated or has recovered from COVID-19 needs to prepare the following additional document in English:
- Certificate of full vaccination against COVID-19;
- Certificate of full recovery from COVID-19.
5. In case of entry through a land border checkpoint or a port checkpoint: The health declaration must be completed at the checkpoint of entry if the entrant does not use a smart phone and does not have a health declaration made by someone else..
II. ENTRY AT CHECKPOINT
1. Entrants:
- Strictly implement measures to prevent and control the COVID-19 epidemic, especially the 5K Message[1].
- Present the documents mentioned in Clause 5, Section I, Chapter II of this Guidance to the quarantine officer and the immigration control officer.
- Move along the channel to the waiting area to be transferred to the quarantine facility.
- Receive, insert a phone sim cards, install and activate VHD and Bluezone applications (Bluetooth and GPS are switched on all the time), receive and wear a smart wristband (for the case of unavailability of a smart phone); constantly use these applications from the time of entry until the end of the next 28 days.
- Complete the health declaration if the entrant does not use a smart phone and does not have a health declaration completed by someone else.
- Comply with isolation measures at the border checkpoint if there are signs of suspicion of COVID-19
2. Quarantine officers:
- Check the health declaration and documents mentioned in Clause 5, Section I, Chapter II of this Guidance; perform temperature checks, do COVID-19 screening for people on entry and take further actions as prescribed; check and compare the number, list of people on entry and confirm the completion of health declaration.
- Instruct people entering through land border checkpoints or port checkpoints who have not yet made an electronic health declaration to complete the health declaration.
3. Immigration control officers:
Carry out immigration procedures, check and confirm the completion of health declarations and classify people on entry to the waiting area to move to the quarantine facilities.
4. Staff of IT application provider:
Give phone sim cards or smart wristbands, and guide the users to install and activate the applications, use smart wristbands at the waiting area to move to the quarantine facilities.
III. ENTRANT’S HANDOVER AND TRANSPORT FROM CHECKPOINTS TO QUARANTINE FACILITIES
1. Immigration control officers/quarantine officers:
Hand over the entrants to the immigration officers at the waiting area to be transferred to the quarantine facilities.
2. Officers who pick up entrants:
Pick up and direct entrants to the mean of transport via the given channel; before the vehicle departs, check and press the button to validate the identity and adequacy of people on the VHD app; monitor health and notify and coordinate in handling according to regulations for suspected cases of COVID-19 during the transport.
3. Drivers:
Transport entrants according to the approved plan and schedule; do not stop, park along the road. In a special/urgent case that requires a roadside stop, the driver must notify the officer who picks up the entrants so that safety precautions may be taken to prevent and control the COVID-19 pandemic. It is advisable to pull over and park at stop signs or rest stops with designated spaces for epidemic prevention and control approved by the Ministry of Transport or the provincial People's Committee (if possible). It is recommended to provide a toilet area or sanitary equipment on the vehicle.
IV. DURING QUARANTINE TIME AT QUARANTINE FACILITY
1. Managers of centralized quarantine facilities:
- Receive quarantined people and instruct them to scan the QR codes at the quarantine point at the reception area (support the QR code scanning for people wearing smart wristbands); check the number and list of quarantined people and validate the reception of a sufficient number of people on the website https://tokhaiyte.vn or on VHD.
- Inform and guide people to be quarantined about the COVID-19 prevention and control rules, especially the strict implementation of the 5K Message; ask the quarantined people to do face/voice recognition on VHD app 03 times/day in 03 time frames (7h-9h, 13h-15h, 19h-21h) and update the health declaration if there is any unusual health symptoms.
- Arrange people who have been fully vaccinated or fully recovered from COVID-19 into a separate area in the quarantine ward.
