PRESCRIBING SPORTS TRAINING FOR TRAINERS

Pursuant to the Law on amendments to the Law on Physical Training and Sports dated June 25, 2018;

Pursuant to the Government’s Decree No. 36/2019/ND-CP dated April 29, 2019 on elaboration of some Articles of the Law on Physical Training and Sports;

Pursuant to the Government’s Decree No. 79/2017/ND-CP dated July 17, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Culture, Sports and Tourism;

At the request of the Director General of the Vietnam Sports Administration;

The Minister of Culture, Sports and Tourism hereby promulgates a Circular prescribing sports training for trainers.

Article 1. Scope

This Circular provides for sports training contents and programs; sports training providers; certificates of sports training for trainers as specified in Point c Clause 1 Article 13 of the Government’s Decree No. 36/2019/ND-CP.

Article 2. Regulated entities

1. Sports trainers; sports enterprises.

2. Organizations and individuals involved in sports training activities.

Article 3. Sports training contents and programs

1. Sports training contents include:

a) Viewpoints, policies and guidelines of the Communist Party and policies and laws of the State on physical training and sports; basic knowledge of law relating to the sport to be trained in;

b) Sports training principles;

c) Basic techniques of the sport;

d) Competition rules, training methods and organization of competitions;

dd) Basic knowledge of safety, hygiene, healthcare and nutrition for sport trainees;

e) Rescue methods (for water sports activities, extreme sports activities);

g) Examinations and training result assessment.

2. Training programs:

a) Vietnam Sports Administration shall design a training program for trainers in each sport, lay down qualification requirements applicable to lecturers and submit them to the Minister of Culture, Sports and Tourism for decision.

b) According to the promulgated training program, every training center shall prepare training documents. Training programs must be amended and regularly updated to ensure conformity and practicality.

c) Vietnam Sports Administration shall supervise and inspect the preparation of documents for training courses.

Article 4. Sports training centers

1. Sports training providers include:

a) Vietnam Sports Administration;

b) National federations and associations of sports;

c) Sports authorities affiliated to provincial People’s Committees.

2. Every sports training provider shall:

a) formulate training plans;

b) organize preparation of training documents suitable for training programs promulgated by competent authorities;

c) provide adequate facilities and equipment for training;

d) ensure that all lecturers satisfy qualification requirements as prescribed;

dd) organize training, examination and assessment of professional competence of trainers;

e) consolidate and recognize training results.

Article 5. Certificates of sports training

1. Heads of sports training providers shall decide to recognize training results and list of individuals issued with the certificate of sports training for trainers. The template for the certificate of sports training is provided in the Appendix enclosed herewith.

2. If the certificate of sports training is lost or damaged, the head of the sports training provider shall carry out verification and issue the certificate as prescribed in Clause 1 of this Article.

Article 6. Effect

This Circular comes into force from December 01, 2021. The following regulations shall cease to have effect from the effective date of this Circular:

Article 7. Transitional clause

1. Regulations on program on training for sports trainers promulgated before the effective date of this Circular shall continue to be implemented until the program for training for trainers in every sport is promulgated as prescribed in Article 3 of this Circular.

2. Vietnam Sports Administration shall design a training program for trainers of each sport and submit it to the Minister of Culture, Sports and Tourism for promulgation before June 30, 2022.

Article 8. Responsibility for implementation

1. Vietnam Sports Administration shall provide guidelines for, inspect expedite the implementation of this Circular.

2. Sports authorities affiliated to provincial People’s Committees shall direct their affiliated units and sports enterprises within their provinces to organize the implementation of this Circular.

3. Culture, Sport and Tourism Inspectorates shall, within their respective jurisdiction, carry out inspections and handle organizations and individuals violating regulations of this Circular.

4. Sports trainers and organizations and individuals concerned are responsible for the implementation of this Circular.

Difficulties that arise during the implementation of this Circular should be reported to the Ministry of Culture, Sports and Tourism (through the Vietnam Sports Administration) for consideration and resolution./.