- Five (05) days before a quarantined person completes the centralized quarantine: send a list of information about the quarantined person's name, the end time of the quarantine, and the location of home quarantine, place of stay during self-monitoring period to the Department of Health of province which further receives the entrants to arrange the personnel who pick up, supervise and organize inspection and confirm eligibility for the home quarantine places for people on home quarantine. In case the proposed location is not eligible for the home quarantine, the Department of Health which receives the entrant shall notify the centralized quarantine facility to request the quarantined person to continue the centralized quarantine for a full 14 days or find another location.
- Two (02) days before a quarantined person completes the centralized quarantine: the manager shall send information via message and list on VHD or website https://tokhaiyte.vn to the carrier about the quarantined person's name, the end time of centralized quarantine, home quarantine location or place to stay during the self-monitoring period to arrange the means of transport;
- On the date the quarantined person completes the centralized quarantine: inform regulations on home quarantine, self-monitoring for people who complete centralized quarantine; check the eligibility of requirements and issue a certificate of completion of centralized quarantine to the quarantined person;
2. Health workers/military health workers:
- Check body temperature, do screening test for quarantined people instantly after receiving them to centralized quarantine facilities and take further actions as prescribed;
- Monitor quarantined people’s body temperature on a daily basis and remind them to update health information on VHD or website https://tokhaiyte.vn (support updating information for people wearing smart wristbands) when there is any unusual health symptoms;
- Take test samples from quarantined people and update the results on VHD or website https://tokhaiyte.vn (if military-managed quarantine facilities are unable to take samples for testing, they could actively coordinate and contract with civil health facilities to take samples and test) according to the provisions in Appendix 1 of this Guidance.
- Take actions against cases with or suspected of having COVID-19 according to regulations; provide medical care or refer people with other diseases to a health facility.
3. Supervisors:
Remind, check and monitor the quarantined people and those serving in the quarantine area’s compliance with the regulations on epidemic prevention and control in person, via surveillance cameras and via the use of VHD applications, Bluezone/smart wristbands.
4. Quarantined people:
- Comply with regulations on prevention and control of COVID-19 epidemic and regulations on quarantine in this Guidance.
- Six (06) days before a quarantined person completes the centralized quarantine: update information on VHD application about location, mode of transport to home quarantine location, place of stay during self-monitoring period, commit to comply with epidemic prevention and control measures during home quarantine or health self-monitoring (those who do not have smart phones will be assisted by the manager of the centralized quarantine facility in keeping the information on the VHD application up to date).
- On the end date of centralized quarantine: receive a certificate of completion of centralized quarantine and return home/to place of residence by a pre-arranged mean of transport to continue home quarantine or self-monitoring.
5. The Department of Health of province where people who have completed centralized quarantine are received:
Send the list and locations of people on home quarantine, self-monitoring to the People's Committee of the commune where the quarantined person is received on VHD or the website https://tokhaiyte.vn to organize a check and supervision if the home quarantine requirements are met.
6. President of the People's Committee of commune:
- As for the case of home quarantine: check the home quarantine requirements according to the provisions in Appendix 2 of this Guidance, confirm whether or not the home quarantine requirements are satisfied and agree reception on VHD or website https://tokhaiyte.vn; make decisions on permission of home quarantine; generate and paste a QR code at the quarantine point at the home quarantine place 01 day before the person who has completed the centralized quarantine and returns home.
- For those returning home to self-monitor their health, the President shall receive them on VHD or the website https://tokhaiyte.vn after receiving the list of people returning home for self-monitoring.
- Assign staff to receive and supervise people on home quarantine and people who return home to self-monitor their health.
7. Carriers
After receiving information about the quarantined people through the VHD application:
- As for cars: arrange and send information about drivers and license plates to managers of centralized quarantine facilities and quarantined people on the VHD app or https://tokhaiyte website. vn at least 01 day before the quarantined persons complete centralized quarantine.
- As for ships or aircraft: arrange seats and separate areas for quarantined people to ensure safety against COVID-19.
V. HANDOVER AND TRANSPORT TO HOME QUARATINE OR SELF-MONITORING LOCATIONS
1. Department of Health where centralized quarantine is carried out:
Press the button to confirm completion of centralized quarantine on the VHD app or the website https://tokhaiyte.vn after the carrier picks up a person who has completed the centralized quarantine.
2. Drivers who transport people who have completed centralized quarantine:
- Instruct the people who have completed centralized quarantine to gather at the mean of transport; request to scan the QR code stuck at the car door before getting on the car.
- Check and press the button to confirm the identity and adequacy of the people on VHD app or website https://tokhaiyte.vn before departure.
- Transport entrants according to the approved plan and schedule; do not stop, park along the road. In a special/urgent case that requires a roadside stop, the driver must take safety precautions to prevent and control the COVID-19 epidemic. It is advisable to stop and park at stop signs or rest stops with areas reserved for epidemic prevention and control approved by the Ministry of Transport or the provincial People's Committee (if possible).
3. People on home quarantine: follow the 5K Message, especially wearing masks; wear personal protective equipment (PPE) to prevent and control the COVID-19 epidemic during travel and take measures to prevent and control the epidemic as prescribed; open the tracing application (Bluezone) continuously.
4. People on self-monitoring after the end of 14-day centralized quarantine: follow the 5K Message, especially wear a mask during travel, open the tracing app (Bluezone) continuously, regularly use hand sanitizer when getting on and off the mean of transport and during the movement;
VI. RECEIPT AND HOME QUARANTINE/SELF-MONITORING
1. Home quarantine:
1.1. President of the People's Committee of commune:
- Sign to certify the commitment to perform home quarantine of the quarantined person.
- Manage, monitor and supervise the compliance with home quarantine.
- Make a decision to end home quarantine and confirm on VHD or the website https://tokhaiyte.vn that the quarantined person has completed home quarantine.
1.2. Persons assigned to receive and supervise people on home quarantine:
- Instruct the quarantined person to scan the QR code of the home quarantine point.
- Regularly and daily check the quarantine person’s compliance with regulations on epidemic prevention and control, the usage of VHD, Bluezone application, face/voice recognition, promptly report breaches; support to update health status of the quarantined people on VHD app or website https://tokhaiyte.vn if there is any unusual health symptoms on behalf of smart wristband wearers.
1.3. Health workers:
Take the SARS-CoV-2 test samples of the people on home quarantine on the 7th day after returning for home quarantine and update the test results on VHD or the website https://tokhaiyte.vn. If the result is positive, take further actions as prescribed.
1.4. People on home quarantine:
- Scan the QR code of the home quarantine point as soon as you return; sign a commitment to perform home quarantine and transfer it to a supervisor.
- Do not leave the house and comply with regulations on epidemic prevention and control, especially 5K Messages, do face/voice recognition on VHD application 03 times/day in 03 time frames (7h-9h, 13h-15h, 19h -21h); wear smart wristbands for people who do not use smart phones.
- Self-check body temperature, self-monitor the health; make a health declaration when there are unusual health symptoms on the VHD application (for smart wristband wearers, notify the supervisor for support) and immediately notify the local health authority for further actions.
2. Self-monitoring:
2.1. For those who have completed 14-day centralized quarantine
a. President of the Commune People's Committee:
- Organize monitoring and supervision of compliance during self-monitoring.
- Confirm the end of self-monitoring period on VHD or website https://tokhaiyte.vn.
Persons assigned to receive and supervise people on self-monitoring:
- Instruct people on self-monitoring to scan the QR code of the home quarantine point as soon as they return;
- In case the self-monitoring person has to leave the house or relocate during the self-monitoring period, press the button of confirmation or non-confirmation on the VHD app and notify the local Department of Health to inform the Department of Health of the destination (if moving to another province) for coordination in supervision.
- Regularly and daily check the quarantined person’s compliance with regulations on epidemic prevention and control, promptly report breaches; support to update health status (if unusual) of the people on self-monitoring on VHD app for smart wristband wearers.
c. People who have completed 14-day centralized quarantine:
- Continue to use VHD and Bluezone applications until the end of 28 days from the date of entry. Update health declaration on VHD application if there is any unusual health symptoms. If you have to leave the house, you must notify the supervisor via the VHD application and be approved by the supervisor; do not go to crowded places, do not hold parties or events, and always follow the 5K Message.
- In case you have to move to another location, you must notify the supervisor or the President of the Commune People's Committee through the VHD application 3 days in advance to confirm the consent.
2.2. For those who have completed home quarantine:
a. People who have completed home quarantine:
Always follow the 5K Message and general local epidemic prevention and control measures; continue to use VHD and Bluezone applications until the end of 28 days from the date of entry. Update health declaration on VHD application if there is any unusual health symptoms. In case you have to move to another location, you must notify the supervisor via the VHD application before moving.
b. Persons assigned to receive and supervise people who have completed home quarantine:
Continue to monitor the compliance with regulations on epidemic prevention and control of people who have completed home quarantine; promptly report any unusual health symptoms to take further actions as prescribed.
c. President of the People's Committee of commune: confirm the end of self-monitoring period on VHD.
VII. INSTRUCTIONS FOR QUARANTINE FOR SPECIAL ENTRY CASES
1. As for delegations going abroad on business trips returning Vietnam
1.1. Members of the delegation from the level of Deputy Minister and equivalent or higher:
- Testing for SARS-CoV-2 (by RT-PCR) 01 time before going on the business trip and 03 times after returning home (the first time after entering the country, the second time on the 6th day and the third time on the 14th day since the date of entry); if the test result is positive or the case is suspected of having COVID-19, then take measures to prevent and control the epidemic as prescribed.
- No quarantine is required;
- Perform self-monitoring within 14 days from entry and follow 5K Message.
1.2. Other members of the delegation:
a. Members who have received the full doses of COVID-19 vaccine or have recovered from COVID-19
- Testing for SARS-CoV-2 (by RT-PCR) 01 time before going on the business trip and 03 times after returning home (the first time after entering the country, the second time on the 6th day and the third time on the 14th day since the date of entry); if the test result is positive or the case is suspected of having COVID-19, then take measures to prevent and control the epidemic as prescribed.
- No quarantine is required and perform self-monitoring within 14 days from the date of entry.
- Install and always use VHD, Bluezone applications and make health declarations when there are unusual health symptoms.
b. Members who have not been vaccinated or have not received enough doses of the vaccine against COVID-19
- Testing for SARS-CoV-2 (by RT-PCR) 01 time before going on the business trip and 03 times after returning home (the first time after entering the country, the second time on the 6th day and the third time on the 14th day since the date of entry); if the test result is positive or the case is suspected of having COVID-19, then take measures to prevent and control the epidemic as prescribed.
- The authority that forms the delegation shall arrange the quarantine at home or at centralized facilities within 07 days after returning home; or self-monitor health in the next 07 days and follow 5K Message.
- Install and always use VHD, Bluezone applications and make health declarations when there are unusual health symptoms.
2. As for diplomatic and official guests:
2.1. Regarding diplomatic delegations on official visits to Vietnam at the invitation of leaders of the Party, State, Government, Minister of Foreign Affairs or ministries, branches and central agencies:
Comply with the reception scheme submitted by the Ministry of Foreign Affairs, the Central Committee for External Relations, the Office of the National Assembly, the Office of the Government or ministries, branches and central agencies and approved by competent authorities.
2.2. Regarding foreign high-ranking diplomatic guests:
Perform quarantine at the place of residence or the head office of the representative mission according to the notice of the Ministry of Foreign Affairs after reaching agreement with the People's Committee of the province, provided that the place of residence or the head office of the representative mission fully meets the requirements for home quarantine as specified in Appendix 2.
2.3. Regarding other diplomats, public officials:
Follow the provisions in Parts I to VI of Chapter II of this Guidance. Locations of centralized quarantine, home quarantine conform to the notice of the Ministry of Foreign Affairs after reaching agreement with the provincial People's Committee. For diplomats and public officials who enjoy privileges and immunities in Vietnam, the use of information technology applications to support COVID-19 prevention and control is recommended.
Chapter III
IMPLEMENTATION
1. The relevant ministries and agencies are requested to:
1.1. The Ministry of Foreign Affairs
- Inform the Ministry of Health, People's Committees of provinces and relevant ministries of the list of entrants according to the approved plan to implement the Guidance.
- Direct the Vietnamese overseas missions, the foreign missions in Vietnam to notify the entrants to follow the Guidance and update the list of entrants on the website https://tokhaiyte. vn (except for those approved by the People's Committee of province); encourage Vietnamese citizens to get vaccinated against COVID-19 in the host country before entering Vietnam.
- Concur with the Ministry of National Defense and the People’s Committee of province in both civilian and military quarantine facilities and direct foreign missions in Vietnam and then update them on the website https://tokhaiyte.vn.
- Notify the agency hosting diplomatic and official guests of the quarantine locations that have been concurred with the People’s Committee of province to guide the diplomatic and official guests to select the quarantine locations.
- Inform the People’s Committee of province of high-ranking diplomatic guests to be quarantined at the places of residence so that the People’s Committee of province can arrange staff to monitor, supervise and update on the website https://tokhaiyte.vn or VHD.
- Request the representative agencies of diplomatic and official guests to closely coordinate with the Department of Health, relevant departments in the provinces, cities or local authorities to manage entrants.
- Direct the implementation of the details in the Guidance.
1.2. The Ministry of Transport
- Direct the Department of Transport to arrange stop points or rest stops on the way to transport quarantined people to ensure epidemic prevention and control requirements and update them on the VHD application or the website https://tokhaiyte.vn.
- Direct the implementation of the details in the Guidance.
1.3. Ministry of Information and Communications
- Provide information technology application solutions to manage quarantine for entrants as specified in the Guidance; develop manuals and provide training for all participants in implementing the Guidance.
- Direct the implementation of the details in the Guidance.
- Inform the People’s Committee of province and the Ministry of National Defense of the carriers using information technology participating in implementing the Guidance and update them on the website https://tokhaiyte.vn.
1.4. Ministry of National Defense
- Set up and arrange centralized quarantine facilities managed by the military to participate in the implementation of the Guidance;
- Take charge and coordinate with the local Department of Health in taking samples for testing for quarantined people at quarantine facilities managed by the military according to the provisions in Appendix 1 of this Guidance and directing the implementation of the details in the Guidance.
1.5. The Ministry of Public Security:
Direct polices at all levels to ensure security and order at centralized quarantine facilities managed by civilians, home quarantine locations and places of residence for entrants;
2. The People’s Committees of provinces:
- Direct departments, agencies, the People's Committees of districts and communes to implement the Guidance;
- Coordinate with the Ministry of Information and Communications to update the list of hotels and resorts that are used as centralized quarantine facilities for entrants on the website https://tokhaiyte.vn; update the list of entrants on the website https://tokhaiyte.vn for those approved by the People’s Committee of province.
- Direct the local health facilities to take test samples from quarantined people at civilian quarantine facilities and coordinate in taking samples at quarantine facilities managed by the military (if requested) as specified in Appendix 1 to this Guidance.
- Based on the registration of locations of home quarantine/self-monitoring of the quarantined people, notify the People's Committees of relevant provinces and cities to coordinate in implementing the Guidance;
- Work closely with relevant Ministries to implement the Guidance.
- Direct the implementation of the details in the Guidance.
APPENDIX 1
INSTRUCTIONS FOR TESTING AT CENTRALIZED QUARANTINE FACILITIES FOR ENTRANTS
(Promulgated together with Decision No. 3092/QD-BYT dated June 25, 2021 of the Ministry of Health)
1. Step 1: Take a test sample immediately upon arrival at the quarantine facility:
- Testing for genetic material (pooled samples can be used) or antigen testing for SARS-CoV-2 and antibody testing for the detection of SARS-CoV-2 antibodies (ELISA, immunoassay, etc.).
- Result interpretation:
+ If the test for genetic material/antigen test is negative for SARS-CoV-2 virus and the antibody test for SARS-CoV-2 virus is positive, then perform a 7-day quarantine if it has a negative RT-PCR test (single sample) for SARS-CoV-2 on the 6th day;
+ If the test for genetic material/antigen test is negative for SARS-CoV-2 virus and the antibody test for SARS-CoV-2 virus is negative, then perform quarantine according to current regulations;
+ If the test for genetic material/antigen test is positive, confirm by RT-PCR test (if not done in the first test); if the result is negative, it will be handled as if there is no detection of SARS-CoV-2, if the RT-PCR result is positive, then perform quarantine according to regulations for positive cases with SARS-CoV-2.
2. Step 2:
- Take RT-PCR test sample (single sample) on the 6th day;
- Result interpretation: If the result is positive, the tested person shall be handled according to regulations, if the result is negative, the tested person shall be quarantined at home or place of residence from the 8th to the 14th day (during this time, depending on the circumstances, a rapid antigen test or pooled RT-PCR test may be performed). If the result is positive, test again with RT-PCR of single sample, if RT-PCR of single sample is positive, the tested person shall be handled according to regulations. If the result is negative, then continue to perform the quarantine).
3. Step 3:
- Take RT-PCR test sample (single sample) on the 13th day;
- Result interpretation: If the result is negative, continue to quarantine until the end of 14 days, if the result is positive, then take further actions according to regulations.
APPENDIX 2
REQUIREMENTS FOR HOME QUARANTINE LOCATIONS
(Issued together with Decision No. 3092/QD-BYT dated June 25, 2021 of the Ministry of Health)
- The house must have a separate, self-contained isolation room, separate from the family's living area. If a private house has many floors, use a separate floor to perform quarantine. If it is a dormitory, collective living quarter, etc. arrange an isolation room at the end of the row, far from the common area, with few people passing by; limit furniture in the room.
- Ensure ventilation, it is preferable to regularly open the windows (if any), limit the use of air conditioners if a central air conditioning system is installed.
- Place a warning sign with red background and yellow letters: “ĐỊA ĐIỂM CÁCH LY Y TẾ PHÒNG, CHỐNG DỊCH COVID-19” (Covid-19 Quarantine Location).
- There is a separate toilet, hand soap, clean water or quick hand sanitizer;
- The isolation room has a yellow pedal-type trash can with plastic bag inside and the text “CHẤT THẢI CÓ NGUY CƠ CHỨA CoV-2” (“Danger of SARS-CoV-2 infection”) on the outside and to be collected daily.
- For children, the elderly and the disabled who cannot take care of themselves, caregivers must fully equip themselves with personal protective equipment to prevent and control infection (medical masks, medical gloves, shoes, goggles, pants, tops) for use during care.
- Clean and disinfect surfaces at least twice a day at: floors, toilet floors and frequently-touched surfaces i.e. tables, chairs, bed rails, wardrobes, refrigerators, hands doorknobs, toilets, sinks, faucets, etc.
- There are personal hygiene tools in the isolation room; buckets, basins for clothes and for people in isolation to wash themselves. Clothes must be washed separately from others. Before washing, the fabric must be soaked with laundry detergents for at least 20 minutes. If using a washing machine, the washing machine must be set to 60°C-70°C. Dry clothes in a separate place, with plenty of sunlight.
- The isolation room has a yellow pedal-type trash can with plastic bag inside and the text “CHẤT THẢI CÓ NGUY CƠ CHỨA SARS-CoV-2” (“Danger of SARS-CoV-2 infection”) on the outside and to be collected daily.
